The definition of a refurbishment intervention, in every step of the building process, brings to a complex decision problem; in a diachronic dimension of time, iterative and interactive must be put in relation a large variety of aspects with interrelations, concerning components, stakeholders and procedures that must be considered. The identification of the possible solutions depends on the construction of the evaluation procedures; shared goals with the stakeholders must be defined, on the basis of which can be assessed alternative intervention scenarios and make choices with regard to the matter under consideration. Thereby, in the present work a mixed method model in which are integrated Multi-Criteria Decision Analysis, Strategic Planning Tools and Participation Techniques has been proposed to be applied to refurbishment intervention in historical fabrics.

In the forecasts related to air traffic in the period 2015-2030, as worldwide as in Italy, is expected a substantial increase in air traffic individual. In Italy, the development and increase of “individual” air traffic is closely linked to the construction of a network of second-level airport infrastructures for civil aviation (minor airports), suitably distributed throughout the national territory, efficient, accessible, interconnected with other means of transport and easy-to-use. A network structured in this way can also contribute to the improvement of the conditions of the context of peripheral areas.

The infrastructures supporting air transport throughout the world in the civil sector are classified as primary-level (large numbers of passengers and goods on both commercial and charter long- and medium-haul flights) and secondary-level (few passengers and goods on general aviation private, short-haul flights). In parallel with primary-level air traffic general growth all over the world and in Italy, the popularity of “individual” nonscheduled general aviation traffic increased in many countries since 1990s. The latter aviation has proved to be a valid alternative to rail and road transport for short-medium distance journeys (100-500 km) for classes of business and tourist passengers. In keeping with the national and international airport system development scenarios, the paper illustrates the results of in-depth analyses aiming to construct an integrated GIS-based Multicriteria Decision Analysis evaluation methodology. It gears towards formulating strategies for the development and streamlining of some existing (51) Italian minor airports and for the right locations for the new hubs required to construct an efficient second-level air transport network (the “highway in the sky”). Different levels of evaluation verify the suitability of airport services and infrastructure (status quo) and the attractiveness of airport hubs given the territorial facilities found in their catchment areas.

Alongside the general growth of air traffic in Primary-level airports of each country, since the 1990s the popularity of “individual” (private), General Aviation, non-scheduled “point to point” flights all over the world and in Italy increased. They have proved to be a valid alternative to rail and road transport for short-medium-distance journeys (for different classes of business and tourist passengers). Taking into consideration the national and international airport system development scenarios, the paper illustrates the results of in- depth analyses carried out aiming to build up a full integrated GIS-based Multi-criteria Decision Analysis evaluation methodology. This is geared towards formulating strategies for the development and streamlining of the 51 existing Italian minor airport network and for the identification of the right locations for new hubs that could be required for the construction of an efficient second-level air transport network (the “Highway in the Sky”). The methodology is implemented according to different evaluation levels that verify: the suitability of air- port services and infrastructure (status quo) and the attractiveness of airport hubs given the territorial facilities found in their catchment areas.

Following the events of the still unfolding economic and financial crisis involving real estate, there has been a growing awareness of having to formulate proposals and scenarios (in real estate) that have the characteristics of socially responsible investments; therefore, in line with the papal Encyclical Laudato Si’, these proposals and scenarios must aim at growth based on a development that is “sustainable”, both environmentally and socially. Settlement production processes are starting to be carried out in the form of “Impact Investments”, responsible investments related to ethical finance. Based on these premises, this paper will: (i) briefly analyze the nature of an “Impact Investment” and what characterizes and sets it apart from “Traditional Investments”; (ii) then, based on the analyses made, it will be possible to identify the elements for formulating a procedure (of the multicriteria type) aimed at assessing an “Impact Investment” in real estate. Lastly, the procedure will be applied to a case study involving a social-housing initiative in the Municipality of Ladispoli (Rome).
