From the standpoint of the well-known lack of balance in the existing hydrological resources distributed all over the valencian region, further intensified by the water demand, we analyse both the evolution and the structure of the latter. First comes the absolute predominance of agricultural consumption, the progressive importance of urban supply and the serious problem of pollution; in the near future, the generalised demand of resources to protect the environment will gain priority over the agricultural or industrial demands and enter the growing list of competitors as to the uses of water. In relation to the manichean dilemma between gigantic hydrologic works and exploitation of the aquiferous layers, we choose a global and intermediary solution, wich has to be carefully measured in terms of hydrological, ecological, technical and economical criteria, within a wider framework of a maximum rationalisation of consumption.

The exploration of geographical regions beyond their natural and climate-related features has always defined the relationship between humans and the environment, especially due to our struggle to thrive in a world where water is distressingly scarce. Despite the difficulties, we have adapted to adverse rainfall patterns to guarantee our freshwater supply, enhanced the systems used to water our crops by creating customised irrigation systems, and ultimately turned the low rainfall into an additional advantage by creating manipulated-cycle horticulture.

Del Plan General de 1902 a la planificación hidrológica

Besides water, the following all have common features: The Project of the 1899 General Plan for Reservoirs and Irrigation Channels, the 1902 General Plan for Irrigation Channels and Reservoirs, with its amendments in 1909, 1916, 1919 and 1922, the involvement of the Confederaciones Sindicales Hidrograficas as from 1926, the I National Plan for Hydraulic Engineering (1933) and the General Plan for Hydraulic Engineering, included in the 1940 National Plan for Civil Engineering. These are all attempts at regeneration and were drawn up in the framework of the Water Law passed on 13th June 1879, and which has been in effect for over a century. Despite its name, the Draft of the 1993 Hydrological Plan was also based on hydraulics. This plan owed much to the above-mentioned regeneration projects and was aimed at significantly restructuring the hydrographics of the Spanish peninsula through SIEHNA. This proposal was rejected on September 5th 2000 and a new Draft of the National Water Plan was sent to the National Water Board, including a methodology as well as new content.

On analyse dans cet article les conflits qui ont surgi dans les autonomies a propos de l’eau, en faisant atention paticuliere au controverse amenagement Tajo-Segura et aux macrotransvasements esquissees dans le avant-projet du Plan Hidrologique National. Ce sont des objets de consideration les facteurs qui declenchent les positions confrontees entre les communautes autonomes cedantes et celles receptrices. Par rapport a tout cela, on remarque que les regrettables et deraisonnables engagements de faire de l’eau un patrimoine regional heurtent avec les reglement en vigueur et avec l’interet national. C’est comme si ceci, mine par toutes sortes de particulaismes, fut une reference vieille, insupportable, infâme ou, en tout cas, secondaire et lointaine.

La desintegración del patrimonio señorial en un estado valenciano: el marquesado de Elche

En los apellidos y titulos de los sucesivos titulares del marquesado de Elche queda entretejida la historia de los reinos peninsulares. Sobrepasada en importancia economica por la quiebra de la Casa de Osuna, la ruina de la de Altamira-Astorga cuenta tambien entre las principales sufridas por la gran nobleza espanola en el transcurso del siglo XIX. Dicha bancarrota comporto la extincion de la propiedad de raigambre senorial en el marquesado de Elche, uno de los mayores senorios valencianos. A diferencia de la gran mayoria de estados valencianos, el dominio directo no genera en el marquesado de Elche la partida mas cuantiosa de ingresos, superada tanto con la participacion en diezmos como por las regalias. Las rentas totales, necesariamente crecidas, no deben enmascarar su condicion de senorio relativamente poco productivo a mediados del XVIII; de ello es responsable, ademas de la abundancia de tierras francas, la carencia en las parcelas enfiteuticas de particion de frutos.

Consolidación de dominios en las Pías Fundaciones del Cardenal Belluga (Bajo Segura)

This article analyses the decline and desintegration of the Pias Fundaciones founded by Cardenal Belluga in the Bajo Segura during the first half of the Eighteenth Century. Due to his huge influence, the Prelate obtained through several grants a surface of about 40.000 «tahullas» (4.472 hectares) of marshlands, wich were drained and most of them established by census emphyteuticus. A series of valuable studies have analysed the life and works of Belluga, yet and investigation of the dilapidation of the Pias Fundaciones by the desamortization dispositions has hardly taken place. A Royal Order on the 25th of September 1798 reduced the heritage, and the Act of the 1st of May 1855 declared in selling condition the heritage still existing, however the consolidation of domains was carried out protected by the slightly know Act of 11th of March 1859. Through the Contaduria de Hipotecas (Mortages Accounts Departament) it has been possible to document this process. Another subject of consideration is the cuestion raised in the township of Dolores when, by sentence of the High Court, the lands of Majada Vieja were returned to the Casa de Rafal.
