MANAGEMENT OF THE INTELECTUAL PROPERTY BY THE BRAZILIAN PUBLIC UNIVERSITY: GUIDLINES FOR LICENSING AND COMMERCIALIZATION

This article discusses the management of intellectual property in Brazilian public universities, mainly in relation to strategies for commercialization or licensing the results of academic research. It identifies, in the international literature, the main strategies adopted and recommended by technology transfer offices in foreign universities, and compares them to the practices adopted in different Brazilian universities. Finally, it makes recommendations to enhance the procedures adopted by Brazilian institutions.

The study discusses the researchers’ community profile in Information Science at ECA/USP, that emerges from the analyses of indicators about formal education of the graduate programs’ research members in relation to the thematic profile of their dissertations and theses. Atributos e dimensões de qualidade da informação nas Ciências Contábeis e na Ciência da Informação: um estudo comparativo

Apresenta analise comparativa entre atributos de qualidade da informacao adotados no campo das Ciencias Contabeis (CC) e da Ciencia da Informacao (CI). Parte-se do pressuposto que o conceito de qualidade da informacao e fundamental para as duas areas de conhecimento, mas e um conceito difuso e depende da base epistemologica utilizada para defini-lo. O objetivo foi identificar semelhancas e/ou diferencas entre os pressupostos adotados para qualificar a informacao nos dois campos como base para compreensao das relacoes entre a informacao e seu potencial usuario. Alem da inexistencia de consenso quanto ao conceito de qualidade da informacao, os resultados mostram que tambem nao existe consenso em relacao as categorias, dimensoes e atributos de qualidade utilizados para qualificar a informacao na CI. Tais resultados sugerem que esforcos podem ser feitos na CI para buscar a consolidacao de um framework geral que possa servir como referencia na definicao e analise da qualidade da informacao nessa area do conhecimento. E, que, iniciativas podem ser tomadas no campo das CC visando a revisao de seu framework de qualidade da informacao para incorporar em sua estrutura conceitual atributos de qualidade da informacao considerados pela CI que podem contribuir para a melhoria da qualidade das informacoes contabeis.

On the Dynamics of the Industry–Science Relationship: Brazil 1980–2012

This chapter analyzes the evolution of university-industry relations in Brazil for innovation, from a survey of articles published in leading national journals or presented at the most relevant Brazilian and regional conferences, between 1980 and 2012. Within the boundaries established, described in the methodology section, 249 papers were found, and we sought to ascertain how they depicted the changes in the perception of stakeholders - universities, companies, development agencies - on the topic, from reports of individual experiences and case studies to reflections on more effective models and processes of cooperation. We observe that American and European papers assume a natural context of cooperation, while in Brazil there is still a debate on whether this collaboration should occur, and whether this is a legitimate role for the university. We present a brief history of the evolution of science & technology in Brazil and the government support for innovation, which definitely influenced university–industry relations up to the present. Cultural, organizational and institutional aspects of the local environment contribute to this picture.

Developing an interactive and MIRC-compliant radiology teaching file system

In this work we present the development of an electronic teaching file (ETF) system. The proposed system is accessible through a standard web-browser, allowing users to perform a variety of tasks, including data entry, dataset quality control, and image visualization. In addition, it is a modular and extensible web-based clinical information management system that integrates features of multimodality and multi-center studies. This integration has been done by using MIRCRSNA schemas and application programming interfaces. The system has provided a secure and user-friendly platform to archive and use a comprehensive set of medical images and related information.

Technological Innovation in the Electro-Medical Equipment Sector: Analysis in Latin America

It is an exploratory study of technological innovation in the electro-medical equipment sector, encompassing an analysis of trends in Latin America. The methodological bases for the study are the procedures and indicators used in bibliometric studies and it uses as its body of analysis the invention patents available in the European Patent Office. The research study made it possible to perform qualitative analyses aimed at understanding the technological innovation behavior of institutions operating in the area. It also allowed us to show the relative position of each company, sector or country in relation to the potential competition. It is hoped that these results will be able to provide support for public policies which underpin innovation in this sector.

Applying User-Centered Techniques to Develop a Radiology Teaching File System

Education and training processes in diagnostic radiology requires systematic and comprehensive study of a large knowledge base of medical images. Electronic teaching files (ETF) systems in Radiology are meant to make learning easier and also to raise its quality. However, ease of use has been recognized as a key factor in influencing users’ acceptance of new technologies. Similarly, Radiology students’ interaction with the ETF should be designed according to their needs instead of requiring these students to adapt to the technology. In this work is presented the development of a digital radiology teaching file system. The proposed system has been created in order to offer a set of customized services regarding to users’ contexts and their informational needs. The current prototype has demonstrated the feasibility of developing a user-centered ETF system.

Análise bibliométrica da produção tecnológica em biodiesel: contribuições para uma política em CT&I

Analisa a producao tecnologica internacional em biodiesel atraves de indicadores bibliometricos de patentes. A coleta dos dados deu-se na base de dados Derwent Innovations Index, limitando-se ao periodo entre 2000 a 2007. Analisou-se a evolucao do registro de patentes por instituicoes e individuos, assim como a classificacao das invencoes. Visualiza-se a dinâmica da producao tecnologica em biodiesel, subsidiando reflexoes tanto do ponto de vista do uso de indicadores bibliometricos quanto para a Politica em CT&I no campo de biodiesel.
