Public safety management is a social process aimed at ensuring an optimal level of safety at an area of the specified administrative unit. The scope of public safety management extends from social policy, through regional policy, crime policy, to emergency management. This process is co-created by entities operating in the one administrative area under existing capabilities and limitations as well as the dynamic changes in the environment. However the literature points out the insufficient collaboration between public administrative units. Furthermore, the lack of a process approach can lead to disturbances in coordination and activities duplication. Therefore the goal of this paper is to identify and describe the collaboration processes implemented in the public safety management.

Rational and Relational Bases of Public Managers’ New Profiles in the Context of Trust Research

Abstract Competencies are a set of distinctive resources and opportunities. They relate to specific capabilities of management and to performance of management methods. In the catalogue of existing managerial competencies, an increasingly important role is played by trust. The deep insight in this field of literature gives grounds for the inference that trust is rather a means to achieve public organisations’ goals, than being the end in itself. Therefore in this article we have assumed, that contemporary competencies, to a large degree, rely on trust which is rationally and relationally rooted. The main aim of this paper is to identify and evaluate components of trust with reference to the competences of public managers mirrored in their new profiles. To achieve the goal of the article, publications of the field of organisational studies and public management which aim to show the importance of creating trust within an organisation were reviewed to identify main managerial competences analysed in the context of public trust as an important factor of improving public organisations. Moreover, the results of a survey with 93 respondents carried out in 2014 in 8 units of local public administration from the Malopolska Region were used. As a result the main components of trust in new public managers’ profiles have been identified and assessed.

Public Trust and Organizational Learning in Academic Institutions in Poland

It is widely known that the possibility of common learning increases the probability of high collaborative performance. In contemporary knowledge generation, one of the main organizational factors which has a significant impact on collaborative processes is trust. Particularly, it is organizational trust that significantly influences the organizational knowledge-sharing environment. The influence of the multidimensional nature of trust on the learning processes and knowledge exchange depends on the area of an organization’s activity, which in this chapter is assumed to be the search for the relations between organizational trust and studying in higher schools. The achievement of this research goal is based on desk research and a diagnostic survey.

Understanding Public Trust

Analyses of current scientific achievements have shown that there are some shortcomings of public trust, both in the practice of managing public organizations and in theoretical responses to the contemporary challenges of shaping trust within public organizations while establishing their external relationships. This chapter provides a framework for interpreting the specificity of trust in public organizations in the context of the concepts of publicness, particularly linkages between public trust, the effectiveness of public organizations, and the processes of creating, regaining, and sustaining public trust in public organizations. This chapter reports on the current state of knowledge about public trust and helps to further a deeper understanding of creating public trust within and between organizations.

Multidimensionality of Risk in Public Safety Management Processes

Effective public management requires a risk-based approach. However, in the majority of cases, the theoretical rudiments of diagnosing and controlling risk in public management tend to embrace universal factors without incorporating the specific factors underlying the subsystems operating across the public sector. One such domain is public safety management systems, which involve the participation of a plethora of independent entities, each equipped with specialised but complementary competencies. The processes involved are distinguished by immense complexity and furthermore are operating in an unpredictable and volatile environment. As a result, these processes are highly susceptible to risk. There are insufficient studies devoted to the mechanisms allowing or producing these risks in the public safety management. This paper attempts to address and bridge this research gap. The aim of our investigation is to reveal the nature and sources of risk in public safety, as well as to explore the management processes which are most likely to minimize the occurrence of risk in the specific area researched.

Uwarunkowania skutecznego dzielenia się wiedzą na uczelni

Purpose of the article is empirical verification of factors of efficient knowledge sharing by scientific workers of universities, existing in literature of the subjects, and an attempt to identify the most significant of them. The illustrative empirical data were obtained through a research tool in a form of a survey questionnaire, addressed to workers employed on scientific and didactic positions at universities located in Poland. The realized research allowed to specify previous knowledge related to premises of knowledge sharing, with regard to the knowledge workers. Results of the performed research suggest that these factors are mainly of a resourceful nature. The obtained results not only confirm but also complement the theoretical basis for knowledge sharing in the academic environment.

Key factors of inter-organisational collaboration in the public sector and their strength

Background. Inter-organisational collaboration is contemporarily the basis for functioning of a public sector organisation. However, it is not a simple process and it does not always help to achieve the assumed goals. Its course is determined by factors related to various aspects of an organisation’s activity, among which many have key significance. Research aims. The main objective of this paper is to identify and rate the key factors contributing to effective inter-organisational collaboration in the public sector. Methodology. The research is based on desk research methodology and the hermeneutic process within a focus group. Key findings. As a result of the conducted research we identified the key factors of Inter-organisational collaboration in the public sector. We also evaluated the power of influence and the power of relations of these factors, which enabled ascertaining which of them determine the success of collaboration between organisations.

Organisational consciousness in public safety management system

Abstract Organisational consciousness is one of the primary determinants driving organisational development. It is the organisation’s capacity for assessment of its operation level, quest for uniformity and organisational identity. This consciousness revolves around objectives of actions and integrates collective efforts, thereby determining collaboration. Therefore, it performs a vital role in the public safety management system (PSMS), where efficiency of operations may be achieved only as a result of joint actions. In essence, this was an imperative to carry out research aimed at analysing the significance of organisational consciousness in the public safety management system. During enquiries the authors gave insight into the concepts of organisational consciousness and organisational development as well as characterizing the PSMS in the context of organisational consciousness. Bearing in mind a comprehensive and adaptive approach to each analysed situation in an individual manner the relevance of organisational consciousness in public safety management systems was found. Furthermore it was testified that organisational consciousness in the PSMS affects three areas, namely: enhances involvement in accomplishment of objectives set, strengthens inter-organisational collaboration and fosters innovative solutions.
