Limits of the Appeal to Internet in Accessing Information and Training in the Exercise of Parenting Skills in Quebec

In this article, we define the concept of digital gap as a multidimensional construct, and account for the contradictory relations stated in the scientific literature concerning the appeal to Internet by the more or less privileged strata of society. We explore the state of the digital gap and analyze diverse policies implemented by federal and provincial governments to support accessibility to digital resources in Quebec. After presenting results of a survey with parents concerning access to information and training in the exercise of parenting skills, we analyze these data in accordance with factors associated with the digital gap. We conclude by underlining the danger of compensation policies for the most vulnerable strata of society when government services are placed online.

Une Approche Systemique en Intervention Precoce: Contexte Theorique et Resultats de la Recherche.

RésuméCe project d’intervention précoce (PIP) auprès d’enfants de trois à cinq ans fut implanté dans des garderies de la Ville de Laval, Québec, (Canada), entre 1982 et 1987. Une taxonomie d’objectifs d’éducation préscolaire (2 à 6 ans) fut élaborée afin d’assurer la cohérence au programme d’activités et de prévoir des interventions structurées et, au besoin, individualisées. Ce project a privilégié une approche d’intervention préventive et compensatoire, intégrant des enfants avec et sans difficultés (1/3–2/3) et a cherché à faire interagir les principaux agents d’éducation autour de l’enfant (parents, services sociaux, services médicaux et intervenants universitaires). Le programme fut expérimenté auprès de 85 sujets annuellement et les effets de l’intervention s’avèrent, a court terme, positifs. Un suivi des sujets tout au long de l’école primaire permettra d’évaluer la persistance des effets de cette intervention.AbstractThis early intervention project, involving three to five year old children, was set up in day-care centres of two schoolboards of Ville de Laval, in Quebec, between 1982 and 1987.A taxonomy for the development of preschool educational objectives (2–6 year old) was required in order to build a coherent curriculum, to ensure the choice of structured interventions and to suit them to individual needs.This project chose an early intervention approach, interating young children with and without special needs (1/3–2/3) and tried to stimulate interaction between the educational agencies concerned (family, medical and community services and university staff).The experiment involved 85 subjects and the effects of this intervention are considered positive on a short term basis. The persistence of those effects will be measured through a follow-up program during the ntire primary school-experience of the subjects.ResumenEste proyecto de intervención precoz (PIP) fue implantado en guarderias de la ciudad de Laval, Québec (Canada) con niños de tres a cinco años entre los años 1985 y 1987. Se elaboró una taxonomia de objetivos de educación prescolar con el fin de asegurar la coherencia en el programa de actividades, de preveer las intervenciones estructuradas y, si necesario, individualizadas. Se privilegió el enfoque de intervención preventiva y compensatoria, integrando niños con y sin dificultades (1/3–2/3) y se trató de favorecer la interacción entre los principales agentes de educación del niño (padres, servicios sociales, servicios médicales e investigadores universitarios). El programa fue experimentado con 85 sujetos por año y los efectos de la intervención son, a corto plazo, positivos. Los sujetos serán seguidos durante toda la escolaridad primaria afin de evaluar los efectos de esta intervención.
