Raising money and directing it into savings is the most important passive task in banking. Restrictive monetary policy makes it increasingly difficult for banking institutions to take loans, thus they turn to the general population as a money source. Their interest is partly served through inclusion of financially inactive population. As the new legislation will correct the current illogical situation (some deposit institutions have not been under control of the central bank), this will eliminate the unfair competition which is at the moment existing in the banking system. At the same time, the operation of a new form of non-profit deposit institutions, i.e. credit unions, will be regulated. With solidarity and common interest as the basic tenets of their operation they can be attractive to this particular segment of population. The paper explores and proposes some possible models and ways of including the financially inferior population into the financial system.

The author starts from the thesis that it is especially necessary to manage the production of cash money, taking into consideration and applying the conceptions of modern management. Cash money (metallic and paper) is a specific “product” that is produced according to the needs of monetary traffic, as well as meeting the standards related to modern notaphily, i.e. numismatics. For several reasons, the author elaborates his thesis on the example of the issuing of Croatian contemporary metallic money. The most important of these reasons are that Croatia has its own mint, that issuing metallic money makes it possible to attain significant non-fiscal effects through its management, and that the issuing of national money has wider cultural, social, legal and other dimensions. In the elaboration of his thesis, the author takes into account the influence of the globalization and integration processes in which Croatia is a participant.

There are several reasons, why money has been taken as the subject of study in this paper. Money is undoubtedly the most important part of monetary economy, but also of numismatics and notaphily. Moneys cultural and artistic, as well as its economic dimension and some of the historic monetary solutions additionally emphasize its importance. The importance of money is also supported by the relative diversity, numerousness and specific gualities of particular monetary forms in a small geographic area, such as the territoiy of city, over a long period of time. The incorporation of some postulations of classical numismatics and notaphily into the science of money allows a more complete and a more comprehensive understanding of the phenomenon of money. Every possible initiative in terms of research, elaboration and presentation of unknown parts of monetary history of Osijek can present a challenge, but also an invaluable contribution to the study of monetary transactions of this city, as well as of Croatia.

Object of research is significance and role of financial sources as main factor that determine the development. In the modern world, a legal framework has been set up and a market regulator has been defi ned so that payment as a relation between the debtor and creditor can not be put in question regarding the realization of their integral rights. Countries in transition, including Croatia (the Republic of Croatia), are still trying to defi ne not only the shortterm, but also the long-term regulators that would clarify all open questions both in the economic and in the legal segment. Promissory note as the payment security instrument has in practice become operative only through a consistent use of Distraint law. A theoretical and an implementation mechanism merge into one functional mechanism, on the basis of which it can be said that in this segment the Republic of Croatia has truly overcome the transitional barriers.

Through a continuous reform of its fiscal system (especially the tax system), the Republic of Croatia has harmonized them with those of EU countries, in keeping with European integration processes and the intention to become a full EU member. Certain differences are still in place (tax rates, certain tax incentives, benefits and exemptions), but they are soon to be harmonized as well in an ongoing tax system reform. As for the monetary segment, Croatia is already relatively well harmonized with EU standards. This harmonization is primarily based on a stable exchange rate of the national currency and low inflation. The legislation is for the most part in line with the countrys endeavours in this area. Certain segments of monetary finances, especially those with long-term effects such as capital transfers etc., which are not yet adequately regulated through positive legislation, will soon have to be harmonized with the EU acquis.
