This article describes the detection of the characters of the license plate through of computer vision techniques: such as cascade of classifiers based in sobel algorithm, analysis of peaks and valleys, and support vector machines; the search for the region of the plate begins by detecting vehicles, then character segmentation and concludes with the recognition of these. The system was tested in different scenarios such as: different lighting provided by the day or night and weather changes. The average time to execute these phases it was 434 ms.

The present work is part of the “Hand of Hope” project, which seeks to develop low-cost robotic prostheses with the aim of contributing to the social and labor inclusion of people with motor disabilities of their upper extremities. The specific objective to address in this work is the design and development of the system architecture to recognition of EMG (Electromyography) signal patterns, the purpose is to control the functions of objects handling by the robotic prosthesis. There are proposed methods to the recognition of EMG signal patterns; however it defined using a Feedforward-backpropagation Artificial Neural Network (ANN) because have high success rate (Sr) using the least amount of channels, can be supported on platforms on-line and real-time; and moreover in order to improve the ANN-Sr values, it was used as input the envelope of the EMG signal instead of the original signal. For the performance evaluation 20 assessments for each of the four EMG signal patterns (relaxed hand/cylindrical grip, pinch grip, thumb adduction, and index finger extended) were performed, from the results it is observed that the average success rate is equal to 95%.

In image processing area and segmentation algorithms based on thresholding, the intensity of the image (grayscale) is usually obtained in order to differentiate the regions of the objects and the background. The segmentation based on the threshold works well when the image has a high intensity in the contrast, this characteristic is key to make a good classification of the pixels. This document will explain some theoretical concepts to identify objects by means of their color (thresholding), this technique was implemented in the development of a game program. Furthermore, the thresholding range for the red, yellow and green colors was found in order to achieve a better approach in the object detection. This project used the python programming language, Pygame graphical interface libraries and the OpenCV library free open source about artificial vision.

A low-cost, multiple-purpose, and high-precision timing test setup for the measurements of secondary Mode S radar transmission signal was proposed. The goal was to fully guarantee compliance of the proposed transmitter under test with the really hard International Civil Aircraft Organization requirements using traditional measurement equipment, which was difficult or even impossible to ensure up to now. The low-cost structure proposed in this paper allows the user to perform measurements independently of the measurements performed by the pieces of test equipment shelled by the manufacturer of radar, which is a very important aspect since the independence of the verifications is a mandatory requirement established by the safety standards of civil aviation. The proposed setup has been used to verify several transmitters with some defects that are not detected by monopulse secondary surveillance radar specific pieces of test equipment that are focused on more high-level functionalities. It also is valid and it has been used, as a general-purpose setup, for testing other radio navigation aids.

The artificial vision is a part of the artificial intelligence that pretends to simulate the human vision, is to say, from the acquisition, processing, analysis and interpretation of images through an intelligent system. This work presents the creation of prototypes under the game jam model as a software product. In this context, the objective of the present work was to apply basic artificial vision algorithms such as linear discriminant analysis (LDA), principal component analysis (PCA), Fisherface, Otsu, CamShift and color spaces such as RGB and HSV in order to be able to motion detection of objects, face recognition and pedestrian detection. As a result of applying this model in rapid prototyping, we found significant factors (such as: participatory design, light construction, product value approach, aesthetics and technology) in the implementation of innovative strategies in creating of prototypes focused on Software development.

A good management of IT not only allows you to have savings into investment of technology but that opens the way to innovations, new alliances, increase the portfolio of products and services, establishing standards, policies, processes and IT procedures which lead them to be the main strategic partner organizations. This contribution will allow to Junta Nacional de Defensa del Artesano (JNDA) of Ecuador have a framework for government based on the international standard ISO/IEC 38500 and COBIT 5.

The measurement of weather variables in the Andes Mountains of Ecuador is of great importance for environmental, hydrological and ecological research. Such investigations reveal indicators that contribute to innovative management of Territorie, which it is characterized as a biodiverse natural heritage. Due to heterogeneity of the distribution of rainfall and other weather variables in in that region suggest the need to use radar systems LAWR (Local Area Weather Radar), to mapping of variables with high temporal and spatial resolution. However, the outputs of these radar systems are required to calibrate in real-time with ground nodes measurements. Therefore, the radar system LAWR, available in the province of Loja-Ecuador intended for research between the University (UTPL) and the autonomous governments (GADs), needs to be complemented with real-time monitoring of variables acquired by the reference weather stations located in the study area. Based on the above, the objective of this work is to design, implement and evaluate a remote real-time monitoring system of weather variables acquired by measuring ground stations based on Davis Vantage Pro. The implemented system is based on GPRS and provides reliable (max. error 1.5%) and timely (every 5 min.) information to enable to researchers intelligent management of territories.

As the population increases, it also increases the demand for water resources; this implies a challenge for the professionals that work in activities related to water supply systems, because these systems must ensure the availability and proper water quality. In Ecuador, the Municipalities are the responsible of the operation and maintenance of the drinking water distribution systems (DWDS), nevertheless some Municipalities do not have strategies and tools for water management, this management will increase index of availability and quality of service; one of the components of the water management is the variables monitoring subsystem. Furthermore, according to experts in DWDS, pressure and flow variables are the most relevant for the calculation of performance indicators proposed by the IWA (International Water Association), the OFWAT (Water Services Regulation Authority) and by the ISO 24512 standard (Drinking Water Management). This project proposes the development of hardware architecture of a portable remote monitoring node applied to hydraulic variables pressure and flow in the DWDS; the developed prototype was evaluated in a water node at UTPL campus and also in a water underground node in the DWDS of the Loja city.
