Produção científica em administração de empresas: provocações, insinuações e contribuições para um debate local

This article approaches the issue of quality in scientific research within the management field in Brazil. More specifically, it deals with the criteria used in the country to review research presented in scientific conferences or published in journals. At first we discuss the recent quantitative growth of research in the Brazilian management realm, as well as the limitations of such research in terms of quality. Afterwards, we report an empirical investigation, conducted among Brazilian scientific outlets, senior scholars and referees in the field. Such investigation was focused on the utilization of research assessment criteria, and revealed significant diversity in terms of which criteria were used and in terms of the meaning they were given. As a response to such situation, we suggest an Assessment Criteria Model, which could be used to review scientific management research in Brazil. Such model is designed to be generic and adaptable to different contexts and objectives. It is our belief that, to strengthen the field of management research in Brazil, clear and well defined criteria need to be better established. We also believe that the moment has come - after the recent quantitative growth - for us to deeply examine the quality of Brazilian scientific research within the management domain.

Foi motivo de satisfacao poder apresentar aos participantes do Encontro da Anpad, em setembro de 2012, e tambem agora, aos leitores dos Cadernos EBAPE.BR, o texto que resume o que foi exposto no encontro pelos colegas participantes do painel. O assunto de interesse permanente em nossa comunidade cientifica sao os rumos e problemas da producao de conhecimento em Administracao em nosso pais nos dias atuais.

A cultura importa: os valores que definem o progresso humano

O livro e formado por 22 trabalhos ineditos de diversos autores, incluindo os capitulos dos proprios organizadores, que estao distribuidos em sete secoes. Os trabalhos agrupam-se em funcao do impacto que a cultura pode ter sobre o desenvolvimento economico, o desenvolvimento politico, sobre as relacoes de genero e a promocao de mudancas. Ha uma secao especial dedicada a chamada “Crise Asiatica”, onde estao agrupados tres capitulos envolvendo valores asiaticos, os diversos caminhos da modernizacao que tem atingido a Asia e outro sobre como fazer negocios naquele continente face as diferencas no direito e nos lacos familiares em comparacao com a cultura do Ocidente. A secao mais longa e a dedicada ao desenvolvimento economico, na qual encontramos sete capitulos de renomados autores, como David Landes, Jeffrey Sachs e Michael Porter. Parece emergir que a cultura tem importância definitiva para o desenvolvimento economico, chegando a ser o fator mais importante, no entender de David Landes, que, antes desse capitulo, dedicou um livro inteiro a questao – Causas da Riqueza e da Pobreza das Nacoes. Todos os autores enunciam com clareza a importância da cultura e nao se intimidam em afirmar que ha culturas que favorecem mais o desenvolvimento economico, outras menos e algumas que podem ate ser inibidoras. O grande e historico exemplo e o proprio Ocidente, que, a partir do final da Idade Media, passou a se distanciar das demais culturas, atingindo o nivel de riqueza e desenvolvimento de que hoje desfruta. Landes lembra que, na Baixa Idade Media europeia, a China e o mundo islâmico eram mais ricos, mais sofisticados e motivo de busca e imitacao pela Europa Ocidental. O distanciamento do Ocidente deu-se gracas a fatores culturais, como a liberdade para empreender, o respeito a instituicao da propriedade privada, o individualismo, a instrumentalizacao da razao etc. Os argumentos de Landes em boa medida retomam os topicos classicamente tratados na sociologia por Max Weber. Teoria da organização e sociedades subdesenvolvidas

The article approaches organizational theory, as existing in the 1960s as an expression of weberian instrumental rationality.Utilizing Amitai Etzioni ideas it tries to fathom the gap between westem and non western societies. The core of the argument states that western societies, by theirown historical formation ended by exhibiting conditions by far more congenial and adequa te for the nurturing, development and operation of formal organizations as an expression of instrumental rationality. Thus formal organizational requirements would be of a society displayingability to subordina te individual to social interests, adoption of a pragmatic epistemological posture, a behaviour based upon emotional neutrality and capacity of objectification through organized action. Non westem societies do not have yet, due to their own history and formative process, the same conditions. Thus a greater difficulty, in nurturing and developing formal organizations what end sup in the vicious circle of loworganizational density.

A RAE nos seus 45 anos

A celebração de aniversários sempre desperta sentimentos ambivalentes. Quando são aniversários de pessoas, ela é geralmente festiva. Apenas deixa de sê-lo quando as pessoas acham que já está na hora de deixar de celebrar e passar a ocultar as indesejadas datas. Mas quando se trata de organizações, países, instituições e, naturalmente, publicações científicas, há sempre orgulho em colecionar aniversários. Não poderia ser diferente com a nossa RAE-revista de administração de empresas, que está a completar seu 45 aniversário. Pessoalmente, experimento grande ambivalência, oscilando entre o orgulho e o embaraço de ter acompanhado a revista ao longo destes 45 anos. Explico-me. Quando a RAE foi lançada, pelo saudoso Raimar Richers, eu era aluno do primeiro “experimento” de pós-graduação que a EAESP realizou, ainda com os professores da missão universitária da Michigan State University. Ocupei o cargo de redator-chefe por um par de anos quando retornei de meu mestrado. Assumi novamente a revista em 2005, quase 40 anos depois. Isso me permite realizar aqui um exercício de avaliação, crítica e saudosismo. PRIMEIROS ANOS

The towering figure of the Baron of Maua holds an indisputable place in the economic development of Brazil. His trajectory is widely analyzed not only because of his important achievements, but also because he became the symbol of an entrepreneur, whose failure in business is often blamed on an institutional context that could not understand his vision of development for the country and was hostile towards his industrialization projects and modernization of Brazil. Nevertheless, if we review his trajectory, we will see that not only can his actions in business be considered mistaken, if analyzed in the light of current concepts developed in the field of strategy, but they were also close to the governmental policies of the time. Therefore, to a certain extent, Maua was a prisoner of the Brazilian institutional context of his day. The aim of this article is to review the position that Maua, as a classic-style entrepreneur, was opposed to the institutional order of his day and, for that reason, would have been punished. We will actually see that on the one hand, he was opposed to it, and on the other he also trusted it and came to depend on it.
