Spatial Determinants of Organic Farming and Local Opportunities for Sales Outlets: The Cases of Alfalfa and Sugarbeet in the Ile-de-France Region

The conversion of conventional farms to organic farming is a challenge with regard both to solving or preventing environmental problems, and to satisfying consumers’ growing demand. In this article, the dynamics of organic agriculture in relation to local outlets are analyzed together with the role of those outlets in the territorial development of organic farming. A comprehensive approach was adopted based on surveys conducted on farmers and actors in the agricultural sector applied to the scale of the Ile-de-France region. Two crops, emblematic of problems of structuring supply chains in relation to technical problems, were studied: sugarbeet, considered to be an impediment to conversion because of the absence of organic markets, and alfalfa, seen as an ideal gateway to organic farming systems, but which finds limited outlets in areas with few livestock farms. We show how opportunities for local outlets can play on the development dynamics of organic farming on a regional scale. We then identify leeway for developing organic systems by finding compromises with these two crops. Finally, we discuss the interest of studying these opportunities for local outlets as possible determinants of conversions, which can contribute to explaining the local geography of organic agriculture in a given region.

Typology of organic management styles in a cash-crop region using a multi-criteria method

Organic farming, as a model of sustainable agriculture, requires key agro-ecological principles to be taken into account. In the implementation of these principles, significant differences exist across farmers, geographical areas and production systems. How is this heterogeneity expressed on farms? This paper studied the different organic management styles, defined as varying patterns of cropping systems. Based on a farm survey carried out with 17 organic cash-crop farmers in the grain-producing Île-de-France region, we developed a farm-scale multi-criteria method to assess the diversity of cropping systems in organic farms. We measured the ratio between preventive and corrective techniques, and thus evaluated the coherence of organic cropping systems with the key agronomic principles of organic agriculture. We identified three types of organic management styles representing the wide diversity of strategies related to varying patterns of cropping systems. The three types relate to various structural determinants of farms, agri-food systems and agronomic conditions. We go beyond the conventionalization debate on organic farming to show that farmers mix and match different techniques and that their cropping systems are predominantly hybrid forms which are not necessarily long lasting. Finally, our multi-criteria method provides a tool for diagnosing regional organic farming practices and agronomic problems.

Les espaces périurbains : entre pollution des villes et pollution des champs aux échelles régionale et locale

Les territoires periurbains, zones de transition entre les zones urbaines et rurales, sont soumis a de nombreuses pollutions a la fois gazeuses et particulaires. Ces pollutions proviennent de sources locales comme les activites residentielles, le trafic routier et les activites agricoles, mais egalement de sources regionales issues des activites urbaines et des emissions des zones (pseudo-)naturelles adjacentes. Cet article presente une synthese des differentes sources de pollution affectant la qualite de l’air en milieu periurbain. Il est evident que les pollutions purement anthropiques ne peuvent etre dissociees de celles issues du fonctionnement des ecosystemes (pseudo-)naturels dans ces espaces. Enfin, les enjeux vis-a-vis de l’agriculture periurbaine, fortement presente et en developpement du fait d’une volonte de consommer des productions locales, sont discutes.

Pollution de proximité, transport et agriculture : introduction

Ce numero hors-serie est l’aboutissement d’un seminaire qui s’est deroule de decembre 2009 a novembre 2010 a Paris dans les locaux de l’Inra UMR-Sad-Apt-Agroparistech. Soutenu par la region Ile-de-France, a travers le DIM (Domaine d’Interet Majeur) Sante, Environnement, Toxicologie, il fait suite a un projet de recherche intitule Pollution de Proximite, Transport et Agriculture (PPTA). Ce projet s’inscrivait dans le cadre du programme de recherche inter-organisme pour une meilleure qualite de l’air a l’echelle locale (PRIMEQUAL) initie par le Ministere de l’Ecologie, du Developpement durable, des Transports et du Logement (MEDDTL) et l’Agence de l’Environnement et de la Maitrise de l’Energie (ADEME). Une synthese de cette recherche collective est presentee dans ce numero. Afin de prolonger et d’enrichir les discussions amorcees au cours de ce projet, un reseau plus large de chercheurs et de partenaires appartenant a differentes disciplines des sciences biotechniques et des sciences sociales s’est constitue pour confronter nos resultats d’analyse sur cette thematique de la pollution de l’air. Les discussions de ce seminaire se sont deroulees au cours des trois sessions suivantes : La premiere se donnait comme objectif de retracer l’historique de la surveillance de la qualite de l’air a Paris et d’evaluer a la fois la pollution d’origine routiere en coeur d’agglomeration et sur l’environnement de proximite en Ile-de-France. La deuxieme visait a evaluer l’impact des pollutions atmospheriques de proximite sur les milieux naturels et sur la sante humaine. La troisieme presentait les resultats de la recherche PPTA pour s’ouvrir sur une synthese relative a la caracterisation des sols de jardins urbains qui allait instruire notre future recherche collective sur les jardins associatifs urbains. Signalons en effet que dans la continuite de ce seminaire, un reseau plus large s’est constitue pour mener des recherches sur la thematique des jardins associatifs urbains. Le projet JASSUR se propose ainsi d’eclairer de facon interdisciplinaire les fonctions, les usages, les modes de fonctionnement, les avantages ou les dangers potentiels qu’induisent les jardins associatifs au sein de villes durables en emergence. Ce projet a ete retenu par l’ANR Villes et bâtiments durables en juillet 2012. Coordonne par Christophe Schwartz (Universite de Lorraine, LSE) et Jean-Noel Consales (AMU-TELEMME), celui-ci reunit aujourd’hui plus de quarante chercheurs et partenaires associant la ville de Montreal a sept agglomerations francaises.
