ATUAÇÃO EM GRUPOS DE PESQUISA: COMPETÊNCIAS E PROCESSOS DE APRENDIZAGEM

O estudo descreve a formacao e atuacao de dois grupos de pesquisa na area academica, com foco em processos de aprendizagem e desenvolvimento de competencias individuais, e identifica aspectos que influenciam esses processos. A amostra, nao probabilistica e definida por conveniencia e acesso, abrangeu tres coordenadores e 11 integrantes. Os dados, coletados por meio de entrevistas com uso de roteiros semiestruturados, foram submetidos a analise de conteudo. Os resultados apontam processos formais e informais de aprendizagem, bem como a interacao entre pessoas como indutores do desenvolvimento de competencias. Ha semelhancas entre resultados obtidos e outros estudos: conhecimentos aprendidos e habilidades desenvolvidas relativos a area de atuacao do grupo; metodologia de pesquisa; uso de tecnologias computacionais e de processamento de dados; realizacao de atividades administrativas; desenvolvimento de atitudes necessarias ao trabalho em equipe, a atuacao profissional e a geracao de ideias, bem como a socializacao e formacao de redes sociais.

Management Innovation at the Brazilian Superior Tribunal of Justice

We describe administrative reform involving management innovation undertaken at the Superior Tribunal of Justice, Brazil’s highest appellate court for infra-constitutional cases. The innovation is the introduction of a new management model based on strategic planning and a process management approach to work processes. Introduction of the new model has been supported by the use of information technology and project management techniques. Qualitative methods were used for data collection and analysis. Findings reveal that the innovation is contributing to the development of a systemic overview of key processes, reducing the fragmenting effects of the division of work activities within the Tribunal. At least three new organizational routines or capabilities have been developed as a result of the innovation studied: Electronic Court Management, Project Management, and Process Management. The paper contributes to knowledge about court management, a field that has received little research attention in the public administration literature.

Processos de aprendizagem, competências aprendidas, funcionamento, compartilhamento e armazenagem de conhecimentos em grupos de pesquisa

Abstract The purpose of this article is to describe the operation, the processes of learning, storing and sharing information in research groups. Therefore, it is guided by cognitive and constructivist theoretical approaches. Developed in a public institution of higher education, this study draws on data collection obtained through documentary analysis and structured interviews with leaders of 10 groups. The interviews were recorded in field diaries and recorded on audio. . The categories obtained from the data collected used as guidelines not only content analysis, but also the presentation of results. The research groups were found to differ on the object and methods of research, the size, time of existence, available resources, techniques and equipment, which influences the development of specific competences of each area. There are similarities in the learning processes, contents and generic competences learned by members (among them, graduate and post-graduate students). These intellectual competences, typical of knowledge production, include: project design, collection and record and data analysis. The results also indicate that, when asked about what they learned in these groups, nine leaders were concerned mainly with the skills related to managing people, such as accept individual differences, velocity of work production, schooling, work experience, values, beliefs and culture. Learning occurs in groups informally, through conversations between participants, and formally, through guided reading, participation in scientific meetings and for practical research under the supervision of the leader. Knowledge sharing occurs mainly during meetings to discuss data and reading articles, but also by using computing tools in some groups. The results confirm the importance of participants’ integration from different levels of training and graduation, which enables learning and assimilation of complex intellectual skills and attitudes, as well as providing network building and searching for recognition and visibility (national and international) of knowledge produced by the group. These results are discussed based on theoretical frameworks, proposing an agenda for research into learning in groups.

Competências gerenciais: uma análise de classificações em estudos empíricos

This study presents a literature review on managerial competencies (MC) in order to identify the most mentioned classifications of MC in empirical studies (including schemes, models, categorizations, or even the mere identification of MC in a particular locus of research) from 2005 to 2015. Using bibliographic research and content analysis with a posteriori classification, 46 articles were investigated, along with their common and seminal references. It was concluded that the Quinn model was the most recurrent during the period studied as it appeared in 12 studies. Regarding the other 34 articles, the MC categories with a higher incidence were: result oriented (clients, processes, costs, market, products, projects, etc.); ability to work with people and teams (interpersonal relationship, cooperation, etc.); leadership, coordination, and motivation; ability to work in changing environments (innovation and situational adaptability capability); communication; planning; knowledge management; organization and control (resource allocation, mobilization, and monitoring); Attitudes and Values (ethics, initiative, commitment, etc.); and knowledge and technical skills in the field. Inquiries and criticisms were presented for the last two categories. Among several research recommendations, studies should identify the most relevant MC, even generic or transversal ones, in order to facilitate or allow the diagnosis of MC, providing further studies to concentrate on mapping specific competencies of the studied locus of research, as well as the replication of the study to verify the dynamic behavior of MC over time.

Dinâmica de Aprendizagem: a relação entre processos, conteúdo transacionado e configuração da rede em uma organização não governamental

Learning networks in a non-governmental organization were characterized and analysed by the learning contents and the processes by which they were learned. Data were collected by means of document research and 16 interviews; and 573 learning contents were identified and classified into the following categories: organizational environment-related behaviors (organizational environment, work behaviors and relations with external actors), work-related knowledge and skills, and individual development. In this article only the organizational environment networks are described. Learning processes identified included activities, getting along with others, teaching, feedback, material, observation and supervision. Learning networks were analyzed with respect to their structural characteristics, contents transacted and the learning processes employed. Learning was found to result from the dynamic relationships established among different actors while going about their routine activities and dealing with the conditions imposed by the internal and external environment. Some learning processes are more recurrent or work better than others, depending upon the content learned or preferences and characteristics of individuals.

Hibridização no ensino superior: avaliação de uma iniciativa na disciplina Introdução à Administração (Universidade de Brasília)

Diferentes combinacoes nos usos de Tecnologias de Informacao e Comunicacao (TICs) tem sido testadas em Instituicoes de Ensino Superior, mas poucos sao os relatos que indicam seus beneficios e dificuldades. O objetivo deste trabalho e analisar a experiencia de hibridizacao da disciplina Introducao a Administracao da UnB. A partir do benchmarking realizado por Costa, Rozzett e Carvalho (2012), que analisou boas praticas em hibridizacao no ensino superior, foram identificados quinze aspectos relevantes para o sucesso de tais iniciativas, que subsidiaram a elaboracao de um plano de ensino hibrido que foi implementado. Ao final da disciplina, foram avaliadas as percepcoes dos alunos, professores e tutores envolvidos, por meio de questionarios aplicados aos discentes e realizacao de grupo focal com os docentes e tutores. De forma geral, o modelo de hibridizacao mostrou-se satisfatorio, com aprovacao de mais de 80% dos alunos. Os resultados evidenciaram dificuldades como: falta de infraestrutura; distribuicao pulverizada das notas; participacao nos foruns no ultimo minuto, entre outras. Entre os pontos fortes estao: facilidade de utilizacao, acesso a arquivos, e organizacao e interacao. O trabalho contribui para a literatura, ja que ha carencia de estudos empiricos e propositivos que guiem a implementacao pratica de novos projetos de hibridizacao.
