This study, carried out in 1998, aimed to develop a method of forecasting core competencies in an agricultural research organization, using the Delphi Technique. First, based on a survey of internal documents and interviews, nine organizational core competencies and their specific components (human competencies) were defined, and expert judges identified. These judges responded to a questionnaire, in which the importance of the future human competencies was assessed and the organization’s existing human capacity was evaluated. Means were calculated for both judgements and changes were made in various definitions, based on the experts’ comments. Another questionnaire was designed and sent out to an expanded panel of judges to confirm or to revise the priority mean scores obtained or to add scores in the case of competencies that entered later. Factor analysis and reliability scores have demonstrated internal and inter-competency consistencies. Technological Innovation Management and Geo-processing appeared as the top priorities and Plant Pathology as the least priority. Priorities for each human competency were also calculated and they have been helpful for decision-making concerning the selection and graduate training of researchers on the organization studied.

The main objectives of this paper are the validation of a scale of learning culture and the analysis of its relationship with organizational performance, in Brazil. The scale, Dimensions of the Learning Organization Questionnaire (Dloq), proposed by Marsick e Watkins (2003) was translated from English into Portuguese and was subsequently semantically validated. The questionnaire was answered by 566 employees from a Brazilian organization of the electrical sector. The data were collected via the organization intranet in the second half of 2005. The scale in its full version has 55 items being 43 of learning culture and 12 of organizational performance. The theoretical framework firstly discusses concepts of organizational learning culture and presents studies using Dloq in other contexts. Subsequently, concepts of organizational performance used by Marsick and Watkins (2003) to build the scale are discussed. The application of Dloq full version in Brazilian context showed adequate reliability and convergent validity, however, did not show discriminate validity (CORREA; GUIMARAES, 2006). To solve this problem, this study used a simplified version of that scale, created by Yang (2003), called by the author Dloq-A. This version is composed of 27 items distributed in the seven dimensions of organizational learning culture: learning opportunities; questioning and dialogue; collaboration and team learning; systems to capture and share learning; responsibility and delegation of power; development of a systemic vision of organization; stimulating strategic leadership for learning, and two dimensions of organizational performance: financial performance and organizational knowledge gain. The results of this study showed convergent validity, discriminate validity, reliability and criterion validity, as well as being parsimonious. Thus, it was possible to conclude that the Dloq-A has been validated in the Brazilian context. The survey results showed that the learning culture explains 43% of the variance in organizational performance.Este articulo describe los resultados de un estudio cuyo objetivo ha sido validar la escala de medida de la cultura del aprendizaje y su relacion con el desempeno en la organizacion brasilena. El instrumento dimensions of the learning organization questionnaire (Dloq) o cuestionario de las dimensiones de la organizacion que aprende, propuesto por Marsick e Watkins (2003) fue traducido de la lengua inglesa a la portuguesa, y enseguida fue realizada una validacion semantica. El cuestionario fue contestado por 566 empleados de una organizacion del sector electrico. Los datos fueron recogidos en la intranet de la organizacion estudiada, en el segundo semestre de 2005. El instrumento, en su version completa, posee 55 items, de los cuales 43 son de la cultura del aprendizaje y 12 del desempeno organizacional. El referencial teorico discute, inicialmente, conceptos de la cultura del aprendizaje organizacional y ensena estudios que utilizaron el Dloq en otros contextos. Despues, fueron discutidos conceptos del desempeno organizacional usados por Marsick y Watkins (2003) en la construccion del instrumento. La aplicacion del Dloq en el contexto brasileno en su version completa presento una validez convergente y fiabilidad adecuada, sin embargo no presento una vali-dez discriminante (CORREA; GUIMARAES, 2006). Para resolver este problema, el estudio ha utilizado una version simple de este instrumento, creada por Yang (2003), llamado por ella de Dloq-A. Esta version es compuesta por 27 items distribuidos en siete dimensiones de la cultura del aprendizaje - oportunidades para el aprendizaje continuo, cuestionamiento y dialogo, colaboracion y aprendizaje en equipo, sistemas para capturar y compartir el aprendizaje, delegacion del poder y responsabilidad, desarrollo de la vision sistemica de la organizacion y estimulo al liderazgo estrategico para el aprendizaje - y en dos dimensiones del desempeno organizacional - desempeno financiero y lo que fue regalado como conocimiento organizacional. Los resultados del estudio presentaron validez convergente y discriminante, fiabilidad y validez de criterio, ademas de ser parsimonioso. De esta manera, se concluye que el Dloq-A tiene validez en el contexto brasileno. Los resultados de la encuesta ensenan que la cultura del aprendizaje explica 43% de varianza en el desempeno organizacional.

Judicial performance is a socially important issue, however, research in this area still lacks volume and systematic theoretical and methodological that allows the institutionalization of knowledge. To contribute in this direction this study provides a literature review of recent empirical studies on the subject. Empirical studies published between 1992 and 2011, which had as objective to evaluate or measure the performance of the judiciary in many countries, were analyzed. The results show that the concept of judicial performance is multifaceted, multilevel and judges are the key actors. Efficiency and celerity are the more performance dimensions addressed. The findings also indicate that the issue of judicial performance has received scant attention in the field of public administration. A research agenda for future studies is proposed.

The article explores the electronic governments contributions for the electronic governance in the Brazilian federal governments context. Electronic governance is understood as a process that aims to the political manifestation and participation of the civil society, close to the government, by electronic means, in the formulation, attendance of the implementation and evaluation of the public policies, with the objective of citizenship and democracy development. The research was based in the opinion of 27 key informers from the four sectors that constitute the e-gov stakeholders: public sector, private sector, Third Sector and Academy. The qualitative research employed analysis content technique to verify the perceptions of the interviewees on the topics considered in the study, using Atlas.ti software to help with conceptual ordering of collected data. The main results were that the electronic governance, in the federal level, is in its initial phase of development, with little participation of the citizens in the public policy formulation, that is, a weak influence of the civil society in the decision making, through the Internet, related to the public policies agenda setting.

Competencies mobilized by service providers form an element of hospital services insofar as scientific and technological procedures that are part of the service become tangible. In view of the fact that hospitals have adopted Information and Communication Technologies (ICT), it would be logical to assume that learning contributes towards acquiring competencies related to changes in hospitals resulting from the adoption of new technologies. This paper aims to analyze relationships between workplace learning strategies and professional competencies after the adoption of innovations supported ICT in hospitals. Eleven interviews were carried out with professionals from three different hospitals and identifying the professional competencies resulting from innovations supported by ICT. This was followed by a cross-sectional survey involving 425 employees at the hospitals surveyed. The data analysis was undertaken by means of structural equation modeling (SEM). The results confirm the hypothesis and indicate that the performance of professional competences based on new ICT is determined by the way the respondents think, change and apply their knowledge, skills and attitudes in the workplace by use of new information and communication technologies.

The Brazilian justice management faces chronic difficulties of accessibility of lower income population to justice, the slowness and low effectiveness of the judicial decisions. In order to contribute to the analysis of solutions to these difficulties, the objectives of this paper are to identify dimensions related to the concept of judicial governance studied in recent empirical researches, and discuss how these dimensions can push the performance of the Brazilian judicial system. The following dimensions were identified: Judicial Independence, Accountability, Accessibility to Justice; Structure of the Judiciary; Strategic Resources of the Judiciary, and Judiciarys Performance. Faced with the scarcity of empirical studies on management of the judiciary, specially on Brazilian courts, research proposals are made, including the following: (a) to evaluate the influence of the development of strategic resources in the performance of the judiciary; and (b) to evaluate the impact of increased judicial independence and accountability on reducing corruption of the Brazilian judicial system.

The objective of this article is to identify in the business administration literature the elements considered most important to improve business performance, based on content analysis of academic articles on subjects related to competitiveness, productivity, efficiency and performance. The data come from periodicals available from sources listed at the CAPES portal in the period from 2000 to 2009. From the analysis of 486 articles, we identified 15 organizational competitiveness factors: strategic alliances, human capital, reliability, knowledge, cost, cultural factors, flexibility, innovation, quality, speed, customer relations, social responsibility, control systems, production techniques, and information and communication technologies. These factors have the potential to contribute to the establishment of organizational priorities and can be considered as guides for the construction of management instruments and the implementation of actions to improve competitiveness.

ABSTRACT The present study has as its main objective the investigation of the relationship between the potential for organizational learning and the level of management quality among public organizations participating in the Brazilian Federal Governments Public Service Quality Program. The studys hypothesis is that the greater the level of management quality, the greater the potential for organizational learning. To measure the potential for organizational learning, the tool called the Organizational Learning Scale, developed by Goh and Richards (1997) was utilized, and which was modified to fit the Brazilian context. The analyses performed confirmed the research hypothesis. RESUMEN. Este estudio tiene el objeto de investigar la relación que existe entre el potencial del aprendizaje organizacional, y el nivel de la gestión de calidad entre las organizaciones públicas que participan en el Programa de Calidad del Servicio Público del Gobierno Federal. El estudio defiende la hipótesis de que, cuanto mayor es el nivel de gestión de la calidad, mayor será el potencial para el aprendizaje organizacional. Para medir el potencial del aprendizaje organizacional, utilizamos una herramienta denominada La Escala del Aprendizaje Organizacional, desarrollada por Goh and Richards (1997), debidamente modificada y adaptada al contexto brasileño. Los análisis realizados confirman la hipótesis de la investigación. RESUMO. O presente estudo teve como objetivo principal a investigação da relação entre potencial de aprendizagem organizacional e nível de qualidade de gestão entre organizações públicas participantes do Programa de Qualidade do Serviço Público do Governo Federal organizacional foi utilizado o questionário denominado Organizational Learning Scale, desenvolvido por Goh e Richards (1997), o qual passou por um processo validação para o contexto brasileiro. As análises realizadas confirmaram a hipótese de pesquisa.

This article examines the relationships between resources, innovation, and performance in courts. Data from 24 Brazilian labor courts covering the period between 2003 and 2013 were used to develop theoretical/empirical models using Data Envelopment Analysis and stochastic frontier analysis. The results indicate that there was improvement in the performance of the courts during the period examined. This improvement owed more to the adoption of innovations than to variation in technical efficiency. Critical periods for the adoption of the electronic judicial process (in 2006 and 2012) had a negative impact on the index related to innovation adoption. The stochastic model shows that court size and investment in the training of personnel are key factors for explaining the variation in the efficiency of the courts.
