Controversies about the Process of Technology Transfer from Public Research Institutions in Brazil: The Case of the Brazilian Agricultural Research Corporation - Embrapa

This article investigates the process of technology transfer in the Embrapa - Brazilian Agricultural Research Corporation, one of the most important center for tropical agricultural technology in the world. Our research is survey-based, and a questionnaire was applied to the employees working at strategic and operational level of a research unit of Embrapa. The results demonstrate that the technology transfer from Embrapa needs instruments, standards and standardized strategies. The lack of standardization of the can lead to disjointed actions among professionals and researchers, and may to make the Embrapa is seen in a fragmented form. Is important to explore new alternatives to treat simultaneously the issues of planning, research and development, transfer and communication in order to reset the current model, such as the use of Dual - use of technology transfer, characterized by a strong interaction between the chain production and potential users of the technology.

The Klabin Company has been installed in Parana State for nearly 70 years, providing the emergence of Telemaco Borbas City. The aim of this study is to notice, from historical facts, the relations between Klabin and Telemaco Borba. The Klabin Company promotes, indirectly, the development of the City when it encourages other activities, but Telemaco Borba City dependents, culturally, of the comp, of the company to influence the development of the City.

CORRUPCIÓN, GOBERNANZA Y DESARROLLO: UN ANÁLISIS SECCIONAL DE DATOS PARA BRASIL

Corruption is a problem in many countries and leads to questions about its impacts on the regional development. This way, the paper examines the possible relation among Corruption, Governance and HDI, as well as some other Brazilian social indexes. After identifying the variables to be used, a quantitative study was carried out through linear regression and discriminant analysis, using secondary data from all Brazilian states indexes. From the results, it was possible to identify the existence of a relation among the chosen variables and also a significant difference among Brazilian regions on corruption, governance and human development indexes.

ANÁLISIS DE LA EFICIENCIA DE LO SERVICIO DEL SISTEMA ÚNICO DE SALUD EN LOS MUNICIPIOS PARANAENSES

According to the facts, the Brazilian public health has intriguing challenges to the management of resources destined to Brazilian public health, it´s one of the most crisis of history, which comes from main factors: increased demand and lack of effectiveness and management. In this scenario, this research aims analyze the level of effectiveness of the Brazilian Unified Health System Service (SUS) in the Parana municipalities (Brazil) in 2015. The study comprises 244 Parana municipalities. The techniques used to measure efficiency were Data Envelopment Analysis (DEA) and Free Disposal Hull (FDH). The use of two techniques of analysis can be better assist in the planning and in the management decisions for the allocation of resources. The results indicate that there are significant differences in the level of efficiency of Parana municipalities, by both techniques

The functions of Controlling and their applicability to public administration: An analysis of the management of control agencies

Controlling has played an outstanding role in the strategic management of organizations. In this context, the Controlling agencies, which are the agents responsible for guiding public institutions, must also endeavor to search for the improvement of their practices. This article aims at analyzing whether the functions of Controlling are applicable to Federal and State Public Administration control agencies. In order to achieve the aforementioned, this study, which makes use of an exploratory aim and a qualitative approach, has used bibliographic review and document research as procedures for gathering data from the Internet pages of each of the agencies. This data has been compared with the concept of functions of Controlling as well as with previous studies. One has to conclude that there is partial applicability of the functions of Controlling. As a result, it has been shown that eleven out of the fourteen institutions surveyed created their mission and eight their vision, making up for, respectively, a percentage of 78,5% and 57% of the total sampling. Five Controlling institutions carry out all of the activities included in a given function and one Controlling institution has achieved full execution of the activities related to Controlling. Five institutions outstand in the execution of the activities related to Controlling, reaching percentages of 83,33%, while one institution reached 77,78% and three others 72,22%. This study contributes to the discussion and the definition of the concept about the functions of controlling and for the understanding of the way these are carried out in public agencies.

Gestão de custos como instrumento de governança pública

The cost management in any organization provides a number of benefits, such as Security in the good management of resources, but it hasn′t been usually applied to public sector in Brazil. This fact is more evident in the public hospital for many problems: complexity hospital organization, health underfunding and efficiency problem in the Brazilian public health system from universal rights guaranteed by the Constitution. This study aims to propose a costing model for public hospitals as Public Governance instrument applied to Brazilian public hospitals. The methodology used is action research, based on survey results of similar research and application in two public hospitals. This study shows how is possible to applied the model proposal and how its results could help to develop new instruments for management, financing and operation of public hospitals.

Technology Transfer Model Proposal in Public Research Institutions: The Search for a more Effective Process in the Broiler Chain in Brazil

Brazilian agricultural and livestock represent 22.54% of the Brazilian Gross Domestic Product. The Brazilian Agricultural and Livestock Research Company aims to develop technologic solutions for this sector. It has an approximate annual budget of 2.5 million dollars and 2,440 researchers. The researches target audience diversity makes more challenging the Technology Transfer process for the institution. The objective of this article was the proposal and validation, under the perception of the broiler productive chain agents, of a Technology Transfer model to optimize the public-private interaction for the institution. Were interviewed 142 agents, with a statistically significant sample, higher than 95%. The results demonstrated the contribution of Embrapa for the technological development of the chain is perceived as low, but the Technology Transfer model presented was considered essential by 96.77% of the respondents to optimize the Technology Transfer of Embrapa Pigs and Poultry to the chain.

As Interfaces da Política de Ciência, Tecnologia e Inovação com a Política Industrial: Dilemas na Trajetória Recente do Brasil

O Objetivo deste artigo e discutir as interfaces entre a Politica de Ciencia, Tecnologia e Inovacao e a Politica Industrial, tratando dos seus dilemas a partir da sua trajetoria historica no Brasil. O metodo dessa pesquisa e caracterizado por ser predominantemente bibliografico e qualitativo. Tem carater bibliografico, pois se propoe investigar a trajetoria e a dinâmica da Politica de CT&I e da Politica Industrial no Brasil utilizando-se de procedimentos tecnicos como pesquisa bibliografica, analise de conteudo e documental para compreensao dos temas relacionados. A originalidade do trabalho esta centrada no desenvolvimento de uma linha argumentativa sobre o papel da articulacao destas duas politicas a partir da raiz de suas funcoes: o papel para a construcao de uma politica para a sustentacao de um processo de desenvolvimento nacional. Desta forma, permite-se questionar que modelo de sistema de tecnologia e inovacao se pretende e estrutura-se uma base critica para avaliar os planos nacionais de ciencia, tecnologia e inovacao (CT&I), bem como de politica industrial. As politicas de CT&I e industriais de 2000 em diante se pautaram em privilegiar setores existentes, mas nao necessariamente fundamentais para a construcao de um novo padrao tecnologico e de inovacao. Este proprio padrao demanda a discussao articulada entre diferentes agentes, diferente as mudancas nas politicas em periodos tao curtos (3 politicas em menos de 10 anos). Isso resulta em um sistema sustentado em inovacao incremental e em politicas desarticuladas, revisitadas a cada interesse governamental e nao de Estado, na concepcao do termo.

Social Technology and Development in Telemaco Borba/BRAZIL from the Social Network Analysis (SNA)

This article observes the relationship among economic activity and local agents, by means of Social Networks Analysis (SNA) and showing the historical aspects on local development of the town of Telemaco Borba, in the State of Parana, Brazil. The social network can be understood as a Social Technology shaped by relationships among local agents and mapped by SNA. The relevance is given by the enrichment of knowledge by SNA, focusing on understanding the social technology as the basis of strategic formulation for actions to local development. The method used exploratory research and data from primary sources of a structured questionnaire for interviews. The study reveals that the interaction network among agents is elemental to creating capacities to its own identity and innovative solutions for local development. Pulp and paper activity is a cultural landmark and establishes a reference hard link and dependence for local actors.
