A Rede Brasileira de Produção Pública de Medicamentos na perspectiva da gestão de cadeias de suprimentos: o papel das TIC

The pharmaceutical industry is characterized as an oligopoly with differentiated products in segments of specific therapeutic classes. The global pharmaceutical companies focus their research and marketing efforts on degenerative diseases, as they bring bigger income as result. In Brazil, a distinctive feature is the presence of a set of public laboratories, which comprise the Brazilian Network of Public Production of Medicines (RBPPM), targeting the needs of the Unified Health System (SUS), in great part ignored by the Big Pharmas. The aim of this study is to investigate the use by Brazilian Official Pharmaceutical Laboratories of contributions derived from the Information and Communication Technologies (ICT), towards the integration of RBPPM´s supply chain. In its first phase, the field research was carried out through a quantitative approach in all affiliated Alfob official laboratories. This analysis allowed to raise issues that have been deepened by qualitative approach in three laboratories selected from the previous phase. Collected evidences allowed to conclude that the objectives defined by the Health Department at the creation of RBPPM, that could be facilitated by the adoption of the attributes of the SCM network headed, are still incomplete and erratic. The study demonstrated that despite the theoretical and empirical evidences about the capacity of ICT to integrate processes, the Brazilian government labs still make little use of ICT supply chain management (SCM) technologies, and the performance the few tools found proved unsatisfactory and incipient. It is likely that this evidence is a natural consequence of the fact that RBPPM did not use an approach of SCM at the time this research was conducted.

THE CASE OF INCA´S NATIONAL TUMOR BANK MANAGEMENT SYSTEM IN BRAZIL

Information Technologies can provide the basis for new directions in cancer research, supplying tools that identify subtle but important signs from the analysis of clinical, behavioral, environmental and genetic data. The purpose of this paper is to describe and analyze the system developed for managing Banco Nacional de Tumores (SISBNT) - National Tumor Bank System - highlighting its role in the technological innovation of Instituto Nacional do Câncer (INCA) - Brazilian National Cancer Institute. It is a qualitative empirical theoretical paper, descriptive and exploratory in nature, based on the single case study method and on participant observation. The results show the importance of good practices in information management for the full operation of a biobank in a research-oriented pharmaceutical company. There is also evidence that the implementation of SISBNT has contributed to the improvement of cancer treatment quality and to the support of efforts towards the organization of the integration of clinical, translational and basic research. The non-use of data mining techniques for the identification of molecular patterns and structures associated with the different types of cancer undergoing study at INCA seems to occur due to the early stage of Bioinformatics and translational research, as well as the National Tumor Bank, in the institution.

Technological capability of doping control laboratories: a metric proposal

ABSTRACT The use of increasingly advanced doping techniques in sports requires constant investments in new detection processes and technologies, forcing doping control laboratories to develop their innovative capability. Although WADA considers that all accredited labs should have equal quality, sports scientists point to the huge economic and cultural differences between emerging and developed countries. This article is in line with other studies that: (1) consider doping to be a biomedical technology that needs to be analysed under the lens of innovation theory; and (2) advocate the need to redesign antidrug policies to overcome the present limitations. This paper’s main objective is to present a technological capability (TC) metric for anti-doping labs that can guide their technological strategy, helping them perform a more significant role in redesigning antidrug policy. The secondary objective is to report the testing of the metric at the Brazilian Doping Control Laboratory (LBCD). The construction of the analytical framework followed the recommendations for qualitative metrics. The main result was the TC metric, formulated with input from experts on doping control. Interviews revealed that the proposed metric could help laboratories better manage their R&D processes, including drug testing. The collected evidence suggests that a global network approach, including WADA requirements that consider countries’ economic realities, are crucial to guide investments and prevent drug control labs from prioritising short-term profits over steady investments in R&D.

O impacto dos dispositivos móveis com acesso à internet na consolidação de modelos de negócios digitais na educação superior brasileira

Com os avancos das TIC`s e a evolucao de aplicacoes atraves de dispositivos moveis com acesso a internet, bem como a democratizacao do acesso ao ensino superior, notam-se algumas possibilidades de mudancas decorrentes destes fatores no ambiente educacional. Neste ambiente observam-se novos contornos ao processo educativo especialmente no contexto do ensino superior, cujo pleito pela utilizacao das TIC´s deve ser entendido como uma forma de avanco por meio da utilizacao de ferramentas tecnologicas que contribuam para a abordagem de novos modelos de negocios. Nesse contexto, ressalta-se a importância de estudos que contribuam para possiveis mudancas nas IES no desenvolvimento de novos modelos de negocios digitais em educacao e o estabelecimento de novas formas de ensinar e de aprender, sobretudo atraves dos dispositivos moveis. Por meio de uma pesquisa qualitativa e estudo de campo em duas IES privadas de âmbito nacional, buscou-se nesta pesquisa, averiguar o impacto dos dispositivos moveis com acesso a internet na consolidacao de modelos de negocios digitais na educacao superior privada brasileira, adaptando-se um modelo de negocio digital a partir do modelo proposto por Weill et al (2011). Verificou-se que o uso de dispositivos moveis com acesso a internet pode representar uma importante ferramenta na consolidacao de novos modelos de negocios digitais da educacao superior brasileira. A analise dos resultados permitiu evidenciar que as IES estudadas se encontram no inicio da digitalizacao de seus modelos de negocios, antevendo ao longo da proxima decada profundas mudancas na forma tradicional de se conduzir a educacao superior privada. Ainda que os relatos obtidos indiquem que, na opiniao dos executivos entrevistados, as IES estudadas ja apresentem mecanismos e processos que indiquem a digitalizacao em alguma escala dos seus modelos de negocio, e necessario reconhecer a grande distância do que foi observado no campo e o conceito e o papel de modelos de negocios digitais discutidos na literatura de TI com abordagem estrategica. Cita-se como limitacao do trabalho a existencia de outros impactos que influenciam a utilizacao de dispositivos moveis com acesso a internet em um novo modelo de negocio digital na IES, ainda que o mesmo se limitou ao modelo adaptado.

FACTORS THAT INFLUENCE THE ADOPTION AND IMPLEMENTATION OF PUBLIC DIGITAL ACCOUNTING ACCORDING TO THE EVALUATION BY MANAGERS OF BRAZILIAN COMPANIES

Esta pesquisa procurou identificar os fatores que impactam a adocao e implementacao do SPED segundo avaliacao de gestores de empresas brasileiras, contemplando fatores estabelecidos pelo Modelo TOE, passando pelas dimensoes tecnologica, organizacional e ambiental do referido modelo. Atraves do tratamento estatistico dos dados oriundos da aplicacao de uma survey, buscou-se resposta aos objetivos de pesquisa. Detectou-se que, embora existam outros fatores influenciando decisoes sobre adocao e implementacao do SPED, a obrigatoriedade governamental, enquanto componente do contexto ambiental, demonstrou ser o principal vetor de impacto, isto e, de influencia, sobre tais decisoes. Factors affecting the adoption of ICT tools in experiments with bioinformatics in biopharmaceutical organizations

The scope of this article is to identify and analyze the factors that influence the adoption of ICT tools in experiments with bioinformatics at the Brazilian Cancer Institute (INCA). It involves a descriptive and exploratory qualitative field study. Evidence was collected mainly based on in-depth interviews with the management team at the Research Center and the IT Division. The answers were analyzed using the categorical content method. The categories were selected from the scientific literature and consolidated in the Technology-Organization-Environment (TOE) framework created for this study.
