Innovation Process in Cancer Treatment: The Implementation of Picture Archiving and Communication System (PACS) at Brazilian National Cancer Institute

Antônio Augusto Gonçalves; Carlos Henrique Fernandes Martins; José Geraldo Pereira Barbosa; Sandro Luís Freire de Castro Silva

Picture Archiving and Communication System (PACS) presents an innovation process which radically changes radiology services both inside and outside the hospital setting. Earlier, the usual method for capturing, storing, retrieving, and viewing radiology images was hard copy film. The adoption of a new system frequently comes with challenges. In this article, the employment of PACS by the Brazilian National Cancer Institute was analyzed. Medical images were collected from several imaging equipment, stored and distributed to the physicians. Distinct of the implementation of other clinical information systems, PACS implementation was considered a success; its benefits were significant. The results of this research indicate that process innovation involves governance and group work. Collaboration is one of the major drivers of process innovation in healthcare. Open communication, social relations and networks, and close contacts between innovators are frequently mentioned as indispensable principles for an innovative organization. These practices should prevail across functional and organizational frontiers.

This paper presents the development of an ICT framework for the management, processing and analysis of large-scale Brazilian cancer data. This was a qualitative and descriptive study conducted at Brazilian National Cancer Institute (INCA). The benefits derived from the framework implementation, so far, are: real-time knowledge access; patient’s focus and satisfaction; enhanced knowledge transfer and diffusion of best health care practices; reduction in treatment costs; relief of the INCA’s labor shortage; and finally speediness of cancer diagnosis and enhanced quality of both diagnosis and data used in epidemiological studies. The study also identifies the critical aspects that must be observed by the Brazilian health organizations in early stages of development of BI systems and thus contributes to the faster adoption of such systems.

Júlio Cesar Castanheira de Souza; José Geraldo Pereira Barbosa; Marco Aurélio Carino Bouzada; Antônio Augusto Gonçalves; Elaine Tavares

This research aimed to assess the extend to which the adoption, to a greater or lesser degree, of management practices recommended by the innovation management model suggested by Tidd and Hull (2003) explain, together with the context, the seventh model component, the performance of both service innovation and in service delivery process, of 36 information technology companies established in the Rio de Janeiro state. The research identified that the component of the model that discriminated the highest number of performance indicators of service innovation was the context (environment) in which the companies operate. The result of logistic regression performed indicated that the reciprocal integration ability and the existence of a product development sector in the company organizational structure, the internal dimension of context, were the two elements determinant to a company be above or below average in terms of performance in developing service innovations. Finally, the results indicated, with a moderate correlation with a significance level of 0.01, a good performance in service innovation implies in a good performance in delivering the new or improved services.
