Die Bundeswehr auf dem Weg zur Gleichstellung der Geschlechter

Militarische Organisationen haben historisch ein besonderes Verhaltnis zur Kategorie Geschlecht. Zwar waren die Armeen nie reine Mannerbastionen, spatestens seit Einfuhrung der Wehrpflicht galten sie jedoch als Schule der Mannlichkeit. Zudem wurden vor rund 200 Jahren in einigen Nationalstaaten die Wehrpflicht fur Manner und staatsburgerliche Rechte aneinander gekoppelt, so dass das Militar auch zur Schule der Nation wurde. Zum Dritten wurden die Stereotypen vom „kampferischen Mann“ und „friedfertiger zu schutzender Frau„ uber die Wehrpflicht fur Manner strukturell verfestigt. Bei der Legitimierung von militarischen Einsatzen wird auch heute noch auf diese symbolische Konstruktion zuruckgegriffen, wie bspw. im Krieg in Afghanistan, wo nicht nur die Taliban bekampft, sondern auch die Frauen von der Unterdruckung befreit werden sollten.

About Intervening in Vulnerable Societies: Gender in Military Peacekeeping of the Bundeswehr

After seven years of opening up the German Armed Forces for women, it is time to summarize the current situation, equality measures and the situation of female soldiers. This is particularly interesting because of the increasing number of deployments which the Bundeswehr faces and will face in the future. The character of the German Armed Forces has changed from defense forces to intervention forces in the last ten years: National defense no longer means defending national territories, but defending the Western liberal democratic lifestyle which is perceived to be threatened by international terrorism and civil wars all over the world. The soldiers of today fulfill multidimensional tasks such as building schools, the coordination of civil and military relief efforts, the protection of threatened minorities and so on, as well as traditional combat missions in multinational NATO, UN and EU contexts (Geser 1996; UN General Assembly 2004).

Resilience in Catastrophes, Disasters and Emergencies

Resilience is a widely discussed topic in various fields of application. Within the context of socio-scientific disaster research and psychological research on traumatic events, the concept has been used since the late 1970s. Since then, some important and quite remarkable transformations have occurred which have changed the concept, its application, and its scope.

Resilienz aus katastrophensoziologischer Perspektive

Der Artikel nahert sich dem Konzept der Resilienz aus einer gesellschaftstheoretisch informierten Perspektive. Die Diskurse um Resilienz werden in einerseits einen mechanischen und andererseits einen systemischen Resilienzansatz aufgeteilt. Wahrend mechanische Zugange zu Resilienz eher funktionale, rational definierte, eindimensionale, berechenbare kausalistische Zusammenhange beschreiben, bedeutet ein systemischer Zugang die Anerkennung der Relationalitat, Zeitlichkeit und Raumlichkeit sowie kulturspezifischen Auspragung von Bezugseinheiten. Erst die Integration beider Verstandnisse von Resilienz, so das Argument, ermoglicht eine angemessene Analyse und Bewertung der Katastrophenanfalligkeit von Gesellschaften.

The 2013 Flood in the community of Elbe-Havel-Land in the eyes of the population

During the 2013 European floods, the municipalities of the Elbe-Havel-Land in Saxony-Anhalt, Germany, were flooded after the water masses of the Elbe River caused a dike to break; houses, streets and plots of land were destroyed. This report, based on the results of a quantitative survey carried out three years after the event, shines light on the effects of the 2013 Flood, and how well, according to the perception of residents, the disaster has been dealt with. Based on personally experienced material and immaterial impacts and on the state of psychological recuperation, we highlight the need for further support needed, identify what kinds of aid have been missing, and illustrate the relative importance of different actors throughout the disaster. The results indicate that the need for assistance varies especially with regard to time, that after-effects continued to linger at the time of questioning, and that accordingly there is a continued need for support.

Am 25. Oktober 2006 titelt die Bild-Zeitung mit der Schlagzeile „Schockfotos von deutschen Soldaten“ (Bild 2006a: 1). Auf den Bildern sind Soldaten zu sehen, vermutlich Gebirgsjager, wie sie mit einem Totenschadel hantieren, ihn auf die Spitze ihres Wagens legen, ihm ihren Penis zeigen und Oralsex andeuten.
