Welfare comparisons with bounded equivalence scales

The paper considers the problem of comparing income distributions for heterogeneous populations. Following Atkinson and Bourguignon (1987), we divide the population in different groups of needs and evaluate the social welfare with a utilitarian function. By considering the Generalized Pigou-Dalton principle introduced by Ebert (1995a), we find an implementable condition of dominance which allows to rank more distributions than the Bourguignon criteria (1989).

Mesure des effets redistributifs d'une réforme des minima sociaux à l'aide d'un nouveau critère de dominance

Nous etudions une reforme des minima sociaux generalisant les conditions du cumul avec une activite remuneree. Plus precisement, il s’agit d’octroyer une allocation degressive a taux constant en fonction des revenus d’activite du type de l’allocation compensatrice de revenu. La modulation de cette aide en fonction de la taille du menage et du loyer est explicitee en detail. Plusieurs variantes de la reforme sont analysees et chiffrees par le biais de microsimulations sur l’echantillon francais du panel europeen. L’impact redistributif de la reforme incluant un volet financement est ensuite etudie a l’aide d’un nouveau critere de dominance bi-dimensionnel (dimensions revenu et taille familiale) introduisant un intervalle d’echelles d’equivalence admissibles. Ce critere se revele beaucoup plus discriminant que les autres criteres mis au point precedemment, ou il n’existe implicitement aucune borne aux echelles d’equivalence, et permet de conclure a la superiorite distributive de la reforme, contrairement aux criteres existants.

Le contrat d'insertion Revenu minimum d'activité. Contexte et perspectives

Since the 1st January 2004, the recipients of the French guaranteed income (RMI) can benefit by a new employment program, named ?Contrat d?insertion ? Revenu minimum d?activite? (CIRMA). This article proposes to study the prospects for this new measure. With this intention, we use the results of different studies allowing on the one hand, to characterize the situation of the RMI beneficiaries on the labour market, and on the other hand, to evaluate the efficiency of the employment policy. The characteristics of the CIRMA are also analysed in order to approach the incentive aspects.
