The aim of this study was to describe the primary norms and instructions for the first civil service exam for nurses administered by the Administrative Department of Public Service. This is a descriptive and historical-documentary study. Sources included publications about the event in the Diario Oficial da Uniao, Brazils Federal Official Gazette. Analysis and construction of results adhered to the sequence of presentation of norms and instructions of the process. Three were decrees that regulated the first civil service exam: two were generalized (n. 661 and n. 1411) and one was specialized (n. 1360). The specific instructions contained in the specialized decree were highlighted, and distributed in three chapters: I-Conditions; II-Exams; and III-Evaluations. In the Vargas Era, a substantial number of public servant positions for nurses were filled by way of public civil service exams administrated by the Administrative Department of Public Service, underpinned by rigorous normative structure, and translated into detailed selection criteria. METHOD historical-documentary research with a quantitative approach. RESULTS 155 candidates registered, aged between 21 and 35 years old, 141 (91%) of whom were female. A total of 120 candidates passed the practical exam. Of these, 116 took the written qualification exam. In the end, 107 were approved, 74 (69.1%) of whom were temporary public nurses, 59 (55.1%) Anna Nery Nursing School alumni, and 10 among the first 20 twenty became involved with the Brazilian Association of Nursing later. CONCLUSION although the exam legitimized the meritbased culture in the staff selection in the area of Brazilian nursing, egalitarian criteria were mitigated, especially regarding the grades applied to different kinds of exams. This resulted in a significant number of temporary nurses approved.

Resumo: Estudo descritivo, historico documental, cujo objetivo foi identificar as transformacoes que ocorreram nos criterios de avaliacao de cursos de enfermagem, por comissoes de especialistas, entre 1946 e 1999. Analisaram-se tres instrumentos datados de 1946, 1966 e 1999. O instrumento de 1946, uma publicacao teorica e pioneira, tinha 13 criterios; o instrumento de 1966 era um inquerito diagnostico sobre as escolas de enfermagem do pais e tinha 11 criterios; e o de 1999, com inovadores metodos de avaliacao, tinha 11 criterios, divididas entre roteiro de autorizacao e de reconhecimento. As transformacoes ocorridas se orientaram para a remodelacao, estruturacao e aperfeicoamento dos criterios, metodos e tecnicas de avaliacao de cursos. Transformations in Evaluation Criteria for Courses in Nursing by the Commission of Experts between 1946 - 1999 Abstract: A descriptive, historical documents, aimed at identifying the changes that occurred in the evaluation criteria of nursing courses by committees of specialists, between 1946 and 1999. We analyzed three instruments dating from 1946, 1966 and 1999. The instrument of 1946, a theoretical journal and pioneer, had 13 criteria, the instrument was a 1966 survey on the diagnosis nursing schools in the country and had 11 criteria, and 1999, with innovative methods of evaluation criteria was 11, divided from script approval and recognition. The changes occurring have opted for remodeling, structuring and refinement of criteria, methods and techniques of evaluation of courses. Keywords: Evaluation, Nursing Education, Law. Las transformaciones en los criterios de evaluacion para los Cursos de Enfermeria de la Comision de Expertos entre los anos 1946 - 1999 Resumen: A los documentos descriptivos, historicos, encaminados a identificar los cambios que se produjeron en los criterios de evaluacion de los cursos de enfermeria por comisiones de especialistas, entre los anos 1946 y 1999. Se analizaron los tres instrumentos que datan de 1946, 1966 y 1999. El instrumento de 1946, una revista teorica y pionero, con 13 criterios, el instrumento fue una encuesta de 1966, por las escuelas de diagnosticos de enfermeria en el pais y contaba con 11 criterios y 1999, con metodos innovadores de los criterios de evaluacion fue de 11, dividido a partir de la aprobacion del guion y el reconocimiento. Los cambios que se producen han optado por la remodelacion, la estructuracion y perfeccionamiento de los criterios, metodos y tecnicas de evaluacion de los cursos.
