This paper aims to describe the application of Soft Systems Methodology (SSM) to the reality of a Brazilian enterprise. Systemic practices are ways of putting to use systemic thought in the real world, using the precepts of the systemic approach, which is very important for knowledge management and globalization. The systemic practice SSM is used in the resolution of ill-defined problems, which often involve behavioral variables and, thus, cannot be addressed by the so-called “hard methodologies.” In this paper, SSM is applied to the problematic of a middle-market business, an auto supply distributor, whose managers consulted the authors of this paper as regards proposing improvements of its performance. As a result of this work, the authors were able to propose core changes in attitudes, leading to changes in structure and process.

This text deals with the necessity of a strategic treatment in Administration of Human Resources, as it normally occurs in other areas of Administration, so that the Organizations could establish a positive and long lasting relationship with their environment. The text suggests, in a practical way, some activities of Human Resources that should take part in several stages of a strategic plan.

Innovation, knowledge exchange and entrepreneurship are interdependent elements of the Regional Innovation Systems. This paper relates the established connections for the tacit and explicit knowledge transfer between Regional Innovation Systems, through the model of the Silicon Valley case. The internal and external connections of the Regional Innovation Systems are fundamental for the maintenance of the competitiveness of a cluster.

The mutual apartness of negotiation, management, and systems thinking and practice is highlighted, and a reflection on a systemic view of negotiation is presented. An overview of negotiation studies is given, as well as practical comments on the pursuit of “win-win” to achieve the general satisfaction of the parties and lasting relationships; the importance of everybodys participation; different views and facets of negotiation and of conflict; the basic variables of power, time, and information; and the basic points for a methodic negotiation process. Some aspects of negotiation have been selected from the management literature. Systems approaches that could contribute to negotiation and benefit from its findings are recalled, integrated into TSI/ LSI, which seems to offer a conceptual and procedural guide to a systemic view of negotiation as a wheel for management, as suggested in the final section.

This article aims to evaluate, through a systematic review, the bibliographic production regarding local development in clusters. From the twenty four articles selected the results show that it is possible to group them in the following themes, related to the local development: A) Use of indicators, methods and techniques for evaluation of clusters; B) Impact of clusters of specifi c sectors; C) Development and promotion of clusters.Abstract : This article aims to evaluate, through a systematic review, the bibliographic production regarding local development in clusters. Organizational intelligence can be seen as a function of the viable structure of an organization. With the integration of the Viable System Model and Soft Systems Methodology (systemic approaches of organizational management) focused on the role of the intelligence function, it is possible to elaborate a model of action with a structured methodology to prospect, select, treat and distribute information to the entire organization that improves the efficacy and efficiency of all processes. This combination of methodologies is called Intelligence Systems Methodology (ISM) whose assumptions and dynamics are delimited in this paper. The ISM is composed of two simultaneous activities: the Active Environmental Mapping and the Stimulated Action Cycle. The elaboration of the formal ISM description opens opportunities for applications of the methodology on real situations, offering a new path for this specific issue of systems thinking: the intelligence systems.

O principal objetivo neste trabalho e ligar Negociacao, Administracao e Sistemas. Embora Negociacao seja um campo do conhecimento em que muitas novas publicacoes tem surgido, ela apresenta a maior parte das suas abordagens com preocupacao ainda pequena referente a visao sistemica. Apesar da estreita ligacao entre Administracao e Negociacao, poucas tem sido as contribuicoes da literatura de Administracao para a teoria e a pratica da Negociacao. As correntes do pensamento sistemico constituem uma componente indispensavel para uma visao mais abrangente e global do processo de Negociacao, buscando torna-la mais sistemica. Assim, e apresentado um panorama geral de diversas metodologias com enfoque sistemico. A partir das contribuicoes dos principais sistemistas, foi possivel fazer diversas avaliacoes do nivel de sistemicidade das diversas abordagens da Negociacao, confirmando-se que a maior parte delas apresenta nivel de sistemicidade bastante baixo. Apresenta-se proposta de abordagem sistemica da Negociacao, baseada nos pontos considerados fundamentais para torna-la mais abrangente e leva-la a relacoes mais duradouras.

This research analyses three case studies of transactions between horticultural producers and retailers in their supply management process of horticultural products. The first transaction studied is what can be called an strategic alliance where both retailers and producers depend highly on each other, with several advantages for both, mainly related to transaction cost reducing and chain coordination. The second is a case where the retailer is the coordinator of the transaction, using mostly the price mechanism to buy horticultural products, and the third is a case where a company of producers coordinate the transaction. These three cases are discussed under the model of GATTORNA & WALTERS (1996) for strategic alliances.
