Radical Maoist Insurgents and Terrorist Tactics: Comparing Peru and Nepal1

Terrorism is not insurgency, though the latter invariably incorporates the former in its campaign to form a counter-state. Maoist ‘peoples war’ has proved such a challenge to state response precisely because it incorporates terror as a tactic within the larger voluntarist effort ‘to make a revolution’. Examining this dynamic in two cases of Maoist insurgency, Peru and Nepal, produces two conclusions of particular relevance for states and policymakers: in anticipating internal violence, voluntarism is as critical a component as objective circumstances, with deliberate action actually able to shape those circumstances in a weak state setting. Further, inappropriate state response is itself a key factor in contributing to this dynamic. The implications are sobering in an era when states worldwide are attempting the difficult transition to democracy even as they are challenged by development demands exacerbated by heightened popular expectations. In such settings, terror is able to tip the scales in situations which otherwise would hang in the balance, thus allowing voluntarist actors to engage in activity not unlike that envisaged in foco theory, where Ché Guevara posited that guerrilla action itself could produce the conditions for the revolution.

Overcoming the weight of history: ‘Getting to yes’ in the Peru‐Ecuador border dispute

This article presents and analyzes the elements of the Western Hemispheres longest standing boundary dispute and the crucial role of the regions oldest multilateral conflict resolution mechanism in working out an historic agreement in October 1998. Other factors in combination were also critical for success: an existing international legal framework, multilevel bilateral and multilateral diplomacy, decisive leadership and statecraft, and public diplomacy. The analysis suggests that the final settlement is a significant milestone in international diplomacy, demonstrating that even the most deeply ingrained differences between states can be resolved by the patient and persistent efforts of all parties involved.

Revolutionary leadership as necessary element in people’s war: Shining Path of Peru

Abstract Though it is well understood that all internal upheaval within a polity is a consequence of agency interacting with structure, the importance of the former has perhaps become too pushed to the rear. In reality, as demonstrated by the case of Sendero Luminoso (Shining Path) in Peru, even cases which seem most determined by structural factors, in practice remain problematic, absent necessary revolutionary leadership. This leadership in turn, can make mistakes just as it guides successes.

El articulo analiza el golpe de Estado en Peru y se pregunta acerca de las razones del Presidente Fujimori para tomar esta iniciativa, teniendo en cuenta la reaccion internacional y las consecuencias politicas internas. En este sentido plantea que el pronunciamiento fue cuidadosamente planificado y que se habian evaluado sus costos. Por un lado, Peru habia logrado insertarse economicamente en el sistema internacional, revirtiendo la crisis economica y, por otro, contaba con el apoyo del pueblo. , This is the tenth and final volume on contemporary issues in Latin America from the Western Hemisphere/Latin American Studies Program of The Johns Hopkins University School of Advanced International Studies (SAIS), with the support of the William and Flora Hewlett Foundation. It contains nine chapters that detail post1990 developments in each of the Andean republics (Colombia, Bolivia, Peru, Venezuela, and Ecuador), along with two chapters on U.S. policy toward the region, an Introduction, and a Conclusion. Ten authors, most with ties to SAIS, provide the analyses. Although the quality of individual chapters varies, as is usually the case with edited volumes, together they offer a detailed perspective on the most important issues and developments in each country between 1990 and the early 2000s, and on the concerns and initiatives of the United States in the region. Given the fact that each country analyzed has experienced multiple crises of governance and economic malaise during this period, the interested reader has the opportunity to garner valuable information and insight about a sub-region of Latin America that specialists consider to be the most troubled in the Western Hemisphere.
