1.5 million through development grants to 66 villages in return for their commitment to stop illegally clearing the forest. To investigate whether the ICDP lowered deforestation rates in focal villages, we selected a subset of non-ICDP villages that had similar physical and socioeconomic features and compared their respective deforestation rates. Village participation in the ICDP and its development schemes had no effect on deforestation. Instead, accessible areas where village land-tenure had been undermined by the designation of selective-logging concessions tended to have the highest deforestation rates. Our results indicate that the goal of the ICDP was not met and, furthermore, suggest that both law enforcement inside the park and local property rights outside the park need to be strengthened. Our results also emphasize the importance of quantitative approaches in helping to inform successful and cost-effective strategies for tropical biodiversity conservation.

The Asian Tapir in Kerinci Seblat National Park, Sumatra: evidence collected through photo-trapping

The Sumatran tiger, categorized as Critically Endangered on the 2002 IUCN Red List, is threatened by poaching for domestic and international markets, by prey depletion from human hunting and by habitat loss from illegal and commercial logging, oil palm production, pioneer farming, mining operations and forest fires. Kerinci Seblat National Park (KSNP) in west-central Sumatra still has large blocks of forest that support tiger populations. In this paper we present information on photo-trapping and tiger distribution in KSNP and adjoining forest. Tigers were found to be present in all habitat types across KSNP. The poaching pressures on tigers and their prey species were evaluated from confiscations of snare traps by Tiger Protection and Conservation Units (TPCU). Poaching pressures were found to be highest for muntjac, then sambar, tiger, and serow and mouse deer. We determined the effectiveness of TPCU patrol size from the number of arrests, and chainsaw and snare trap confiscations per patrol. The success of forest patrols increased with the number of TPCU staff per patrol. We looked at general law enforcement for KSNP, which appeared to be inadequate. To reduce the threat posed by poaching and illegal logging extra TPCU staff are required for patrols, and extra patrol units are required for the northern and southern sections of the Park. In KSNP it is necessary to monitor habitat loss, establish an unambiguous scheme to mitigate human-tiger conflict, and develop a photo-trapping programme to monitor the tiger population.

EDITOR'S CHOICE: Safeguarding Sumatran tigers: evaluating effectiveness of law enforcement patrols and local informant networks

Large carnivores living in tropical rainforests are under immense pressure from the rapid conversion of their habitat. In response, millions of dollars are spent on conserving these species. However, the cost-effectiveness of such investments is poorly understood and this is largely because the requisite population estimates are difficult to achieve at appropriate spatial scales for these secretive species. Here, we apply a robust detection/non-detection sampling technique to produce the first reliable population metric (occupancy) for a critically endangered large carnivore; the Sumatran tiger (Panthera tigris sumatrae). From 2007–2009, seven landscapes were surveyed through 13,511 km of transects in 394 grid cells (17×17 km). Tiger sign was detected in 206 cells, producing a naive estimate of 0.52. However, after controlling for an unequal detection probability (where p = 0.13±0.017; ±S.E.), the estimated tiger occupancy was 0.72±0.048. Whilst the Sumatra-wide survey results gives cause for optimism, a significant negative correlation between occupancy and recent deforestation was found. For example, the Northern Riau landscape had an average deforestation rate of 9.8%/yr and by far the lowest occupancy (0.33±0.055). Our results highlight the key tiger areas in need of protection and have led to one area (Leuser-Ulu Masen) being upgraded as a ‘global priority’ for wild tiger conservation. However, Sumatra has one of the highest global deforestation rates and the two largest tiger landscapes identified in this study will become highly fragmented if their respective proposed roads networks are approved. Thus, it is vital that the Indonesian government tackles these threats, e.g. through improved land-use planning, if it is to succeed in meeting its ambitious National Tiger Recovery Plan targets of doubling the number of Sumatran tigers by 2022.

Addressing human-tiger conflict using socio-ecological information on tolerance and risk

Kerinci Seblat National Park (KSNP) is the often photo-trapped in pairs. Repeat ‘recapture’ of the same individuals suggests that these pairings may be of largest protected area in which Asian tapir Tapirus indicus occurs. Assessing the viability of tiger subpopulations in a fragmented landscape

Summary The United Nations recently listed illegal wildlife trade as a serious crime because of the escalating demand for highly prized species, such as tiger and rhinoceros, and the failure to effectively control the trade. In turn, this places greater urgency on reducing supply by securing source populations of these species. Yet, whether law enforcement strategies designed to mitigate poaching are succeeding remains poorly understood, despite the millions of dollars invested annually in this mainstay conservation strategy. Here, we assess the performance of one of Asias longest running law enforcement programmes, from Kerinci Seblat National Park in Sumatra, by investigating whether forest ranger patrols reduced the occurrence of snare traps set for tiger and its ungulate prey base; local informant reports on poaching influenced ranger patrol success; and the resulting population trends of target species changed in response to these conservation actions. A total of 4433 snare traps were removed during 642 foot patrols conducted from 2000 to 2010. Controlling for the influence of varying detection probabilities, as well as accessibility and other possible determinants of illegal hunting, revealed that sites with a greater frequency of patrols, rather than the combined distance walked, had a lower occurrence of snare traps in succeeding years. Patrols conducted on the basis of local informant ‘tip-offs’ were significantly more likely to detect snare traps than routine patrols, with reports increasing detections by over 40%. There were no significant changes in the occupancy status of the tiger prey base from 2004 to 2011, suggesting that it remained stable during this period. The relatively good condition of prey and predator populations in Kerinci Seblat National Park was further supported by the results of an independent survey conducted in 2008–2009 which revealed a widespread tiger occurrence. Synthesis and applications. Our results not only demonstrate the effectiveness of the Kerinci Seblat law enforcement strategy in protecting wildlife, but highlight the benefits from cultivating a network of reliable informants. The study also represents a critical step in helping these urgently needed conservation assessments to become common place in the fight to save flagship species.

Safeguarding Sumatran tigers: evaluating effectiveness of law enforcement patrols and local informant networks

Tigers are critically endangered due to deforestation and persecution. Yet in places, Sumatran tigers (Panthera tigris sumatrae) continue to coexist with people, offering insights for managing wildlife elsewhere. Here, we couple spatial models of encounter risk with information on tolerance from 2386 Sumatrans to reveal drivers of human–tiger conflict. Risk of encountering tigers was greater around populated villages that neighboured forest or rivers connecting tiger habitat; geographic profiles refined these predictions to three core areas. People’s tolerance for tigers was related to underlying attitudes, emotions, norms and spiritual beliefs. Combining this information into socio-ecological models yielded predictions of tolerance that were 32 times better than models based on social predictors alone. Pre-emptive intervention based on these socio-ecological predictions could have averted up to 51% of attacks on livestock and people, saving 15 tigers. Our work provides further evidence of the benefits of interdisciplinary research on conservation conflicts.Human-tiger conflict occurs where there is a higher risk of encountering tigers. Here, Struebig et al. use geographic profiling to predict risk of encounters in Sumatra, and show that combining risk measures with social data on tolerance could help prioritise regions for conflict mitigation efforts.
