A Conceptual Framework for Assessing Digital Cities and the Brazilian Index of Digital Cities: Analysis of Curitiba, the First-Ranked City

Abstract The concept of digital cities has gained prominence as the importance of ICTs is undoubtedly related to economic, social, and civic development. Brazil is following this trend, and the Ministry of Communications and CPqD created the Brazilian Digital Cities Index for evaluating national digital cities. Based on the concepts of connectivity, accessibility, and communicability that originated from the analysis of United Nations documents on the Information Society, we analyze the city of Curitiba, first-ranked in this Index. We provide a historical vision of the process that enabled the city to achieve this position, and scrutinize the questionnaire used by CPqD. We conclude that the Brazilian Index of Digital Cities does not take into account some key aspects for ranking the citys degree of inclusion in the information society, as proposed by the United Nations. Nevertheless, it is also possible to conclude that Curitibas position in the ranking represents a historical construction determined by the influence of various social actors.

Metodologia para projeto de planejamento estratégico de informações alinhado ao planejamento estratégico: a experiência do SENAC-PR

O objetivo desse artigo e descrever uma metodologia para projeto de Planejamento Estrategico de Informacoes (PEI) alinhado ao Planejamento Estrategico Organizacional, a partir de um estudo de caso no Servico Nacional de Aprendizagem Comercial do Parana, e os seus respectivos desafios e dificuldades. Os resultados e as contribuicoes relatam sobre a viabilidade pratica do projeto PEI e os detalhes da execucao de sua metodologia. A conclusao reitera a importância da metodologia do PEI, implementada e aceita como uma ferramenta para contribuir de forma efetiva nas inteligencias interna, competitiva e organizacional do Senac-PR.

Plano diretor e planejamento estratégico municipal: introdução teórico-conceitual

Este artigo discute de forma teorico-conceitual o plano diretor municipal e o planejamento estrategico municipal, instrumentos de planejamento em uso atualmente, que constituem o que se pode chamar de utopias contemporâneas para a questao urbana brasileira. Preliminarmente, contextualizando cada um deles num cenario maior de politicas urbanas. A discussao e fruto de estudos de casos que contaram com a participacao dos autores. O plano diretor, mais comumente entendido pela urbanistica contemporânea e pela politica urbana brasileira, e contextualizado por meio das suas alteracoes conceituais e processuais apos o estabelecimento das diretrizes do Estatuto da Cidade. Ja o planejamento estrategico e abordado numa visao atual da administracao publica, ainda compromissada com os interesses da maioria da populacao, mas igualmente obrigando-se a adotar praticas de efetividade ate entao restritas ao setor privado. Ressalta-se na conclusao que tais instrumentos ora sao valorizados, ora esquecidos na pratica urbana nacional.

Modelo de gestão municipal baseado na utilização estratégica de recursos da tecnologia da informação para a gestão governamental: formatação do modelo e avaliação em um município

There are challenges in the effective management of municipalities, the structuring and provision of reliable, timely and customized information, to support the decisions of the municipal government and to prepare and monitor the municipal strategic planning aligned with the citizens requirements. The adaptation of management models and concepts from the private sector to the public environment is one alternative for facing theses challenges. This article proposes and evaluates a government management model based on the strategic use of information technology, so as to offer to the public administrator monitoring and control of strategic implementation, information for executive decision-making, management of relationships with the public, and command over the municipal management processes. The research methodology emphasizes the case study in the city of Curitiba, using a research protocol prepared from an exploratory literature review. Differences, similarities and results of the application of the model in the city are analyzed. The conclusion shows that the use and adaptation of the proposed model in a municipal public administration can contribute significantly to the development of its management models.

Public Policy and a Strategic Digital City Project: A Case Study of the Brazilian Municipality of Vinhedo

Abstract Municipalities interested in communication, education and social development seek to contribute to citizenship by planning, structuring, storing, and providing access to information. Starting with an overview of the global background to discussions on digital cities and the relation between digital cities and public policies, this article seeks to analyze and describe municipal information planning based on a project carried out, between 2009 and 2014, in the municipality of Vinhedo, São Paulo, Brazil. The study stresses the importance of adopting a project design methodology and implementing projects collectively at a municipal level to increase the efficiency of municipal management and implementing the strategic digital city concept, thereby increasing public space and governability and, consequently, citizens’ quality of life. The results show that municipal information planning projects constitute public policy.

Sistemas de Informação e de Conhecimentos para contribuir na gestão municipal

Os Sistemas de Informacao (SI) e a Tecnologia da Informacao (TI) podem oferecer alternativas para apoiar os gestores municipais, fornecendo informacoes com qualidade e oportunas. Apenas as informacoes nao sao suficientes para resolverem os problemas dos municipios. Os gestores municipais tambem necessitam de conhecimentos personalizados e proficuos para suas atividades. A partir do capital intelectual das pessoas das prefeituras, os sistemas de conhecimentos (SC) podem armazenar, gerar e compartilhar seus conhecimentos peculiares e oportunos. O objetivo deste artigo e apresentar as teorias e as relacoes entre os SI, TI e SC, os preceitos da New Public Management, um modelo proposto de SC e seus respectivos produtos para aplicar em cidades e prefeituras. A metodologia de pesquisa e de natureza aplicada em estudos de casos brasileiros e americanos. Na conclusao sao descritas as contribuicoes academicas e organizacionais. Observa-se que o modelo proposto podera contribuir na gestao municipal com maior qualidade, produtividade e efetividade.

Gestão de estratégias: uma proposta de modelo para os governos locais

Os governos sao pressionados no sentido de adequar suas instituicoes e modos de agir ao contexto de um mundo cada vez mais questionador, globalizado, complexo e interdependente. Esses desafios e transformacoes requerem inovadores modelos publicos de gestao, assim como efetivos instrumentos, procedimentos e formas de acao. O objetivo deste estudo e propor um modelo de gestao de estrategia, tendo por base analitica as gestoes municipais de Curitiba, no periodo de 1993 a 2008. Para a efetivacao da resposta a essa demanda realizou-se um estudo de caso, estruturado por meio de um protocolo de pesquisa, com a definicao de categorias e subcategorias de analise. A analise descritiva foi subsidiada pela base teorica deste estudo, a qual se fundamentou nos temas gestao municipal e administracao estrategica. Os principais resultados auferidos estao relacionados com as etapas do processo de administracao estrategica implementadas nas gestoes e seus respectivos descritores. A conclusao possibilitou a proposicao de um modelo de gestao da estrategia, resultante da combinacao das categorias de analise que compuseram este estudo, e que representa, em sua concepcao, uma alternativa de implementacao do processo de gestao. Perception of Social Responsibility in Municipal Management: An Evaluation Based on the ISO 26000 Standard

In CSR terms, the government has an important role as an agent that produces, monitors and encourages the implementation of socially responsible practices. Once public organisations also play the role of managers, employers and consumers in their daily activities, their practices must meet or exceed the pre-established standards to ensure their reputation to the society. This chapter presents an evaluation of social responsibility practices in municipal management, focused on their internal stakeholders, making a distinction between the perception of their public employees and their direct managers, using the international ISO 26000 guideline as a basis for social responsibility practices. The evaluation was executed in the Brazilian city of Sao Jose dos Pinhais, the third biggest city in the state of Parana concerning tax revenue. The research outcomes reveal a gap of perception of CSR practices between the group of managers and their direct employees. We believe that other municipalities can benefit from this methodology, identifying whether their initiatives are aligned with best practices, and their stakeholders are aware of their implementation.

Twitter information for contributing to the strategic digital city: Towards citizens as co-managers

Abstract Actions towards an effective city management require a focus on citizens, and it is a role of local governments to search for ways to provide their participation in the decision-making process. Among other information technology resources, local governments use social platforms thus facing the challenge of extracting and classifying information for strategic use. The objective of this study is to analyze Twitter information to contribute to the strategic digital city. The research methodology used was a case study of a Brazilian city. Twitter was analyzed, and the information assessed according to its characteristics, source, nature, quality, intelligence and organizational level. Results reveal Twitter allows communication, rudiments of public services and exchange and sharing information on municipal themes inherent to strategic digital cities. Information has quality and intelligence to serve the strategic level of government. The conclusion confirms that Twitter enhances transparency and strengthens bonds between local government and citizens.
