Redes de políticas públicas e de governança e sua análise a partir da websphere analysis

Com o presente artigo propoe-se uma discussao sobre a Policy Websphere Analysis como abordagem metodologica de analise de arranjos organizacionais e suas relacoes expressas no ciberespaco, buscando explicitar logicas de politicas publicas em contexto de redes de politicas. Sob essa abordagem, serao apresentados resultados de uma pesquisa que buscou apreender e interpretar a logica relacional, sustentada em valores e normas subjacentes aos arranjos organizacionais, das praticas sociopoliticas destinadas a viabilizar a difusao social de Tecnologias de Informacao e Comunicacao (TICs) em Porto Alegre e Curitiba. Sera apresentada a morfologia reticular de tais arranjos, por meio de graficos construidos a partir de sitios de Internet e hyperlinks, que, em essencia, constituem-se em meios representativos de potenciais espacos de interacao politica e de valores sociopoliticos comunicados por organizacoes articuladas em arranjos de governanca representados na esfera virtual. Entendemos que a mais importante contribuicao da Policy Websphere Analysis para a compreensao da esfera publica contemporânea, pelo menos ate este momento, consiste na possibilidade de delineamento dos novos espacos de apresentacao e discussao de informacoes, ideias, acoes e projetos, tendo estes espacos crescente importância para a atuacao das redes de politicas em processos de governanca publica.

Public Policy and a Strategic Digital City Project: A Case Study of the Brazilian Municipality of Vinhedo

Abstract Municipalities interested in communication, education and social development seek to contribute to citizenship by planning, structuring, storing, and providing access to information. Starting with an overview of the global background to discussions on digital cities and the relation between digital cities and public policies, this article seeks to analyze and describe municipal information planning based on a project carried out, between 2009 and 2014, in the municipality of Vinhedo, São Paulo, Brazil. The study stresses the importance of adopting a project design methodology and implementing projects collectively at a municipal level to increase the efficiency of municipal management and implementing the strategic digital city concept, thereby increasing public space and governability and, consequently, citizens’ quality of life. The results show that municipal information planning projects constitute public policy.

Policy-Oriented City Networks in Cyberspace: A Methodological Approach to the Understanding of Social and Political Articulations between Cities Based on the Concept of Policy Web Spheres

Whereas the academic debate on global networks was dominated by a focus on economic and financial flows, partially on strategies of technological or infrastructural integration, less attention was dedicated to local and global articulations emerging around sociopolitical issues like the fight against poverty, the strengthening of human rights and protection of the environment. In this paper, the authors examine the limitations of traditional approaches in capturing the complexity and diversity of the emerging city networks and use the methodology of web sphere analysis to map and analyze new articulations of sociopolitical governance between different cities in the context of environmental policy as exemplified in Curitiba, Brazil. The study is based on the mapping of Internet hyperlink connections and shows how a virtual transnational public space with the potential to support environmental governance processes in cities is emerging.

Evaluation of communities’ perception on public policies, urban rivers functions, and qualities: the Belém River case in Curitiba

No significant difference was found between the duration of physical and electronic cases, and physical cases are occasionally swifter than electronic cases; consequently, the solutions to this congestion will depend on actions by the legal system, managers and judges, and litigant strategies.

Articulações organizacionais em redes de políticas públicas no ciberespaço: o caso da política de difusão social de TICS em Porto Alegre e Curitiba

Urban rivers have been considered, for different cities, as sources of problems and solutions. The objective of this article is to evaluate local communities’ perception of sociopolitical actions and the natural attributes of the Belém River, located in the city of Curitiba. This study is justified by the theoretical contributions of evaluating urban rivers based on perceptions of the community. The results indicate that the river has been progressively deteriorating to the point where, paradoxically in relation to the constructed view of the sustainable and ecological city, the community considers it useless for domestic purposes, representing a source of discomfort and health hazards. However, the same community still values the river as a public good and demands solutions with society and government shared efforts. Data collection was conducted in 2012 through a stratified random sampling. The margin of error for 586 respondents was 5% at the 95% confidence level.

REDES VIRTUAIS DE GOVERNANÇA AMBIENTAL: ANÁLISE DE UMA WEBSPHERE AMBIENTAL A PARTIR DA CIDADE DE CURITIBA

No contexto da Sociedade da Informacao, propostas para o desenvolvimento de novas concepcoes de governo e de seus papeis em processos de politicas publicas tem suscitado discussoes entre diferentes correntes de pensamento no sentido de como interpretar as reconfiguracoes das relacoes sociopoliticas em curso. O desenvolvimento de novas formas de governanca em processos de formulacao e implementacao de politicas publicas, envolvendo atores com diferentes interesses em ambientes crescentemente instaveis e complexos, se sobressai como desafio. O trabalho tem por objetivo compreender sistemas de governanca local e de redes sociotecnicas de politicas para difusao social de Tecnologias de Informacao e Comunicacao (TICs) nas cidades de Porto Alegre e Curitiba. Nas abordagens teorico-metodologicas da Social Network Analysis, da Policy Analysis e da Policy Network Analysis, foram buscados os referenciais para apreender e analisar a logica de acao dos atores envolvidos em redes sociotecnicas representadas no ciberespaco. A analise pautada nesses referenciais se justifica e tem sua importância fundada nas potenciais contribuicoes materiais e simbolicas das TICs para captar e entender aspectos sociais, politicos e instrumentais que definem o ambiente de atuacao da gestao publica local.
