Using the wind data collected at a location in Fort Wainwright’s Donnelly Training Area (DTA) near the Cold Regions Test Center (CRTC) test track, Pacific Northwest National Laboratory (PNNL) estimated the gross and net energy productions that proposed turbine models would have produced exposed to the wind resource measured at the meteorological tower (met tower) location during the year of measurement. Calculations are based on the proposed turbine models’ standard atmospheric conditions power curves, the annual average wind speeds, wind shear estimates, and standard industry assumptions.

This report documents an assessment was performed by a team of engineers from Pacific Northwest National Laboratory (PNNL) under contract to the Installation Management Command (IMCOM) Pacific Region Office (PARO). The effort used the Facility Energy Decision System (FEDS) model to determine how energy is consumed at five U.S. Army Garrison-Japan (USAG-J) installations in the Honshu area, identify the most cost-effective energy retrofit measures, and calculate the potential energy and cost savings.

This effort focuses on grid-connected generation of electricity from renewable energy sources and ground source heat pumps (GSHPs). The effort was funded by the U.S. Army Installation Management Command (IMCOM) as follow-on to the 2005 Department of Defense (DoD) Renewables Assessment.
