This article identifies the dimensions in which the Brazilian government and the media have shaped the macroenvironment for liquid biofuels through time, and tests the similarities among these means of expression of the society in the macroenvironmental setting. It conducts a documental research of the news on liquid biofuels published by the press and of official documents of the Brazilian government about the same subject. Electronic written documents covering a 10-year period (1997 to 2006) were collected and the information from them was extracted through text mining applying a specific analytical framework containing the macroenvironmental dimensions and their respective d-words, which were defined from the most frequent words in the knowledge areas related to each dimension. The results show that the configuration of the macroenvironment for liquid biofuels differs in the press and in the government. The setting of the macroenvironment also presented variations throughout the period. Similarity, adherence and homogeneity tests confirmed the existence of differences between the press and the government. The article discusses the implications of the results for the activity of macroenvironmental scanning related to the strategic planning of the organizations in general and of the liquid biofuels specifically.

The main goal of this paper was to diagnoses the perception of employees and employers regarding the organizational climate at a small enterprise of agribusiness sector located in the Regiao da Grande Dourados, MS. The differential proposed in the accomplishment of this research was the application of the Slacks (1993) Importance- Performance Matrix in diagnosing the organizational climate. As theoretical framework were used two main approaches: first, concepts and models for diagnosis the organizational climate; and, second, the concept of Importance-Performance Matrix as proposed by Slack (1993). The case study was the method used in the research. It was taken into account the employees and employers perception about fifteen decisive drivers of the organizational climate. The data were gathered applying a questionnaire which was answered by fourteen employees and two organizations owners. The results suggest that the Importance- Performance Matrix can be a useful tool in analyzing the organizational climate quantitatively, quantifying and contrasting the importance and performance of each decisive driver. The economic interest for renewable fuels production and consumption has increased considerably in the last decade. In the liquid biofuels field, the main interest is being driven to biodiesel and ethanol production and consumption. Therefore liquid biofuels industry has become a new opportunity for investment allocation. Biodiesel and ethanol production has risen worldwide, mainly in United States, Brazil, Germany, France, Italy and Spain (International Energy Agency [IEA], 2006). In Brazil, the ethanol production was strongly supported by public policies from the middle 1970’s to the early 1990’s, when the market for ethanol was liberalized. On the other hand, biodiesel has been strongly supported by public policies since Lula’s administration, remarkably by its inclusion in the National Plan of Agroenergy and National Program of Production and Use of Biodiesel PNPB. Regarding the government incentives for liquid biofuels production, the Brazilian ethanol production has increased significantly since the National Alcohol Program – PROALCOOL was launched to the present days. According to National Petroleum Agency – ANP (2001, 2010), the ethanol production increased from 10,7 billion liters in 2000 to more than 26,1 billion liters in 2009, an increasing rate superior to 140% in ten years. The biodiesel production, on the other side, went up and turned expressive in the last five years. In 2005 the Brazilian biodiesel industry comprised no more than eight biorefineries with a production capacity close to 85,3 million liters per year, but producing less than 0,75 million liters in that year. The scenario changed fast and five years later the biodiesel industry comprised 63 biorefineries online with a production capacity fifty times higher than in 2005 (National Petroleum Agency [ANP], 2006, 2010). The previous results show that the Brazilian liquid biofuels industry is attracting even more investments along the production chain, from farming to processing and distributing stages. As stated by Stiglitz (2001), “the information affects the decision making in every context ... and affects their [market participants] behavior”. So, decision makers may be interested in scan the macro-environment for liquid biofuels properly, supporting their strategic planning and decisions on a structured scanning process which can return not just information, but organized, categorized, and assessed one. Esta pesquisa teve por objetivo analisar as percepcoes dos clientes e de uma empresa do setor alimenticio, mais especificamente uma Pizzaria, com relacao aos Criterios Competitivos proposto por Paiva, Carvalho e Fenstersefeir (2004). Para isto, foram identificadas as variaveis decorrentes dos criterios competitivos, relacionadas ao setor pesquisado. Procedeu-se a analise da importância e desempenho dos criterios (custo, qualidade, flexibilidade, desempenho de entrega e inovatividade). Identificaram-se, ainda, os criterios ganhadores de pedido, qualificadores e menos importantes, e, por fim, posicionou-se os criterios na Matriz Importância-Desempenho proposta por Slack (1993). O referencial teorico da pesquisa abordou alguns aspectos relacionados a competitividade do setor varejista e as expectativas dos clientes, bem como os criterios competitivos e a matriz importânciadesempenho. O metodo de pesquisa utilizado foi o estudo de caso (Yin, 2005), sendo a populacao investigada constituida pelos clientes cadastrados na Pizzaria e mais os representantes desta. Os dados foram coletados por meio de questionarios semi-estruturados, nos quais se buscou identificar a importância e o desempenho da Pizzaria, na percepcao dos clientes e da empresa, nas variaveis que compoem cada criterio competitivo. Assim, de acordo com a pesquisa, verificou-se que a empresa nao atende as expectativas dos clientes e nem as suas proprias, necessitando de melhorias em todos os criterios. Os criterios mais valorizados pelos clientes foram a qualidade e o desempenho de entrega, e os criterios mais importantes considerados pela Pizzaria foram a qualidade e a flexibilidade. Observa-se certa semelhanca nas percepcoes, por ambas considerarem a importância maior que o desempenho, exceto no caso da inovatividade, na percepcao da Pizzaria, a qual teve o desempenho maior que a importância. Nos demais casos verificaram-se apenas variacoes nos indices. Quanto a classificacao e o posicionamento dos criterios na matriz importância-desempenho, na percepcao dos clientes, a qualidade, flexibilidade, desempenho de entrega e a inovatividade sao criterios ganhadores de pedido e apenas o custo e qualificador. Ja na percepcao da Pizzaria, o custo, a qualidade, a flexibilidade e o desempenho de entrega sao ganhadores de pedido e a inovatividade um criterio qualificador.

Esta pesquisa teve como objetivo analisar a expectativa e a percepcao dos integrados de uma Agroindustria com relacao aos requisitos do programa de Qualidade Total Rural (QTR). Nesta perspectiva, o trabalho tem como fundamentacao teorica o constructo da qualidade, englobando: programas de qualidade, qualidade total, qualidade total rural, programa 5S e avicultura no Brasil. Para o alcance do objetivo, foi realizado um estudo de caso em uma agroindustria de grande porte, e os dados foram obtidos por meio de questionarios semi-estruturados, com base nos requisitos do Programa de Qualidade Total Rural, os quais foram aplicados a uma amostra aleatoria probabilistica dos integrados da Agroindustria. A analise dos dados foi realizada de forma comparativa entre a expectativa e a percepcao dos produtores rurais com relacao ao programa de Qualidade Total Rural, utilizando-se de estatisticas descritivas. Os resultados obtidos, de forma geral, indicaram que os cinco sensos que compoem o programa QTR apresentaram, em media, a expectativa superior a percepcao. Ou seja, os integrados reconhecem a importância de cada senso dentro do Programa QTR para um melhor rendimento do trabalho e obtencao de maior qualidade, porem, nao desempenham cada requisito nos niveis necessarios, considerados por eles.
