Core Elements of the European (Higher) Education Policy: Market-Driven Restructuring or Impetus for Intercultural Rapprochement?

AbstractFor many years there has been a debate about the existence or not, of a common European education policy. In this article I argue that there has been a real European education policy since the approval of the Maastricht Treaty, with a proper content and which offers many new possibilities to students. The core of this policy is the setting up of the European Higher Education Area, designed not only for attendance-based universities, but also for distance and virtual universities. However, the policies, expected to be in force by 2010, have not been without problems and a critique of the implications for European higher education institutes is offered following an outline of the development and evolution of the policies.RésuméÉLÉMENTS CENTRAUX DE LA POLITIQUE EUROPÉENNE D’ENSEIGNEMENT (SUPÉRIEUR) : RESTRUCTURATION ORIENTÉE SUR LE MARCHÉ OU IMPULSION POUR UN RAPPROCHEMENT INTERCULTUREL ? – Depuis plusieurs annÉes une discussion a lieu au sujet de l’existence ou non d’une politique europÉenne commune d’Éducation. Dans cet article, je soutiens qu’une vraie politique europÉenne d’Éducation a ÉtÉ appliquÉe depuis l’approbation du TraitÉ de Maastricht, avec un contenu propre et offrant de nombreuses possibilitÉs nouvelles aux Étudiants. Au cœur de cette politique figure l’Établissement de l’Espace europÉen d’enseignement supÉrieur, conçu aussi bien pour les universitÉs reposant sur le principe de prÉsence, que pour les universitÉs virtuelles et à distance. Cependant, les politiques censÉes entrer en vigueur d’ici 2010 n’ont pas ÉtÉ sans problèmes et, après un aperçu du dÉveloppement et de l’Évolution de ces politiques, une critique des implications pour les instituts europÉens d’enseignement supÉrieur est dÉveloppÉe.ZusammenfassungKERNELEMENTE DER EUROPÄISCHEN (HOCHSCHUL)BILDUNGSPOLITIK: NEUSTRUKTURIERUNG UNTER MARKETINGASPEKTEN ODER IMPULS FÜR INTERKULTURELLE ANNÄHERUNG? – Seit vielen Jahren gibt es eine Debatte Über die Existenz oder Nichtexistenz einer gemeinsamen europÄischen Bildungspolitik. In diesem Artikel vertrete ich die Meinung, dass es seit dem Vertrag von Maastricht eine reale europÄische Bildungspolitik gibt, die SchÜlern und Studenten angemessene Inhalte und viele neue Möglichkeiten bietet. Der Kern dieser Politik liegt in der Einrichtung des EuropÄischen Hochschulraums, der nicht nur UniversitÄten mit Anwesenheitspflicht, sondern auch FernuniversitÄten und virtuelle UniversitÄten umfasst. Diese Politik soll bis 2010 vollendet sein, dies hat hat sich jedoch als teilweise problematisch erwiesen. Anhand einer Richtlinie zur DurchfÜhrung und Weiterentwicklung der Bildungspolitik werden in diesem Artikel die Implikationen fÜr Hochschulen in Europa kritisiert.ResumenLAS CLAVES DE LA POLÍTICA EDUCATIVE EUROPEA DE EDUCACIÓN (SUPERIOR): INFLUENCIAS DEL MERCADO O DEL ENFOQUE INTERCULTURAL – Durante años se ha debatido intensamente acerca de si existe una polÍtica educativa europea. En este artÍculo sostengo que desde la aprobaciÓn del Tratado de Maastricht sÍ que existe, con un contenido claro, que ofrece nuevas posibilidades a los estudiantes. El núcleo de esta polÍtica reside en la construcciÓn del Espacio Europeo de EducaciÓn Superior, diseñada no solamente para las universidades presenciales sino también para las que imparten docencia a distancia. No obstante, las polÍticas, que deben ser implementadas para el año 2010 no han estado exentas de polémica, por lo que tras la exposiciÓn de las lÍneas de desarrollo y de las evoluciÓn de las polÍticas, se ofrece una crÍtica de las implicaciones para las instituciones Europeas de EducaciÓn Superior.

Evolución de la política educativa francesa: de la igualdad a la diversidad

This article provides a brief summary and a revision of the evolution of the idea of equality and its implementation in the French educational policy since the birth of the modern State until now-a-days. The starting point is the origin of the national educational system of a liberal nature characterised by the duality of the structures which were maintained until the mid of the XXth Century. After the approval of the 1958 Constitution the first educational reforms were introduced in order to implement the principle of equal of opportunities. This article emphasises the strategy of diversification of the structures and the recognition of the importance of the vocation element of learning as strategies that come along with the principle of equal of opportunities and the provision of a common learning. Finally the article refers to the fact that at the end of the XXth century the principle of diversity has become the motor of the French education policy.
