Formação para nutricionistas que atuam no Programa Nacional de Alimentação Escolar: uma avaliação da efetividade

This article seeks to verify the effectiveness of training for nutritionists conducted by the Cooperation Center for Student Food and Nutrition of the Federal University of Rio Grande do Sul (CECANES UFRGS), between 2007 and 2009. The focus of the evaluation was to observe the perception of those subjects with regard to achieving the objectives of the training and the potential of the training topics covered in the training in order to change the day-to-day work of the Brazilian School Nutrition Program (PNEA). Methodology developed by the CECANES UFRGS team was used for the evaluation of effectiveness. Data collection was conducted with 118 nutritionists who work in school nutrition in the state of Rio Grande do Sul by filling out an electronic questionnaire specifically designed for this study. In the analysis of the results it was revealed that the training fulfilled its objectives (P < 0.05), making the assignments and what is expected of the professionals at PNAE clear to more than 95% of the nutritionists. When the participants were asked about the obstacles encountered, they reported difficulty in adapting the theory covered in the training with the reality in which they act. The themes addressed contributed to the promotion of changes in the implementation of management practices in the PNAE.

PERFIL DAS INTERNAÇÕES POR DOENÇAS CRÔNICAS NÃO-TRANSMISSÍVEIS SENSÍVEIS À ATENÇÃO PRIMÁRIA EM IDOSOS DA METADE SUL DO RS

The purpose here established was that of establishing, within the municipalities in the southern part of the Brazilian State of Rio Grande do Sul, the profile of admittances to hospital resulting from Non-Contagious Chronic Diseases Sensitive to Primary Health Care (NCCDSPHC) among chronologically advantaged patients. This is a transversal study with secondary data obtained from the Information Technology Department of the Brazilian Public Health System--SUS (DATASUS), including variables related to admittance to hospital and also the mortality rates in hospitals (according to causes, gender, age, and time spent in hospital). The NCCDSPHC are responsible for 43.99% of hospital admittances for all causes (AAC), with Pulmonary Diseases standing out as the most prevalent single group (18%), followed by Heart Failure (12.28%). The female sex, with the exception of the Pulmonary Disease category, is the one that causes most admittances to hospital through other causes. We also found a linear trend towards an increase in the mortality rate of the NCCDSPHC when grouped together Our conclusion is that, due to the magnitude of the admittances to hospital, as also the increase in the mortality caused by the NCCDSPHC, it is urgent to embark on more in-depth considerations about care to be taken as part of primary care for the chronologically advantaged in this region.

Políticas públicas no meio rural: visibilidade e participação social como perspectivas de cidadania solidária e saúde

O artigo visa estimular o debate sobre o papel que o Estado vem assumindo na construcao de uma cidadania mais solidaria e na promocao da saude. Propoe pensar essas relacoes por meio da Teoria da Dadiva e de categorias analiticas como participacao e visibilidade. Parte-se do pressuposto de que, ao circularem bens materiais e imateriais nas politicas publicas, da-se visibilidade e reconhecimento as necessidades dos usuarios, possibilitando abertura para participacao e alargamento das parcerias e solidariedades entre Estado-sociedade e sociedade-sociedade. Isso, por sua vez, contribuiria para a concretizacao de direitos, a potencializacao de programas e a materializacao da saude, pensada de uma forma mais ampla. As reflexoes aqui apresentadas partem de estudos realizados com abordagem qualitativa, tendo como locus uma comunidade rural do Rio Grande do Sul. Os dados foram produzidos por meio de entrevistas, observacoes participantes e grupos focais; na apreciacao das informacoes adotou-se a analise tematica. Foi possivel apreender que, por um lado, as politicas, ao propiciarem a visibilidade e a participacao, permitem o exercicio da cidadania, vinculos mais solidarios e o enfrentamento do cotidiano na busca das necessidades sociais e em saude; por outro, elas tambem podem, ao atuar na contramao da cidadania, contribuir com o imobilismo e clientelismo, (re)produzindo desigualdades. Por fim, muito se tem avancado em termos de politicas publicas; porem, para alcancarmos uma cidadania mais solidaria e a saude, parece ser necessario, por parte do Estado, superar praticas pouco democraticas e, pelo lado da sociedade, um civismo tutelado e conformista.

METHODS Qualitative case study research conducted at three major tobacco producing municipalities, by means of semi-structured interviews with seven actors involved with municipal healthcare. Data were subjected to thematic analysis. RESULTS The studied issues are not among the priorities for the local public policy. However, municipalities have introduced initiatives involving actions on the use of pesticides that are articulated with contining education and intersectoral action. CONCLUSIONS Actions to protect the health of farmers must be combined with sustainable development, which would also help achieve the Millennium Development Goals (MDGs).
