Organized Crime Structure Modelling forźEuropean Law Enforcement Agencies Interoperability through Ontologies

Nowadays, organized crime networks share intelligence and knowledge as a fundamental asset for their members, thus making criminal organizations more global in nature and activities. Internet has consequently become the natural environment for these organizations. This evolution has put a bigger pressure in Law Enforcement Agencies LEAs demanding more efforts and resources in the fight against transnational organized crime. LEAs can therefore profit from international cooperation in fighting these organizations. However, differences among legal frameworks, languages and police and judicial culture may create interoperability issues. The CAPER project addressed the prevention of transnational organized crime by trying to provide the needed interoperability among the different European LEAs. In this work, we introduce a supranational Organized Crime Structure OCS modelled through an ontology in order to improve European LEAs Interoperability ELIO. Results suggest that ELIO is able to provide the required interoperability features, overcoming the issues that arise in this scenario.

A co-regulatory approach to stay safe online: reporting inappropriate content with the MediaKids mobile app

ABSTRACT The convergence of mobile technologies, media, and the Internet is transforming the way that digital content is produced, distributed, and consumed among children and young adults. In Europe as in many other areas, minors are exposed to an ever-growing amount of digital content on multiple screens. Increasing exposure at an early age brings both new opportunities and risks. This paper reviews the current discussion about strategies that deal with inappropriate, harmful, and illegal content online and proposes a co-regulatory, technology-driven approach that involves children, their families, and the education system. The MediaKids project aims to test this co-regulatory approach by developing a mobile application – the MediaKids app – within the broader context of an educational programme to raise awareness about online safety. The project seeks to involve children and young adults in defining the notion of ‘harmful content’ and, ultimately, in the elaboration of the policies for the emergent digital public space.

The e-Sentencias Prototype: A Procedural Ontology for Legal Multimedia Applications in the Spanish Civil Courts

Search, retrieval, and management of multimedia contents are challenging tasks for users and researchers alike. We introduce a software-hardware system for the global management of the multimedia contents produced by Spanish Civil Courts. The ultimate goal is to obtain an automatic classification of images and segments of the audiovisual records that, coupled with textual semantics, allows an efficient navigation and retrieval of judicial documents and additional legal sources. This paper describes our knowledge acquisition process, sets a typology of Spanish Civil hearings as performed in practice, and a preliminary procedural ontology at its actual stage of development (e-Sentencias ontology). A discussion on procedural, contextual and multimedia ontologies is also provided.
