The possible impacts of the level of formal education on different aspects of disaster management, prevention, alarm, emergency, or postdisaster activities, were studied in a comparative perspective for three countries with a comparable exposure to hurricane hazards but different capacities for preventing harm. The study focused on the role of formal education in reducing vulnerability operating through a long-term learning process and put particular emphasis on the education of women. The comparative statistical analysis of the three countries was complemented through qualitative studies in Cuba and the Dominican Republic collected in 2010-2011. We also analyzed to what degree targeted efforts to reduce vulnerability were interconnected with other policy domains, including education and science, health, national defense, regional development, and cultural factors. We found that better education in the population had clear short-term effects on reducing vulnerability through awareness about crucial information, faster and more efficient responses to alerts, and better postdisaster recuperation. However, there were also important longer term effects of educational efforts to reduce social vulnerability through the empowerment of women, its effect on the quality of institutions and social networks for mutual assistance creating a general culture of safety and preparedness. Not surprisingly, on all three accounts Cuba clearly did the best; whereas Haiti was worst, and the Dominican Republic took an intermediate position.

Since its inception in 2010, the Arab Spring has evolved into a situation of violent conflict in many countries, leading to high levels of migration from the affected region. Given the social impact of the large number of individuals applying for asylum across Europe in 2015, it is important to study who these persons are in terms of their skills, motivations, and intentions. DiPAS (Displaced Persons in Austria Survey) aims to uncover the socio-demographic characteristics of the persons seeking refuge who arrived in Austria in 2015, mainly originating from Syria, Iraq and Afghanistan. Particular focus is on human capital, attitudes and values. This survey, the first of its kind in Austria and possibly in Europe, was carried out among adult displaced persons, mostly residing in Vienna, yielding 514 completed interviews. Information gathered on spouses and children allows for the analysis of 972 persons living in Austria, and of further 419 partners and children abroad. Results indicate that the surveyed population comprised mainly young families with children, particularly those coming from Syria and Iraq. Their educational level is high compared with the average level in their country of origin. A vast majority of respondents are Muslims, rating their religiosity at medium levels. Judging from stated attitudes towards gender equity, interviewed men seem to have more liberal attitudes than their compatriots. The majority of respondents do not intend to return to their home countries, mostly because of the perception of permanent threat. DiPAS provides data for political decision-making and the on-going societal dialogue. Its findings can help to inform assessments about the integration potential of the displaced population into the host society. In addition, the applied methodological technique and experiences during the fieldwork provide valuable insights on sampling asylum seekers and refugees in the current European context.

This paper addresses the contribution of changes in population size and structures to greenhouse gas emissions and to the capacity to adapt to climate change. The paper goes beyond the conventional focus on the changing composition by age and sex. It does so by addressing explicitly the changing composition of the population by level of educational attainment, taking into account new evidence about the effect of educational attainment in reducing significantly the vulnerability of populations to climatic challenges. This evidence, which has inspired a new generation of socio-economic climate change scenarios, is summarized. While the earlier IPCC-SRES (Intergovernmental Panel on Climate Change—Special Report on Emissions Scenarios) scenarios only included alternative trajectories for total population size (treating population essentially as a scaling parameter), the Shared Socio-economic Pathways (SSPs) in the new scenarios were designed to capture the socio-economic challenges to climate change mitigation and adaptation, and include full age, sex, and education details for all countries.

The European Union is currently undergoing a major crisis within its institutions. Many observers think the EU is doomed, particularly in view of the current refugee situation, when in many countries the national agenda overrides the European project and the aggregate result is widely perceived as a failure of European-level governance. This skepticism is heightened by the UK referendum on continued EU membership. But few of these observers, focused on short-term political developments and crises, offer any long-term view of the alternatives. Is it realistic to return to the old system of nation states with closed borders and individual currencies? And does a majority of the European population want such an outcome?

This paper evaluates the heterogeneous impact of hydro-meteorological disasters on populations along the dimensions of age, sex, and human development. The analysis is based on previously untapped cause-of-death data over the period 1995– 2011 that were obtained from the WHO mortality database, and were based on the civil registration records of 63 countries/territories. Using these data, we evaluate patterns of mortality related to meteorological disasters in the spirit of model life tables. We observe that mortality rates from hydro-meteorological disasters for men are consistently higher than for women across all age groups, and that the differential by sex is larger for adults than for young children or the elderly. Furthermore, the sex differential in mortality becomes smaller with improvements in human development. Comparing our disaster fatalities with those recorded in the Emergency Events Database (EM-DAT), we find that the number of deaths from hydro-meteorological disasters was underestimated in the WHO database, especially in the case of highimpact events. In the paper we discuss issues of data quality and data harmonisation for the study of the differential demographic impact of natural disasters.
