ON SOME OF THE BLANK POINTS IN THE APPLICATION OF ADMINISTRATIVE CONTROL IN BULGARIA

This article discusses processes in the state related to regulation, organization and control, which essentially form the subject of administrative control. The purpose of the exposition is to define the sources which cause deviations and create problems for the subjects authorized by the state to exert control, based on an analysis of the interaction of the factors: authority, competence and success. As the executive, the local self-government, the prosecutors office and the justice system stand out among them, the tasks related to the pledged have a specific character. Each source which is identified and reviewed acquires features of the state, interpreted as sovereign and simultaneously subject to a specific area, in properly initiated state control systems. The idea of the exposition is to present the authors point of view, revealing certain characteristics of the subjects in question, so that the system of general and administrative control in particular can seek solutions for the elimination of the identified weaknesses in the functioning of the particular systems and more generally in its work by extending the scope of powers delegated or exercised by it.

THE EFFECT OF THE CONTROL SYSTEM CREATION PROCESS

The expose details the specifics of the act of creating a control system in the modern organization as an essential moment for organizational development and success. For this reason, the whole technology is presented in stages in which emphasis is placed on the leading principles justifying the stage content. The final stage is properly considered, as at that point the newly created control system becomes the object of control or territory for manifestation of self-control. The aim of the study is to provide evidence that a well-designed control system is a key factor for organizational success. The tasks resulting from the decomposition of the goal are involved in revealing the principle beginning in the content of each stage, the tracking of the conceptual continuity between the elements of the presented technology and the definition of concrete solutions accompanying the process development and problems.

Dependencies between Social Programming as a Basis of Regulating Social Development and the Concept of Controlling)

The analysis of advantages and disadvantages of program-target approach in management confirms the necessity of a new view on the results-oriented approach to management as well as the organizational effectiveness discussed in the context of the management of complex systems, programming as an important element of the purposeful systems, and social programming in particular on the basis of the sociological approach to the culture, state regulation and market self-regulation and the use of system approaches. Elucidation of the essence of the phenomenon of social programming and its interrelations with management approaches and the concept of controlling is accomplished on the basis of a profound analysis of theory and practice both in historical and conceptual plan deducing the main dependencies between social programming as a basis of the social development and the concept of controlling.

Management Control as an Effective Instrument in Implementation of the Social Program as a Product of Social Programming)

English Abstract: Investigation of the stages of planning, programming and budgeting puts the bases of a broad spectrum of questions in management and establishment of the programming as an intermediary stage between determination of long-term goals and concretization of embededness of goals with availability of resources. The programming is discussed as a basis of the public management and the implementation of the state social policy linking goals to material, financial, human and information resources being a mechanism of the best satisfaction of social needs in the framework of limited budget resources and providing opportunities for taking optimal decisions in the management of social processes and resources, development of purposeful social policies in accordance to dynamic changes in the factors of the social environment. That way the programming turns to e a necessary stage of the program-target management of social processes which imposes the need of searching for and thinking on approaches, criteria and indicators for effectives program activity. In this connection, the research discusses its linkage to the notion of control in contents and functional aspects as a function of management and as a form of social relation introducing the concepts of management control and social control substantiated by the main functions of management and presenting the process of the implementation of control function positioning the management control into the social system. Furthermore, the control functions are scrutinized in connection to its turning into a factor generating ideas of change and innovativeness, a main factor of success and establishment of integrated control systems.

Целта е да �?е разкри�?т възможно�?тите на още алтернативи в оптимизиране на �?оциалното програмиране, тълкувано и като �?труктура, и като проце�?но развитие. English Abstract: This report highlights the scope of the project thinking in improving the process of social development. Actually this aspect reveals a certain bidirectionality, justified in part by structuring process based on the use of the capacity of wallets or potfolio of projects, and on the other hand - from the application of specific model templates that make the creation of a reasonable balance between the projects or programs. The aim is to reveal the opportunities of further alternatives to optimize the social programming, interpreted both as a structure and as process development. Tasks which implementation creates the conditions for this are related to the analysis of the portfolio method or that of the portfolio at the beginning, and later - the map of return and the balanced scorecard.
