Within twenty years of Alexanders death his empire had split into separate states, whose rulers had taken the title of king. The new kings were forceful and ambitious men who relied on their armies and mostly ruled in lands where monarchy was traditional. The new monarchies presented Greeks with ideological problems. Wherever they lived, they had to adjust to a dominant royal power and to find an acceptable place for monarchy within their political philosophy. It has been widely argued that the Antigonid monarchy in Macedonia differed in important respects from monarchy in the other kingdoms. Hellenistic monarchy was closely associated with religion and the gods. More varied in both its form and its implications is the religious practice commonly known as ruler-cult. The legacy of Hellenistic kingship lived on in the Roman Empire, its ideology and its institutions, secular and religious alike, now adapted to the requirements of a universal monarchy.

The war between Antiochus III and the Romans had been decided in Asia Minor and it was in Asia Minor, almost exclusively, that territory changed hands. The territories Eumenes and Rhodes received were unequivocally a gift, which implied an expectation that both powers would act as guarantors of the new order and that both would prevent any development disturbing to Rome. Eumenes had won the alliance of Cappadocia and had established control over Galatia, though under the treaty of Apamea he was secured against an attack by a Seleucid king, who resented the loss of their freedom. Within the short span of seven years Roman armies had defeated the Hellenistic worlds two powerful kings, Philip V and Antiochus III. The events that brought Antiochus to the throne moved so quickly that scholars have often assumed part or all of them, including the assassination of Seleucus, had been arranged by Rome and Eumenes, perhaps with Heliodorus the pawn.

For many years it has been recognized that serious contradictions exist in Polybius’ theory of the Roman constitution, as he expounds it in Book VI. The position has been summarized in a review of a recent publication which attempts, not very successfully, to dispose of these inconsistencies. ‘The only point of controversy’, writes De Sanctis, ‘can be whether these contradictory elements were innate in Polybius’ political philosophy and in his judgement on Rome, or whether they repre-sent two successive stages in the historians thought, and two successive drafts of the book itself, which either the author or the editor failed to co-ordinate.’ De Sanctis’ own view is, of course, the second; and indeed, ever since 1902, when Cuntz, following hints thrown out by La-Roche, Meyer, and Susemihl, first propounded the theory of a revised edition of Polybius’ Staatstheorie , it has exercised a dominating influence over all work on the subject.

Rome was a powerful city-state with a relatively extensive territory, a developed urban centre, an advanced institutional structure and a strong army. Under the kings, armed conflicts with neighbouring communities did take place. There is very little known about the settlements of Latium Vetus during the archaic age.The proliferation of common cults at different sites in Latium does not at first sight seem compatible with the idea of a united Latin League. Intermittent wars between Rome and Veii must have occurred under the monarchy. A number of successful campaigns against the Sabines are recorded. The part played by Camillus in the Gallic saga is demonstrably a late and artificial accretion. In the last years of the fifth century there are clear signs of a more aggressive policy, not only against Veii and its satellites, but also in southern Latium.

The Senate took advantage of Carthages difficulties in the Mercenary War to seize Sardinia. Polybius rightly regarded the latter action as unjustified and the subsequent Carthaginian resentment as a major cause of the Second Punic War. The treaty between Hannibal and Philip V of Macedon clearly envisaged Romes continuing existence after a Carthaginian victory. Hannibal left Carthago Nova sometime in May, and reached the Rhone in September. Scipio, with an army destined for Spain, arrived by sea at the mouth of the Rhone at the same time. Scipio now sent the major part of his forces to Spain under the command of his brother Gnaeus, while he himself returned to Italy. Sicily and Sardinia were the prizes won by Rome as a result of the First Punic War and its aftermath. They were finally organized as provinces in 227 but in Sicily the kingdom of Syracuse, like the city of Messana, remained an independent state, bound to Rome by treaty.

Religion in Rome in the republican period was integrated into the political and social structure, in such a way that every group or activity had its religious aspect. The first characteristic of Roman gods and goddesses to strike the observer must be the wide range of different types, all accepted and worshipped as di deaeque. In many ways the categories and vocabulary to be met with in the religion of Rome seem comfortably similar to those familiar from religions current today: prayer, sacrifice, vows, sacred books, even divination. The event which radically changed the nature of the citys religious and political life was the overthrow of the monarchy in the late sixth century. There was a continuing tradition of change and innovation during the period of the early to middle Republic. There were many changes and innovations: new temples and cults, new or revised ceremonies, changes of procedure or of the rules of membership in the priestly colleges.

Georges Dumezil has suggested that the stories about the origins of Rome from Romulus to Ancus Marcius are Indo-European myths turned into history. This chapter discusses the myths of foundation, settlement, society and culture in Latium and at Rome, the development and growth of Rome, Roman kings and the structures of Regal period. What the Romans learned from the Greeks does not coincide with what the Etruscans learned from them. The Romans at an early period gave signs that they were ready to identify themselves with the Sabines. Two sherds incribed Manias and Karkafaios are apparently among the oldest personal names found in Latium. The chapter also discusses the literary tradition, the political and cultural hellenization, partly derived from direct Greek contacts, partly mediated by the Etruscans. The spontaneous, unprompted character of the adoption of Greek formulae explains why we can never exactly correlate Greek and Roman developments.

Between the end of the second war against Carthage and the fall of Numantia in 133 Roman power engulfed northern Italy and vast territories in Spain, as well as defeating Carthage once more, destroying the city and establishing a province in northern Africa. In 201 there was not even a geographical expression to apply to the area which the Romans later came to call Gallia Cisalpina. On the coast Genua had been rebuilt in 203, and two years later it was partially secured by means of a treaty with the Ligurian people immediately to the west, the Ingauni. The year 182 apparently marked an increase in Roman effort in Liguria, since a proconsul as well as both consuls spent the year there, each with two legions. During the Third Macedonian War Roman governors in Spain restrained themselves or were restrained by the Senate. Under a treaty very advantageous to Rome, Rome and Carthage remained formally at peace for fifty-two years.

From what has already been said it will be clear that Alcaeus of Messene, like the anonymous author of Anth. Pal. xvi. 6, was a supporter of Philip V at least until 201 B.C., that is, until the Second Macedonian War. The view that his breach with Philip followed the Messenian events of 215–214 has, however, been so frequently upheld that it deserves consideration. It appears to be based on one or more of the following assumptions. Philips activities in Messene resulted in driving that state into the Aetolo-Spartan camp: Alcaeus, as a loyal Messenian, will have followed the official Messenian policy. Further, Alcaeus wrote a poem ( Anth. Pal. ix. 519) accusing Philip of poisoning his guests: this is to be connected with the death of Aratus, in which the Achaean himself professed to see the hand of Philip. Finally, it is assumed that Alcaeus had already started his literary career at the time of the Messenian events of 215–214, since he has left an epigram celebrating the threefold victory at the Isthmus of the famous Cleitomachus of Thebes, whose floruit , it is claimed, was 216–212 ( Anth. Pal. ix. 588). None of these arguments is really cogent: a very good case can be, and has been, made out for dating Cleitomachus’ success towards the end of the third century; the poisoning referred to is undoubtedly that of Callias and Epicrates (cf. Anth. Pal. xi. 12) which, being itself undated, cannot be used as a chronological index; and politically Alcaeus, as we shall see, was far from being an orthodox Messenian.

The Carthaginian state impressed the ancient world with its wealth, and also for its stability and endurance. Its tenacity evoked respect even from Greeks and Romans, its age-long enemies. This chapter first provides a glimpse of Carthaginian states public and private life. The district around the forum and harbours, which contained living quarters as well as public buildings, was the heart of the bustling commercial and industrial life of the city. Then, it discusses the Romano-Carthaginian treaties. Rome and Carthage lived in harmony during the centuries of their earliest contacts. During most of the sixth century Rome was politically controlled by Etruscan rulers, and Carthage and the Etruscan cities were united by a common rivalry against the Western Greeks. The First Punic War, in 264 BC, set in train a transformation of relationships throughout the Mediterranean world. This was the first phase of a new age of expansion, in which already Roman horizons had been extended beyond Italy.
