This paper deals with the redesign of graduate courses and analyses several aspects which are being discussed in this area: the development of others graduate courses, the reduction of credit numbers and the shortening of course terms, aiming the decrease of the average duration of theseprograms. A pionner experience in graduate Business Management programs, the EAESPIFGV case, is discussed along this perspective.

Public Administration Education in Brazil: Evolution, Challenges, and Opportunities

Abstract Public administration education is provided in Brazil in two modalities: by government schools at all levels and branches of government, and by academic programs at the graduate and undergraduate levels. Education before entering the public service is primarily offered in public and private institutions of higher education at the graduate and undergraduate levels, with the latter predominating. Schools of government provide professional training that concentrates on skill and knowledge development for civil servants; a few offer academic degrees. Training is generally related to the focus of sponsoring agencies, although some schools have more expansive offerings. This paper addresses three questions related to the delivery of public administration education in Brazil: (a) How have the academic and professional training systems evolved? (b) How do their approaches compare? (c) What are the challenges and opportunities that face both modalities educating for public service in Brazil in the future?

Revitalizando o processo ensino-aprendizagem em administração

Docentes de educacao superior atualmente devem estar ocupados, sobretudo, em ensinar seus estudantes a aprender e a tomar iniciativas, ao inves de serem unicamente fontes de conhecimento. Devem ser tomadas providencias adequadas para pesquisar, atualizar e melhorar as habilidades pedagogicas, por meio de programas apropriados de desenvolvimento de pessoal. (UNESCO) Segundo Masetto (2003, p.11-17), ate a decada de 1970, embora ja estivessem em funcionamento inumeras universidades brasileiras e a pesquisa fosse entao um investimento em acao, praticamente exigia-se do candidato a professor de ensino superior o bacharelado e o exercicio competente de sua profissao. Na ultima decada, alem do bacharelado, as universidades passaram a exigir cursos de especializacao na area e, atualmente, mestrado e doutorado; donde a presenca significativa desses profissionais no corpo docente de nossas faculdades e universidades. Observa-se, porem, que as exigencias continuam as mesmas, pois se referem ao dominio do conteudo em determinada materia e a experiencia profissional. Ao longo do tempo, prevaleceu o entendimento de que, para se tornar um bom professor no nivel superior, era suficiente ter capacidade de se comunicar com fluencia e possuir solidos conhecimentos relacionados a disciplina que se pretendesse lecionar. Tal entendimento fundamentava-se no fato do corpo discente ser constituido de adultos que, por ter discernimento e clareza quanto aos seus objetivos, nao exigiria de seus professores mais do que competencia para transmitir conhecimentos e sanar duvidas. Por isso e que ate recentemente nao havia preocupacao explicita das autoridades educacionais com a preparacao de professores para o ensino superior. Hoje, no entanto, os profissionais envolvidos com o ensino superior refutam esse entendimento.Os professores universitarios comecaram a se conscientizar de que seu papel de docente do ensino superior exige capacitacao propria e especifica, a qual nao se restringe a um diploma de bacharel, de mestre ou doutor, ou apenas ao exercicio de uma profissao. Exige tudo isso, alem de competencia pedagogica, didatica e metodologica. Por essa motivo, varios professores e postulantes a docencia em cursos universitarios vem frequentando cursos de didatica do ensino superior, oferecidos em nivel de pos-graduacao.

EBAP e ISEB na busca por uma administração brasileira: uma imersão nos anos 1950 para iluminar o século XXI

Administration is currently the most offered course in Brazil, responsible for 20% of undergraduate students. Therefore, educators have a big responsibility to reflect on the content of the courses. The reflection proposed here is an immersion into the 1950’s, when the first graduation schools were created. It is a reflection based on a dialogue between documents of that time and three sources of testimonies of former students and former professors of the Brazilian School of Public Administration (EBAP): a) journals of that time; b) testimonies collected for a book published to celebrate the Brazilian School of Public and Business Administration’s (EBAPE) 50th anniversary; and c) interviews with students and professors who attended EBAP in the 1950s. The science of administration in the 1950s was associated to development. It rejected the apriorism of the scientific management received from the US, it also sought – through the social sciences – to critically promote content that fostered the adaptation of imported techniques to our reality. In this quest to represent the local context, EBAP approached the propositions of the Superior Institute of Brazilian Studies (ISEB) and the Economic Commission for Latin America and the Caribbean (ECLAC). The apprehension of the local context is critical to form good professionals. Looking at the efforts of EBAP in order to build a Brazilian administration field in the 1950s, and the contributions that ISEB and ECLAC gave to this endeavor, can help to find ways to (re)connect the science of administration to the national context and, consequently, provide relevant content to our graduates.

Adaptation of the Extended Model of Moral Outrage in Corporate Social Irresponsibility

Corporate Social Irresponsibility (CSIr) has been an ever increasing topic for discussion, and was spotlighted in Brazil with the environmental disaster caused by Samarco Mineracao S.A. to the municipality of Mariana, Minas Gerais State, which impacted the towns located in the region of the Rivers Gualaxo do Norte, Carmo and Doce, in addition to causing feelings and criticism nationwide. The purpose of this paper, therefore, is to undertake the process of interpretation, adaptation and validation of scales designed to assess a CSIr episode, focusing on examining individuals’ understanding of the seriousness of the event, perception of the company’s greed, sensation of moral outrage, intention to make negative comments against the company and to offer an insight into this company’s integrity. The aforementioned instrument was presented in the methodology, considering as a survey sample undergraduate students from one of the municipalities affected by the catastrophe. The statistical results have helped validate this instrument and have presented psychometric indicators that enable them to be used in other locations or situations.

EDUCAÇÃO A DISTANCIA: UM ESTUDO SOBRE A EVASÃO E PERMANÊNCIA NOS CURSOS DE GRADUAÇÃO TECNOLÓGICA DE UMA INSTITUIÇÃO DE ENSINO DO RIO DE JANEIRO

Dentre os diversos tipos de cursos que são ministrados na modalidade a distância, a graduação tecnológica surge de forma a atender alunos que tenham interesse em se concentrar em uma área específica do conhecimento, voltada para o mercado de trabalho. Este artigo tem por objetivo analisar problema considerado central na Educação a Distância evasão de alunostendo como objeto de estudo os cursos online de graduação tecnológica de uma instituição de ensino, no Rio de Janeiro. Utilizou-se modelo de regressão logística para identificar os principais fatores que levavam os alunos e ex-alunos a evadirem ou a permanecerem no curso. Por fim, concluiu-se que, em relação à evasão, as variáveis inseridas no modelo têm pouco poder preditivo, sendo que, o modelo relativo à permanência, ainda que as variáveis tenham maior poder preditivo, quando comparadas ao modelo da evasão, faz-se necessária uma análise qualitativa para entender melhor as variáveis significantes no modelo.

O paradoxo da reforma do Judiciário: embates entre a nova gestão pública e a cultura organizacional do jeitinho

The objective of this paper is to analyze the reform of the Judiciary, considering aspects of its organizational culture on the basis of the perceptions of the civil servants in the Bahia State Courts of Justice. We begin by looking at the reform of the Brazilian State and of the Judiciary. We then look at aspects of Brazilian culture and their relationship with organizational culture. Using content analysis, we follow this by reviewing the data obtained through interviews with 37 civil servants. Internet: monitored freedom

The Internet is a phenomenal research and information tool. It has entered the lives of people in an extremely fast way, offering a sense of freedom, and discoveries. This study presents the Internet usage in organizations, along with the use of equipment and information systems supplied by the employer and personal Internet usage at work. The subjects of the present research are businesspeople chosen among employees with a university degree in companies in the City of Curitiba, in the State of Parana, with leading, managerial or operational occupations, with access to the Internet in their offices as well as at home. The study proposal consists of a critical analysis on the theme.

Liderança no contexto da nova administração pública: uma análise sob a perspectiva de gestores públicos de Minas Gerais e Rio de Janeiro

Novas incursoes orientadas a modernizacao do estado, centradas na adocao de modelos de gestao publica que visam enfatizar a nocao de resultado, assim como de instrumentos gerenciais tipicos do management, leadership e do mundo corporativo vem caracterizando a gestao publica brasileira. Nessa perspectiva, ha de se salientar iniciativas como as dos estados de Minas Gerais, por meio de seu programa de choque de gestao, e do Rio de Janeiro. Tendo por base tais movimentos e experiencias, novas questoes emergem e demandam ser melhor compreendidas. A partir da analise de relacoes entre iniciativas associadas ao movimento em torno da chamada nova administracao publica e o construto lideranca, este trabalho tem como proposito central investigar, a partir de levantamento empirico de dados realizado junto a ocupantes de posicoes chave no setor publico dos governos de Minas Gerais e Rio de Janeiro, temas, questoes e desafios que emergem de tais iniciativas, assim como suas implicacoes sobre a demanda por novos perfis de lideranca e formas de seu desenvolvimento. Com o auxilio do software de tratamento qualitativo NVivo 8 foi possivel agrupar os principais temas e desafios identificados em torno das relacoes entre nova administracao publica e lideranca. O estudo permitiu, tambem, identificar um elenco de atributos de competencias requeridas ao gestor e lider do setor publico.New schools of thought targeted at the modernization of the state and centered on the adoption of public management models designed to emphasize the notion of outcome as well as of managerial tools typical of management, leadership and the corporate world have characterized public management in Brazil. From this perspective, initiatives such as those of the states of Minas Gerais and Rio de Janeiro, with their modernization of state programs should be pointed out. Based on such experiences and movements, new issues emerge and demand to be better understood. From the analysis of the relations between initiatives associated to the movement around the so-called new public management and the category leadership, this studys main goal is to investigate, using empirical data collection conducted with occupants of key positions in the public sector of both Minas Gerais and Rio de Janeiros governments, themes, issues and challenges that emerge from such initiatives, as well as their implications on the demand for new kinds of leadership and ways of its development. With the help of the qualitative data research software NVivo 8, it was possible to group the main issues and challenges identified around the relations between public administration and new leadership. The study also allowed us to identify a list of competency attributes required of the manager and leader of the public sector.
