Taxation and Political Stability

Fernando Estrada; Mihai Mutascu; Aviral Kumar Tiwari

The present study is, in particular, an attempt to test the relationship between tax level and political stability by using some economic control variables and to see the relationship among government effectiveness, corruption, and GDP. For the purpose, we used the GMM (1991) and GMM system (1998), using a country-level panel data from 112 countries for the period 1997 to 2010. The main results show that political stability is not the key for the tax policy, under the control of political regime durability the taxes as percent in GDP having consistent sinusoidal tendency, by cubic type.

Devouring the Leviathan: Fiscal Policy and Public Expenditure in Colombia

Fernando Estrada

Overall, this paper presents a white swan that seems to confirm the hypothesis of Alesina / Tabellini / Campante (2008). Fiscal policy in many developing countries is procyclical. Specifically, the former may explain monetary policy failures associated with problems of political agency. And in this case, the trend of the cycles is caused by voters who seek to devour the Leviathan by reducing their incomes. In these cases, voters observe the conditions of the economy, but not willing to cover the costs of corrupt governments. When they observe a boom, voters optimally demand more public goods or lower taxes, and this induces a procyclical bias in fiscal policy. The empirical evidence is consistent with this explanation: Procyclicality of fiscal policy is more pronounced in more corrupt democracies.

Electoral System and Political Parties - Preliminary Notes to the Colombia Case

Fernando Estrada

This brief survey of the origins of electoral system is intended to explain the nature center and get the changes of political system in Colombia. A historical evaluation is necessary. In a wider context the work of Josep Colomer are illustrative. Our goal is to synthesize and compare the evolution and changes in electoral systems, in order to project the electoral history in the Colombian political system. The election rules have not been the same all the time and votes depends on the evolution and transformations of democracies. In a story line that emerges from M. Duverger, shows that factions play a central role in the history of electoral systems. But the factions are not the ultimate expression of a political system. The original responses from the eighteenth and nineteenth centuries were breaking new mechanisms of change in the election (Australian ballot, single-member districts, proportional vote). The aim has been to reduce manipulation and fraud in favor of greater participation. Achieving the necessary balance between political parties and social movements for greater and better representation.

Networks of Information in the Civil Wars.

Fernando Estrada

The aim of this paper is to interpret the relationships between information networks and the civil wars (Colombia). Over a period of paramilitary violence networks of informants were used with a strategic purpose. In fact, the paramilitaries were preparing each slaughter counting information previously learned between the inhabitants of the town. For these reasons, it is shown that information is a key phenomenon to understand civil wars. Moreover, as demonstrated in this work is the evolution of the slaughter in the civil wars as a result of rumor and information.

Costos De Transacción, Externalidades E Innovación (Transaction Costs, Externalities and Innovation) [Spanish]

Fernando Estrada; Natalia Diaz

There is now considerable evidence on the value of using external resources to promote the development of innovative technologies. Furthermore, the ability to experience innovations in business by external links that may help to avoid risk, improve the quality of natural products, which means qualifying business activities and promote companies capable of rationalizing and projecting high yields. This paper provides an approach from the transaction cost theory of Ronald Coase, in particular, provides preconditions to estimate the specific market of biotechnology.

The Transaction Costs in Biotechnology

Fernando Estrada; Natalia Diaz

This paper aims to relate the principles of Ronald Coase Theorem with negative impacts of biotechnology, taking cases of specific research groups and medium-sized companies in biotechnology. We consider an application of economic theory on transaction costs (TTC) provides a good foundation for understanding the underlying problems of this sector, even more, when analyzing the political economy of biotechnology since the transaction costs can best viewed their limitations and the limited scope of government policy. In biotechnology it is possible to get a policy that combines both equity and efficiency, that is, a wider range of policy applications to improve the living standards of people in Colombia.
