Assessment and Continuous Planning: The Key to Transformation at the University of Texas Libraries

ABSTRACT Academic libraries are under continued pressure to provide quality services and resources in support of the educational needs of their institutions while experiencing shrinking budgets and calls for greater accountability. Since 2010, the University of Texas at Austin Libraries (“UT Libraries”) has been embedding in its organization a data-driven and data-supported continuous planning process that utilizes the Balanced Scorecard. The collection and analysis of assessment and performance data have been integrated into both the planning and evaluation phases of its strategy development. This article will provide a case study of how UT Libraries is employing assessment activities and continuous planning to transform itself through increased accountability and transparency, while empowering all staff to participate in charting the future of the organization.

The starving Research Library user: Relationships between Library institutional characteristics and spring 2002 LibQUAL+ scores

Abstract The relationship between library institutional characteristics such as volumes held, volumes added gross, current serials, total staff and expenditures, and the scores on the four LibQUAL+(™) service quality dimensions (Affect of Service, Access to Collections, Information Control and Library as Place) are analyzed across a group of 130+ libraries that participated in spring 2002 for the members of the Association of Research Libraries and the participating libraries that are not members. Service quality indices, especially as measured by the service affect dimension, appear to have a slightly inverse relation to collection investments reflecting the higher expectations and harder-to-meet demands of the research library user. Relationships between institutional characteristics and service quality indices are also explored for OhioLINK and AAHSL, the two consortia groups that participated in 2002.

Purpose – The work described in this paper aims to reflect the natural evolution of longstanding dialogue between the Association of Research Libraries (ARL), Johns Hopkins University (JHU), and Bielefeld University.Design/ methodology/approach – This study looks at how each institution has combined library and assessment expertise and developed evaluation methodologies that emphasize different, but interrelated aspects of library services.Findings – The resulting tools may be viewed as an integrated decision support system (DSS) that can offer librarians and library administrators a comprehensive framework for choosing appropriate tools, methodologies, and resources for evaluation of both existing and future library services.Originality/value – This paper provides an excellent introduction and overview for practitioners new to the topics described.
