This paper analyses three case firms whose innovation management processes have been consolidated. The companies Natura, IBM (Brazilian Subsidiary) and Siemens (ChemTech/Brazil) were studied with the purpose of analysing the implementation of OI, particularly in terms of: (a) its alignment with existing corporate strategy; (b) its requirements such as culture, skill and motivation; (c) the strategy and the implementation process; (d) the results achieved (e) the present barriers and enablers. The research is qualitative in nature and employs a descriptive approach. The main results of this study, obtained using a method called ‘Collective Subject Speech’ , show that the implementation of OI, both structured and non-structured, is mainly challenged by cultural issues. It has been observed that the implementation of OI process is at its embryonic stage in all case firms and that this occurs along with investments in closed innovation, meaning that OI results cannot be explored at this stage of the implementation, as there is a long way to consolidate these practices in the case firms studied.

Summary As a result of changing market needs and growth in competition, companies’ competitiveness is increasingly being determined by their innovation capacity. This study aims at analyzing the characteristics of technological behavior of the Telecom industry in Brazil, specifically of equipment suppliers, which account for most of the sector’s technological innovation. This study encompasses quantitative analysis describing the profile of innovative companies and their Research and Development (R&D) efforts, and the results obtained. In order to complement the analysis, a few cases were studied in order to show, among others, the main areas and/or products having R&D carried out in Brazil, factors attracting R&D activities to the country, cooperation with local universities and difficulties faced by companies when carrying R&D locally. Main conclusions and suggestions for public policies of the telecom industry are finally presented.

O objetivo do trabalho e analisar o modelo brasileiro de inovacao, buscando estabelecer a ligacao entre a teoria, a pratica e as intervencoes no processo empreendidas pelo poder publico, a partir das politicas adotadas. A abordagem teorica (perspectiva analitica) do tema desenha-se sobre os paradigmas da ciencia, tecnologia e inovacao: linear, sistemico e complexo. O foco normativo recai sobre o marco legal da Lei de Inovacao n. 10.973 e os possiveis impactos de sua adocao no meio academico. Interessa-nos principalmente examinar o eixo de flexibilizacao das atividades dos pesquisadores, mobilidade e relacoes de trabalho nas universidades publicas. Do ponto de vista da praxis academica, elegeu-se como objeto de estudo o Departamento de Engenharia de Energia e Automacao Eletricas (PEA) da Escola Politecnica da Universidade de Sao Paulo (USP). Na fronteira teorica mundial relativa a C,T&I ha indicios de instauracao do paradigma complexo, no qual a sustentabilidade, a inovacao sustentavel e a inteligencia distribuida tem papel preponderante. As politicas publicas brasileiras relativas a C,T&I evidenciam alinhamento ao paradigma sistemico competitivo, com foco em P&D nas empresas. Do ponto de vista institucional, pode-se afirmar que esta em curso na USP um processo de transicao conduzido principalmente no meso-nivel dos processos administrativos. Com referencia a praxis academica de pesquisa observada no PEA, ha indicios de transicao ao paradigma sistemico complexo. Conclui-se que no momento nao ha possibilidade de evolucao harmoniosa dos sistemas de C,T&I devido a falta de alinhamento entre teoria, pratica e politicas.

This paper examines the process of the adoption of CAD in engineering firms in Brazil, Canada and the USA, and highlights some of the problems experienced with regard to the interplay between technology and people in the organization.CAD diffusion among these firms has frequently been much slower than expected by their decision makers, and the degree of acceptance by the professionals is heterogeneous. The paper describes the situation, based on the few surveys available and on extensive field research, and offers several reasons for the problems encountered. As a comprehensive approach to deciding on and implementing CAD, the paper proposes the new concept of Engineering Automation (“ENGIMATION”), devised by the author. The concept of ENGIMATION is intended to promote the use of CAD as a way of improving the competitiveness of the firm.

This paper discuss lhe technological innovation in industry. Preliminary describes aspects concerning the evolution in the productives systems and their relationship with technology and organization structure. It attempts to analyse the recent propositions of models that hypothezises the rate of major innovation for products and process over time, and the organizational and market relationship. Enfazises that the technological innovation in industry involves the establishiment of a strategic and operational planning, with respect technology/market, gama of projects, and organizational structures. On development process, the management by project appear to be appropriate within the present conditions of flexibility and integration in industry, where the learning and .competence approach are prerequisites.

The purpose of this paper is to show the relationship between technology and competitiveness, out of an exploratory study of the tecnological capability of the Brazilian textile machine industry. The study was supported by a number of interviews in selected companies Evidences from the study indicated that Brazilian textile machines that tended to be more competitive are those in which the technological progress tended to be slow and those whose production process requires more labor content and closer interactive relationship between producers and clients, such as finishing machines ordered by request.

O presente trabalho discute o papel dos engenheiros de producao no processo de assimilacao das novas tecnologias baseadas na informatica pelas organizacoes produtivas. Conclui-se pela necessidade de sensibilizar esses profissionais, quer no seu estagio de formacao como, especialmente, no de educacao continuada apos a conclusao do curso. Identificam-se os metodos educacionais disponiveis, focalizando com detalhe aquele baseado em experiencias estruturadas. E apresentado um caso pratico bem sucedido, e discutido o potencial para utilizacao em outras tecnologias de Informatica de interesse para o engenheiro de producao.

This chapter addresses how technological innovation in agribusiness should strengthen the synergies among different feedstock production systems, lower carbon footprint and create new business ventures based on bioenergy and bioproducts. We draw on examples from sugarcane from Brazil, where multiple feedstock production systems are being deployed for the production of bioenergy, biofuels and bioproducts, creating operational models for biorefineries. We make the case that sustainable mobility frameworks based on biofuels depend more on how agricultural landscapes are used, than on the feedstock conversion systems themselves. The production of multiple feedstock products at landscape level is crucial for sustainable mobility because it optimizes land use, diversifies the sources of income from farmers, reduces the food versus fuel competition and reduces biofuel carbon footprint. We also present an assessment of the biodiesel program in Brazil, which was launched in 2005 and is currently blended with diesel at a mandatory 5% level. By November 1, 2011, the world population will have reached 7 billion people and more likely by 2050, 9 billion, a demographic turning point as well as a major shift in global geopolitics and consumption patterns of food, energy, water and other resources. The challenges that this presents will continue to be the case for the foreseeable future, while climatic instability and increased severity of pests and disease will affect our capacity to produce goods and services. Agriculture must be at the center of supplying food in quantity and quality necessary to feed an aging population, with people living longer and healthier lives. But several looming challenges remain which must be addressed for agriculture to be successful in fulfilling these needs in a sustainable manner and requires a global coordinated effort. Feeding 9 billion people in 2050 will require the development of new agribusiness models, new technologies and innovative ways of delivering an array of bioproducts from multi-functional agricultural landscapes. Innovation at different feedstock chains can also mitigate price volatility associated with the uncertainties of single product delivery, and the development of competencies and distinctiveness of the bioenergy and bioproducts coming from these landscapes, and thus contributing to sustainable mobility frameworks based on biofuels.

Rede do Saber is Portuguese for knowledge network, which is the information technology and communications infrastructure implemented by the Sao Paulo State Education Department (local acronym SEE-SP) providing virtual interconnection for all regions in the state in a wide- reaching interactive network that is part of IntraGov. IntraGov is the largest public network in Brazil and one of the largest in the world, connecting all the state government Departments and other public agencies I n a high-speed network, enabling rapid interchange of information, decision making and delivery of public services. The purpose of Rede do Saber is to expand opportunities and incentives, and enhance conditions for the ongoing training of the large number of educational agents in the State of Sao Paulo, in order to improve the quality and effectiveness of teaching and learning processes.

The effective search engine implemented yields to a swift and intuitive system using hypertext feature for easy navigation through related legal acts. It is already reflecting a significant improvement in administrative and legal procedures in government offices, legislative and judiciary departments, municipal administrations as well as private lawyer offices, corporations, universities, and members of the community.
