Informatização e organização do trabalho em bibliotecas universitárias: estudo comparado entre Brasil, Moçambique e Africa do Sul 10.5007/1518-2924.2006v11nesp1p147

O artigo, baseado em estudo comparativo entre bibliotecas universitarias de alguns paises em desenvolvimento (Brasil, Africa do Sul e Mocambique) discute o processo de informatizacao dessas bibliotecas a partir de um enfoque integrado, que inclui, alem dos aspectos tecnologicos, os relacionados a gestao do processo, a organizacao do trabalho e a qualificacao dos trabalhadores, tratando-os como igualmente relevantes. Embora represente uma analise parcial, os dados apontam para uma relacao direta entre a adocao tecnologica nessas bibliotecas e o macro ambiente economico, politico e social em que estao inseridas. Fica tambem evidente que a adocao tecnologica e um processo endogeno a instituicao e que cada fase deve ser acompanhada pelo correspondente aperfeicoamento dos mecanismos administrativos, sob pena de involucao, no caso, da unidade de informacao como um todo, a despeito do uso da mais alta tecnologia.The article, based on a comparative study between university libraries of some developing countries like Brazil, South-Africa and Mozambique, discusses the information process of these libraries, from an integrated angle, which includes, beyond the technological aspects, those related to the management of the process, the organization of the work and the qualification of the employees, treating them like equally importance. Although it represents a partial analysis, the data points at a direct relation between a technological adoption within these libraries and the economic, political and social macro-environment. It is also evident, that the technological adoption is a process endogenous to the institution and that every stage must go with the corresponding improvement of the administrative mechanics; if this doesn’t happen, the whole information unit will decline, even with the use of the most advanced technology.

Saber fazer: implicações da qualificação

The object of this paper is to discuss some aspects of the concept of skill, the analysis of which is based upon observed work relations in some textile mills in Minas Gerais, Brazil. One notices some hesitation in embracing the iâea of qualification and adopting new technology in the industry.Rational policies based on high iurnouer raies, low skills and low wage rates haue been used as a means of control aver the labor class. But they also imply poor quality of the final product which remains below the externai markei requiremenis, thus reducing competitive power. Because some aspects of skiU anâ know how can not be easily codified or transferred to neweomers, they require a long period of practice living close to the production line.
