Orthogonal moment is known as better moment functions compared to the non-orthogonal moment. Among all the orthogonal moments, Tchebichef Moment appear to be the most recent moment functions that still attract the interest among the computer vision researchers. This paper proposes a novel approach based on discrete orthogonal Tchebichef Moment for an efficient image compression. The image compression is useful in many applications especially related to images that are needed to be seen in small devices such as in mobile phone. Meanwhile, the method incorporates simplified mathematical framework techniques using matrices, as well as a block-wise reconstruction technique to eliminate possible occurrences of numerical instabilities at higher moment orders. In addition, a comparison between Tchebichef Moment compression and JPEG compression is conducted. The result shows significant advantages for Tchebichef Moment in terms of its image quality and compression rate. Tchebichef moment provides a more compact support to the image via sub-block reconstruction for compression. Tchebichef Moment Compression is able to perform potentially better for a broader domain on real digital images and graphically generated images.

This paper proposes a new approach based on 4x4 discrete orthogonal Tchebichef Moment for fast and efficient image compression. The method incorporates a simplified mathematical framework technique using matrices, as well as a block-wise reconstruction technique to eliminate possible occurrences of numerical instabilities at higher moment orders. The comparison between 4x4 Tchebichef Moment Transform and Discrete Cosine Transform has been done. The results show significant advantages for 4x4 Tchebichef Moment in terms of its error reconstruction and average bit-length of Huffman codes.

Currently, mobile image applications spend a lot of computing process to display images. A true color raw image contains billions of colors and it consumes high computational power in most mobile image applications. At the same time, mobile devices are only expected to be equipped with lower computing process and minimum storage space. Image dithering is a popular technique to reduce the numbers of bit per pixel at the expense of lower quality image displays. This paper proposes a novel approach on image dithering using 2x2 Tchebichef moment transform (TMT). TMT integrates a simple mathematical framework technique using matrices. TMT coefficients consist of real rational numbers. An image dithering based on TMT has the potential to provide better efficiency and simplicity. The preliminary experiment shows a promising result in term of error reconstructions and image visual textures.

Currently, small mobile devices may not have the capability to display high fidelity true colour images. It is expected to have limited capability in computational power and storage. However, a small mobile device is expected to perform efficiently in displaying images. A dithering technique is called for here in order to improve the perceptual visual quality of the limited bit depth images. Typically, a true colour image is reduced down to fewer bits per pixel. In order to efficiently dither a colour image on small mobile devices, this paper proposes 2×2 Tchebichef Moment Transform (TMT) approach. Earlier, a 2×2 Discrete Wavelet Transform (DWT) has been proposed for better image quality on dithering. The 2×2 TMT has been chosen since it performs better than the 2×2 DWT. TMT incorporates simplified mathematical framework technique using matrices. The result shows that 2×2 TMT gives perceptually better quality on colour image dithering in significantly efficient fashion.

The total number of population in the world will keep on increasing. This will eventually pose challenges towards quality of life for example issues related to healthcare. Hence, a proper solution needs to be devised in order to face the challenges. Internet of Things (IoT), which is one of the digital technologies, that is becoming a trend now can offer promising solution. This paper serves as a short communication in introducing IoT and its application in healthcare domain as well as the analytics combined with the technology. Some examples are presented according to the categories of the application. It must be noted that the analytics play an important role in making the IoT healthcare as a comprehensive solution. At the end of the paper, challenges in making this digital as an accessible solution is discussed.

This study focuses on deploying an evaluation system for lecturer to provide assessment document question sets such as final examination paper which is based on the outcome-based-education (OBE) approach. Using the OBE approach, students level of understanding, skill and cognition is set to align with learning outcomes (LO) and program outcomes (PO). However, in preparing the assessment as such the final examination, lecturers may tend to forget making an alignment with the LO and PO. In current practice, most lecturers preparing the final examination document find that it was quite tedious and challenging making sets of questions to align with the LO and PO. Thus, they need to consider the suitability of marks given according to the level of difficulties of those questions. As a result, in each semester, lecturers need to provide documents of examination questions papers, the examination answer scheme and the table of specification test. All these documents were provided manually and some of them did not manage to prepare the required documents properly. Thus, a prototype of Examination and Quiz System (EQs) with Outcomes-Based-Education is proposed. The objectives of this research are two folds: (a) to propose an automated examination document that align with the LO and PO; (b) to generate an automated Table of Specification Test based on the automated examination document. The impact of the new approach giving an innovative perspective in education world, which time allocation for preparing final examination questions is reduced and the question set is aligned with LO and PO.
