Information and communication technology (ICT) is permeating all aspects of service management; in the public sector, ICT is improving the capacity of government agencies to provide a wide array of innovative services that benefit citizens. E-Government is emerging as a multidisciplinary field of research based initially on empirical insights from practice. Efforts to theoretically anchor the field have opened perspectives from multiple research domains, as demonstrated in Practical Studies in E-Government. In this volume, the editors and contributors consider the evolution of the e-government field from both practical and research perspectives. Featuring in-depth case studies of initiatives in eight countries, the book deals with such technology-oriented issues as interoperability, prototyping, data quality, and advanced interfaces, and management-oriented issues as e-procurement, e-identification, election results verification, and information privacy. The book features best practices, tools for measuring and improving performance, and analytical methods for researchers.

Each chapter of the book is briefly presented and is positioned according to a vision of the e-government domain of research.

Public e-procurement is the use of electronic means for publishing, processing, exchanging and storing all the information related to institutional purchases in public organisations. It requires complex technological tools, which must comply with legal and organisational constraints. In France, such tools have actually been deployed and used in all public institutions since 1 January 2005. The purpose of this paper is to describe briefly the functional and legal requirements for public e-procurement in France, and to present a general evaluation of eight deployed e-procurement platforms using an empirical methodology. The functionalities and general characteristics of the studied platforms are sketched and compared on the basis of commercial and technical data.

Abstract The quality of collaboration directly affects the quality of an organization’s outcomes and performance. Trends like globalization and increased product and service complexity have pushed organizations to become more and more reliant on collaboration in distributed, cross-disciplinary, cross-cultural, virtual teams. The present research is based on an applied science/engineering (AS/E) research paradigm to address an important class of unsolved problems—measuring the quality of collaboration within and across organizational boundaries. This paper presents a collaboration maturity model (Col-MM) to assess an organization’s team collaboration maturity as a first step toward a generalizable solution to that class of problems. The Col-MM is intended to be sufficiently generic to be applied to different organizational and team settings and usable by practitioners for conducting self-assessments. The Col-MM was developed during a series of focus group meetings with professionals (business unit managers). The model was then piloted and subsequently applied in a field study in an automotive company. This paper reports on the development and field application of the Col-MM. It contributes to the collaboration science literature, theory, and practice through a detailed AS/E study that develops a maturity model and a system for administering it that provides proof of value and effective use in the field.

Organizations increasingly rely on teams to solve problems creatively or design new products and services. Research to date has mostly focused on individual creativity, rather than team creativity. This paper introduces the Team Creativity Model (TCM) to understand the antecedents of team creativity. TCM posits that both individual creativity and shared mental models (SMMs) contribute to team creativity. SMMs act as a mediator between knowledge sharing and team creativity. Antecedents to individual creativity include an individuals propensity to be creative and individual knowledge. Individual knowledge also is an antecedent to knowledge sharing, as are an individuals propensity to share knowledge and trust within the team. In an exploratory study at a telecom company, a team of design experts participating in four creative sessions provided initial support for the TCM constructs and their relationships. The findings suggest that further exploratory and empirical research on TCM is justified. Some tentative implications for research and practice are presented.

In the last few years, Knowledge Management (KM) practices have evolved in organizations. Due to the introduction of Web 2.0 technologies, new usages of information and knowledge sharing have emerged (Enterprise 2.0). The book aims to give an overview on theoretical and empirical research that investigates the next Knowledge Management (KM) generation (McElroy, 2002) in the Web 2.0 age, which would be called KM 2.0 (Dudezert & Boughzala, 2008). It highlights evolutions of the KM area with a global focus and an international dimension of studies. The objective is also to compare different approaches and practices developed in different countries and cultures.

The design or the realization of any project implies the involvement of a set of agents that can be individuals, teams or enterprises. These agents share resources and competencies, similar or dissimilar, and cooperate in order to reach some shared objectives by using Information Technologies. We speak then about virtual enterprises. However, exchanging data is not sufficient to support virtual enterprises, it is necessary to develop some adequate tools to guarantee a smooth functioning. Within a methodological framework for the design of inter-enterprise cooperation systems particularly in the field of virtual enterprises, we present in this paper three models of integration by data, by processes and by knowledge to support communication, coordination and collective problem-solving. We conclude this paper with a brief early evaluation of the advantages of our approach for inter-enterprise cooperation, by comparison with existing work coordination tools and architectures.

Organizations increasingly rely on corporate social networks and online communities, under what is called today Enterprise 2.0, to enhance socialization and favor information/knowledge sharing, collaboration and value creation among coworkers. Researchers and practitioners to date have mostly assumed that people from this generation Y, because of their massive use of social media in the private arena, would be willing to accept and use them more easily and quickly in corporate environment. However, to the best of our knowledge, there is no empirical work which has been reported on this issue confirming this assumption.
