Trends in local government in Europe

Abstract The article explores which reform trends are expected to play a significant role in the further development of local government in European countries. Analysis is based on an adopted Delphi survey of (mainly academic) local government experts from thirty-two countries. Results include a list of trends structured by the perceived importance for the coming ten years. Redistributing responsibilities and duties across levels of government constitute the highest ratings out of all trends. Furthermore, results do not provide clear evidence to support a shift from public management to governance as has recently been proclaimed in academic debate and literature. Management topics continue to be of great importance. Last but not least, clusters extracted point to different reform groups, which highlight more reluctant or enthusiastic attitudes to the relevance of the suggested trends of the study.

Outcome-orientation in performance contracts: empirical evidence from Swiss local governments

Setting targets for public service delivery combined with increased flexibility in resource use has been a major topic of reforms internationally. Performance contracts are a central instrument of implementation, defining the relevant contents of control. The article will analyse performance contracts in Swiss local governments as regards performance specifications and the combinations of performance and financial control which they use. The analysis shows that only about a third of performance contracts contain indicators for performance specification, and only about 20 percent of performance contracts have defined indicators for outcomes. In contrast, about 90 percent of performance contracts regulate the attribution of financial resources by variable and globalized budgets. As a consequence, only a minority of performance contracts fulfil the conceptual idea of combining output-oriented financing and control of performance by targets and indicators.

Controlling the control system: performance information in the German childcare administration

Purpose – The purpose of this article is to improve understanding of the use of performance information in the public sector. Design/methodology/approach – The article is based on a comparative case study in the field of German childcare administration. Two cities have been selected based on the variation of their performance measurement systems. Findings – It is found that a higher complexity and sophistication of the measurement system fosters the use of performance data by civil servants. At the same time, such a comprehensive control system seems to undermine the steering ability of local politicians. Referring to agency theory, it is argued that complex data systems can increase information asymmetries in favour of bureaucrats. Research limitations/implications – Since the findings are based on two cases, the paper does not make any claims about their generalisability for a particular population. Editorial: Improving our journal

Over the past few years IRAS has received more and more manuscripts, and has moved steadily towards carrying a higher proportion of genuinely international and comparative material (rather than studies confined to one country). In other words it has been living up to its international title, and has been a more and more popular destination for would-be authors. However, these successes have been gained within an increasingly competitive world of public administration and public policy journal publishing, which means that no journal can afford to rest on its laurels. IRAS may be the oldest truly international journal in public administration, but nevertheless, it has to move with the times. We are therefore delighted to be able to launch the 2008 volume (74) by announcing two important changes. First, the previous arrangement of having a single Editor-in-Chief, assisted by a Journal Manager, will be replaced by an editorial team of one Editor-in-Chief and two Deputy Editors. Professor Christopher Pollitt will continue to act as editor in Chief, and Catherine Humblet remains as the Journal Manager. They will be joined by two Deputy Editors, Professor Pan Suk Kim of Yonsei University, South Korea and Professor Isabella Proeller of Potsdam University. Meanwhile, as far as the non-English versions of IRAS are concerned, Professor Pierre Sadran will continue as Associate Editor with a particular responsibility for reviewing and advising upon the French edition of the Review. Similarly, Dr Francisco Ramos Fernandez Torrecilla and Dr Youssef Essa Hassan Al-Sabri are in charge of the translation and publication of (respectively) the Spanish and Arabic editions. The second important development is that papers submitted in English to IRAS will henceforth be managed through a sophisticated new piece of software, SAGETRACK. This will enable authors, editors and referees to keep constant track of every paper, and will give the editorial team the ability to make rapid analyses of the spread and flow of material. The address of the SAGETRACK website (which includes information on how to submit both papers and referees’ reports) is given inside the front cover of each issue. We are currently investigating the possibility of including French manuscripts in the same system at a later date, but for the moment they should continue to be submitted by email or hard copy. Do They All Fail?: A Comparative Analysis of Performance-Related Pay Systems in Local Governments

The introduction of performance-related pay (PRP) in the public sector has been one of the main trends in public management reform in the last two decades. However, it seems that PRP regimes have been loosened or even taken off the reform agenda, often with the notion that they were not used as planned, failed to deliver, and ultimately were stalled as being a control instrument incompatible with the existing administrative culture. Focusing on the local government level in Germany, France, and Italy, the authors explore the why PRP systems have failed to manifest a core position within in performance-oriented reform agendas. Diffusion and implementation practices in the three countries show significant differences, which have led to significant heterogeneity to as well as variance in the implementation of PRP.

Was bestimmt die Reformbereitschaft von Führungskräften in der Ministerialverwaltung

Bestehende Forschung hat gezeigt, dass die Reformbereitschaft von Fuhrungskraften eine wichtige Voraussetzung fur die erfolgreiche Umsetzung von Veranderungsprojekten ist. Dieser Artikel geht der Frage nach, wie erklart werden kann, warum einige Fuhrungskrafte in der offentlichen Verwaltung reformbereiter sind als andere. Er greift dabei auf eine Fuhrungskraftebefragung aus dem Jahr 2010 zuruck, die auf den Einschatzungen von 351 Verwaltungsmanagern aus der Ministerialverwaltung von Bund und Landern basiert. Eine statistische Analyse dieser Daten kommt zu dem Ergebnis, dass die typische reformbereite Fuhrungskraft intrinsisch motiviert ist, auf eine aufgabenorientierte Fuhrung setzt sowie Arbeitserfahrung auserhalb der offentlichen Verwaltung und keine juristische Ausbildung besitzt. Sie arbeitet auf oberer Hierarchieebene, ist jedoch eher mit Fach- als mit Fuhrungsaufgaben beschaftigt. Der Artikel vertieft und erlautert diese Befunde sowie deren Implikationen fur die Verwaltungspraxis.

Verwaltung im Gewährleistungsstaat

Moderne und in jungerer Zeit viel zitierte Staatskonzeptionen wie jene des Gewahrleistungsstaates oder des aktivierenden Staates implizieren nicht nur eine Neudefinition der staatlichen Aufgaben im Sinne einer Aufgabenkritik, sondern schreiben dem Staat veranderte Handlungsweisen und Formen der Auf-gabenwahrnehmung zu. Die Verwaltung als ausfuhrender Teil staatlicher Organisation ist von diesen Veranderungen gleichermasen betroffen: nicht nur andert sich ihr Aufgabenspektrum, sondern um als Gewahrleistungsstaat zu agieren, muss insbesondere die staatliche Verwaltung als Gewahrleistungsverwaltung handeln. Welche Auswirkungen das Staatsverstandnis des Gewahrleistungsstaates auf die offentliche Verwaltung hat, wird im Folgenden genauer analysiert.

EGPA and the European Administrative Space: Strategic Partnership with NISPAcee and the Trans-European Dialogue (TED)

The chapter aims at addressing collaboration between the two main professional organizations in the field of Public Administration in Europe—the European Group of Public Administration (EGPA) and the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee)—in their contribution to understanding, creating and institutionalizing the European Administrative Space. While the chapter gives an overview of both informal collaboration between Eastern and Western European scholars, and a joint accreditation initiative (EAPAA), its main focus is on Trans-European Dialogue (TED). The chapter outlines the challenges for the future of TED and proposes other potential ways of EGPA-NISPAcee collaboration.

Performance Management in den kreisfreien Städten

Die Steuerung mit Kennzahlen ist ein sehr kontrovers diskutierter und evaluierter Bereich. Von den Kritikern wird unter dem Stichwort der zunehmenden Datenfriedhöfe die Angemessenheit dieses Führungsinstrumentariums für den kommunalen Kontext bezweifelt. Die Befürworter betonen die zunehmende Systematisierung und Transparenz als Chance für die Steuerung. Für beide Positionen gibt es empirische Evidenz. Diese Studie versucht etwas Licht in diesen scheinbaren Widerspruch zu bringen, indem untersucht wird, welche Rolle Kennzahlen für die Verwaltungsarbeit der mittleren Führungskräfte in den kreisfreien Städten und Bezirken der Stadtstaaten spielen. Im Ergebnis zeigt sich, dass Kennzahlen in vielen Städten präsent sind, das Berichtswesen allerdings oft wenig integriert und entwickelt ist. Es wird überwiegend mit einfachen Finanzund Leistungsinformationen gearbeitet. Ein zentraler Befund legt zudem nahe, dass „menschliche“ Faktoren im Vergleich zu „technischen“ stärker berücksichtigt werden müssen, wenn die Nutzung von Kennzahlen weiter forciert werden soll.
