Bringing Ecosystem Services into Economic Decision-Making: Land Use in the United Kingdom

Monitoring Land Use Land-use decisions are based largely on agricultural market values. However, such decisions can lead to losses of ecosystem services, such as the provision of wildlife habitat or recreational space, the magnitude of which may overwhelm any market agricultural benefits. In a research project forming part of the UK National Ecosystem Assessment, Bateman et al. (p. 45) estimate the value of these net losses. Policies that recognize the diversity and complexity of the natural environment can target changes to different areas so as to radically improve land use in terms of agriculture and greenhouse gas emissions, recreation, and wild species habitat and diversity. The value of using land for recreation and wildlife, not just for agriculture, can usefully factor into planning decisions. Landscapes generate a wide range of valuable ecosystem services, yet land-use decisions often ignore the value of these services. Using the example of the United Kingdom, we show the significance of land-use change not only for agricultural production but also for emissions and sequestration of greenhouse gases, open-access recreational visits, urban green space, and wild-species diversity. We use spatially explicit models in conjunction with valuation methods to estimate comparable economic values for these services, taking account of climate change impacts. We show that, although decisions that focus solely on agriculture reduce overall ecosystem service values, highly significant value increases can be obtained from targeted planning by incorporating all potential services and their values and that this approach also conserves wild-species diversity.

Land managers’ behaviours modulate pathways to visions of future land systems

Attempts to influence the development of land systems are often based on detailed scenarios that constrain relevant factors, describe a range of divergent but plausible futures and identify potential pathways to visions of desirable conditions. However, a number of assumptions are usually made during this process, and one of the most substantial is that land managers display homogeneous, economically rational behaviour across space, time and scenarios. This assumption precludes the consideration of important behavioural effects and limits understanding of the feasibility of scenario-based pathways towards visions. We use an agent-based land use model to examine broad forms of behavioural variation within defined scenarios in theoretical contexts. We relate model results to stakeholder-developed visions of desired future land systems in Europe and so assess the scope for behavioural pathways towards these normative futures. We find that the achievability of visions is determined by internal inconsistencies, scenario conditions and the multifunctional potential of land uses, with a fundamental tension between large-scale land use productivity and small-scale diversity (i.e. land sparing and land sharing). Trading conditions affect this balance most strongly and represent an obvious target for governance strategies concerned with achieving multifunctional land use. However, within specific circumstances behavioural effects are strong and diverse, and can accelerate, counteract or mitigate the impacts of other drivers. This suggests that visions for the land system should focus on trade-offs, identifying those that are least strong, most acceptable and most susceptible to adjustment through behavioural or other influences.

Identifying pathways to visions of future land use in Europe

Plausible scenarios of future land use derived from model projections may differ substantially from what is actually desired by society, and identifying such mismatches is important for identifying policies to resolve them. This paper presents an approach to link explorative projections of future land use for the European Union to normative visions of desired land-use futures. We used the results of 24 scenario projections obtained from seven linked simulation models to explore uncertainty in future land-use developments. Land-use projections were linked to statements made by stakeholders for three normative visions of desired, future land use. The visions differed in the scale of multifunctionality of land use: at European (Best Land in Europe), regional (Regional Connected) or local (Local Multifunctional) level. To identify pathways to these visions, we analysed in which cases projected land-use changes matched with the land-use changes desired in the visions. We identified five pathways to the vision Regional Connected, two pathways to the vision Best Land in Europe, but no pathway to the vision Local Multifunctional. Our results suggest that policies have the ability to change the development of land use such that it is more in line with land-use futures desired by society. We believe our approach represents an interesting avenue for foresight studies on land use, as it combines the credibility from explorative scenarios with legitimacy and saliency of normative visions.

How do Europeans want to live in 2040? Citizen visions and their consequences for European land use

The aspirations, motivations and choices of individual European citizens are a major driver of the future of global, European and local land use. However, until now no land use study has explicitly attempted to find out how the general public wants to live in the future. This paper forms a first attempt to survey European citizens to understand their desired future lives in relation to consequences for European land use. We used a crowdsourcing experiment to elicit visions from young Europeans about their lives in 2040. Participants completed a graphic novel around carefully selected questions, allowing them to create a story of their imagined future lives in pictures. The methodology worked well, and the sample seemed reasonably representative albeit skewed towards an educated population. In total, 1131 responses from 29 countries were received. Results show a strong desire for change, and for more sustainable lifestyles. There is desire for local and ecologically friendly food production, to eat less meat, to have access to green infrastructure and the ability to cycle to work. However, international travel remains popular, and the desire for extensive food production and owning detached houses with gardens will likely result in complex land use trade-offs. Future work could focus more specifically on quantifying these trade-offs and inform respondents about the consequences of their lifestyle choices. This was a first attempt to use crowdsourcing to understand citizen visions for their lives in the future, and our lessons learned will help future studies improve representativeness and increase responses.

Sketching sustainable land use in Europe by 2040: a multi-stakeholder participatory approach to elicit cross-sectoral visions

The continuously growing global demands on a finite land resource will require better strategic policies and management of trade-offs to avoid conflicts between different land-use sectors. Visions of the future can support strategic planning by stimulating dialogue, building a consensus on shared priorities and providing long-term targets. We present a novel approach to elicit stakeholder visions of future desired land use, which was applied with a broad range of experts to develop cross-sectoral visions in Europe. The approach is based on (i) combination of software tools and facilitation techniques to stimulate engagement and creativity; (ii) methodical selection of stakeholders; (iii) use of land attributes to deconstruct the multifaceted sectoral visions into land-use changes that can be clustered into few cross-sectoral visions, and (iv) a rigorous iterative process. Three cross-sectoral visions of sustainable land use in Europe in 2040 emerged from applying the approach in participatory workshops involving experts in nature conservation, recreation, agriculture, forestry, settlements, energy, and water. The three visions—Best Land in Europe, Regional Connected and Local Multifunctional—shared a wish to achieve a land use that is sustainable through multifunctionality, resource use efficiency, controlled urban growth, rural renewal and widespread nature. However, they differ on the scale at which land services are provided—EU-wide, regional or local—reflecting the land-sparing versus land-sharing debate. We discuss the usefulness of the approach, as well as the challenges posed and solutions offered by the visions to support strategic land-use planning.
