Design and development of telematics transport systems represents a new approach to solving transportation problems. Telematics offers large opportunities to strengthen the positive features of transport (availability, mobility), while minimizing its negative impacts (e.g. environmental pollution, energy consumption, congestion, accidents, infrastructure construction costs) without any additional spending on investment.

The principal models used in traffic analyses and forecasting in transportation system are reviewed in the paper. Further on, with the perspective of continuing growth of motoring and of the mobility of citizens, a necessity of using ITS solutions as well as of traffic modelling is pointed out to be a consistent approach to the problem of congestion in the cities and agglomerations. An example is given of traffic disturbance leading to obstructions and dangerous incidents at a local site with capacity limitation located within in an intra-node weaving section in Katowice (Upper-Silesian Agglomeration in Poland).

With development of society increase the demand for the movement of people and goods. From years the transportation expand rapidly and is crucial to economic development. Unfortunately, it is also an economic sector with the most harmful effects on the environment. The various modes of transport in different extent impact negative on the environment, which depends mainly on the technical-operating conditions. The up-to-date telematics systems provide the transport industry a revolutionary opportunity to effectively manage. Appropriate use of these systems can help to substantially improve the efficiency of transport and its operating costs, in consequence lead to reduce the negative environmental impact of transport.

The paper presents a review of the current state of ITS implementation in the Upper-Silesian Conurbation in Poland. A methodology for ITS architecture preparing and implementing for the Upper-Silesian Conurbation, necessary for integrated ITS planning and designing and for the conurbation transportation systems development planning, has also been proposed. Special attention was paid to the implementation problems and barriers, both of individual ITS systems as well as of their whole architecture for the Upper-Silesian Conurbation in Poland.

Planning of transportation systems with ITS systems and mobility management should have a right reflection in forecasting models [1, 6]. When measuring or estimating the costs of the network and its utilisation, it is essential to draw up a model, which describes the current network status and how ITS can change the situation. It may describe, for example, the changes in the vehicle-kilometres travelled on various streets caused by a park-and-ride system and whether this change will affect the need for investments in the road infrastructure. A scheme of traffic forecasts of technical variants of investment projects for CBA (cost-benefit analysis) has been described in this article.

Systems engineering and list of good practices has been presented in the context of ITS systems for Upper-Silesian Agglomeration. Selected results of surveys which confirm a complexity of the problems of ITS development in Silesian Region have been presented too. The differences in SWOT analysis for urban transport and variation of ITS level implementations including National Traffic Management System have been mentioned as examples.

Currently applied diagnostic systems of technical condition use more and more advanced methods of gathering and processing input data. Many scientific research centres all over the world deal with problems connected with this topic. Up till now no such unified set of guidelines has been constructed which would allow for construction of properly functioning diagnostic system no matter which object is chosen. That is why there is a constant need to test the possibilities of application of existing methods and their modification to match given diagnostic cases. In this article the results of tests conducted with the use of Bayes classifier for diagnostic purposes are presented. The purpose of the tests was diagnosis of technical condition of head gasket in internal combustion engine of a car. The source of information about technical condition was the vibration signal measured in various measurement points. In order to describe the character of changes occurring in vibration signal the measurement in form of entropy was marked for decomposed signal with the use of discrete wavelet transform (DWT).

This article presents some problems that can occur while defining configuration and architecture of intelligent transport systems (ITS) at the stage of concept development and design of these systems for urban areas. The authors propose a system procedure (systems engineering) during the development of the documentation of ITS systems and their implementation in urban areas. Rounding out the description of the proposed policies and procedures are examples of methodology of concept exploration and feasibility study of ITS for the city of metropolitan area.

Paper is aimed at indicating a possible combination of economic and technical tools, which will allow an investor active in the transport sector to select the most effective project. Authors explains the terms of profitability and effectiveness and shows the methods for their calculation. The described profitability indices allow – to a various degree and at various designing stages – supporting the decision-making process taking into consideration the risk degree, the investment life or a variable time value of money. Instead, the effectiveness indicators present comprehensive methods for projects assessment taking into account not only financial issues, but also technical or social ones.
