The huge economic loss and serious social problems are brought to the country by the frequent happening of highway emergency. Therefore, how to avoid and reduce its impact is particularly important. Then, the emergency plan is an important part of the emergency rescue system, and the effective evaluation should be made for the highway emergency plan, which is of great importance to make fast and effective emergency response and reduce the impact of the emergency. In this paper, according to the characteristics of highway emergency plan and the related research, the evaluation index system is firstly established, then, G1 method is used in the calculation of the index weights, and thus the fuzzy evaluation method is cited to make a comprehensive evaluation on the emergency plan, which make subjective evaluation objective, so the accuracy of the evaluation have been improved. Finally an example is given to verify the proposed method, which provides the effective assessment to the highway emergency for reference.

Train flow network is a complex network. The small-world and scale-free characteristics are analyzed. A computing example is carried out to show how to calculate the average path length and the cluster coefficient. The characteristics of the network built with all the trains of a national service plan are analyzed by the same method. It proves that the train flow network is a typical complex network and it is robust to the random disturbance while vulnerable to the deliberate attack. The analysis of the results can give valuable supporting information for the railway operators.

This paper analyses the complexity of building railway safety comprehensive monitor system. An Open Integration Architecture of Railway Safety Comprehensive Monitor System (OIA/RSCMS) is proposed on the basis of study on this system building characteristic and present integration architecture. Qinghai-Tibet railway safety comprehensive monitor system is put forward to be built under the guidance of the architecture.

Based on the transportation mode of high-speed trains and mid-speed trains operating on the same line, considering the delay time of different level trains influence the total late time differently and setting the double control parameters, the mathematical model of the train traffic control is built. According to the theory of genetic algorithm, the sectionalized structural optimization for chromosome coding is designed; model of solution algorithms is established. Using the adjusting algorithm based on genetic algorithm, a simulation system which was fit for the train traffic control of passenger dedicated railway is designed and by simulating the operation adjustment matter in an area of WuHan-GuangZhou passenger dedicated railway where it was from WuChang to YueYang, the feasibility of this method has been verified successfully.

The organization of the high speed railway is most important in China today, while the line planning step is the key to make the high speed railway system to run safely. It is urgent to find a new method to generate a robust line plan for high speed railway to adapt with the randomly occurring disturbs. A model is built in this paper and the approach to select the most robust line plan is discussed. A computing example is listed to illustrate the approach and it proves that it is effective. The model is well built and the method to generate and select the robust line plan has high efficiency.

Given the particularity of rail transport, the damage and losses caused by the railway emergency are often severe. Therefore, establishing the evaluation index system and making effective assessment of the corresponding emergency plan is of great importance for reducing the damage and loss of the incidents. In this paper, according to the characteristics of railway emergency plan, the evaluation index system is firstly established. Then combined with the expert judgments, G2 method is used in the calculation of the index weights, with which the consistency check in AHP is effectively avoided, and thus the fuzzy evaluation method is cited to make a comprehensive evaluation on the emergency plan, which not only combined quantitatively and qualitatively but also make subjective evaluation objective, so the accuracy of the evaluation have been improved. Finally it gives an example to verify the rationality and reliability of the proposed method, which provide the effective assessment to the railway emergency for reference.
