This study aimed to evaluate the motivations and conditions offered to the work of nurses and doctors in three high complexity emergency services of the city of Recife, Pernambuco. It is a descriptive transversal type study. It was interviewed 42 nurses and 84 doctors, of a total population of 97 nurses and 469 doctors. It was used a questionnaire prepared for this survey and the Scale of Values Related to Work. On the motivation assessment it was found that Professional Realization was the major motivational factor, and Prestige the less important factor.This study aimed to evaluate the motivations and conditions offered to the work of nurses and doctors in three high complexity emergency services of the city of Recife, Pernambuco. The aim of this study was to analyze the work process developed by the oral health teams of the VI Sanitary District of Recife, Pernambuco State, in 2006. It is a descriptive study of qualitative approach in that secondary data were obtained of a previous research accomplished in Recife, where the Sanitary District VI is located. Four semi-structured interviews were accomplished with the oral health coordinator, two surgeon-dentists and a nurse that acted in the Family Health Strategy. The results showed that some practices accomplished by the teams are still incipient such as the epidemic survey, patient reference and counter reference, and the control and evaluation of the actions. However, the progress in the preventive vision and in education practice in the professional health became evidenced through the interviews. In conclusion, in spite of the difficulties for the execution of the practices established by the National Policies of Oral Health, it is noticed a change in the attention model in oral health, being necessary some adjustments and corrections in the activity of the teams, besides a larger participation of other administration levels for the full exercise of oral health in the Family Health Strategy.

No contexto da globalizacao atual, importantes modificacoes das relacoes internacionais e dos componentes ideologicos, tecnicos e culturais na administracao dos Estados se expressam na falta de legitimidade de principios da acao publica com consequente emergencia do problema da iniquidade social e o debilitamento do papel do Estado. Os planos e programas de desenvolvimento, independente de sua origem politica ou orientacao ideologica, apresentam uma uniformidade imperante e o desafio atual implica a mobilizacao de competencias locais, tendo como objetivo a mudanca na qualidade da acao publica, mediante novas estrategias de desenvolvimento que integrem as novas dimensoes sociais e outros dispositivos de acao. Um destes, a acao intersetorial, demanda uma revisao estrutural da fronteira administrativa e cultural dos agentes sociais, publicos e privados, como ensaio de um novo conserto sociopolitico. Toma como marco metodologico a complexidade das politicas, projetos e programas e os referenciais teoricos e metodologicos: integralidade, redes sociais e a sociopraxis, construindo um processo participativo de conhecimento para uma analise de politicas na busca de uma mudanca na abordagem dos processos sociopoliticos a partir das redes locais, atraves de uma investigacao de segunda ordem.

A analise de politicas de saude vem se consolidando no Brasil, embora com um conjunto de diferentes abordagens metodologicas. A partir do modelo elaborado por Walt e Gilson em 1994, analisou-se o Programa de Saude Ambiental (PSA) do Recife, como politica que se fundamenta nos principios do SUS da Promocao da Saude e Agenda 21. Buscou-se compreender: o contexto durante a elaboracao e implementacao do PSA; o processo de elaboracao; quais atores influenciaram a agenda e o conteudo propositivo do PSA. Realizou-se estudo qualitativo de caso, com entrevistas semiestruturadas de atores chaves. Os achados destacam: na esfera do contexto, a influencia da eleicao municipal, as caracteristicas sociosanitarias do Recife, a escolha do Secretario de Saude e da equipe de gestores, a adesao dos tecnicos e o incremento financeiro. Quanto ao processo, destacou-se a captacao da oportunidade pelos gestores. Em relacao aos atores destacaram-se: gestores; tecnicos setoriais; atores extrassetoriais com construcao de viabilidade. O conteudo do PSA guarda coerencia com os principios do SUS e da Promocao da Saude. A implementacao foi influenciada pela epidemia de dengue (2002), e por fatores culturais institucionais que exerceram pressao na ordem de implementacao das acoes previstas.
