Proposta de práticas administrativo-pedagógicas que possam contribuir para o desempenho dos alunos de escolas municipais do ensino fundamental na Prova Brasil

O objetivo desta pesquisa foi aplicar a metodologia de Salgado Junior e Novi para identificar praticas administrativo-pedagogicas que possam contribuir para o desempenho dos alunos de escolas municipais do ensino fundamental na Prova Brasil. Diferentemente dos estudos ja realizados relacionados a tematica abordada neste artigo, a metodologia divide-se em duas etapas: qualitativa e quantitativa. Assim, na primeira etapa, de carater quantitativo, foram comparadas sete escolas eficientes, calculadas na fronteira da Analise Envoltoria de Dados (DEA) a tres escolas ineficientes, escolhidas por julgamento e conveniencia. Na segunda etapa, de carater qualitativo, visando compreender os processos internos que levam escolas com caracteristicas similares a obterem desempenhos diferentes, foram realizados estudos de multiplos casos. Como resultado foi possivel identificar evidencias de que 26 praticas administrativo-pedagogicas podem contribuir para o desempenho dos alunos na Prova Brasil. Espera-se, poder auxiliar no processo de melhoria da qualidade educacional, politicas publicas e gestao dos recursos para a Educacao no pais.

Management towards financial sustainability for private health companies

The purpose of this study was to identify a set of management practices towards financial sustainability for Brazilian private health insurance and plans companies.,The present paper uses a bimodal two-step approach. The first step was quantitative, with the data envelopment analysis (DEA) technique in 521 Brazilian private health companies (PHCs). At this stage, the objective was to obtain scores to rank the PHCs regarding their financial performance and services in 2013. From the quantitative analysis, two PHCs displaying contrasting performances were selected and interviewed to identify differentiating management practices.,The Group Medicine PHCs displayed a higher performance in the financial approach. Following the qualitative comparative analysis, the financially sustainable PHC presented the following differentials: a high level of financial management professionalization, a deliberate policy for the control and prevention of claims and a larger share of revenues from health plans over service revenues.,However, a limitation of the study lies in the fact that by not using any cash flow or financial result variables, the financial efficiency model used in the study does not evaluate the generation capacity of long-term results. It is noteworthy that, because it is a multiple case study, the results found cannot be generalized and should be understood only as characteristics of the studied PHCs in here.,The present paper can contribute to managers of Brazilian PCHs towards the implementation of management tools aimed at the sustainability of those organizations.,Despite the importance of the Supplemental Health Insurance System for public health in Brazil, PHCs have received a high volume of complaints and struggled with constant financial problems.

Aplicação da análise envoltória de dados (AED) na avaliação da eficiência operacional relativa entre usinas de cana-de-açúcar no território brasileiro

The study aims to analyze the impact of the variables size and location over the operational efficiency of sugarcane mills producing sugar and ethanol in Brazil year 2008/2009. Data concerning total milling and total production of sugar and ethanol was collected regarding Brazilian sugar cane mills. An operational efficiency ranking was developed, applying Data Envelopment Analysis (DEA) technique, through which was possible to verify which were the most efficient among 355 sugarcane mills and, therefore, compare the variables size, location and operational efficiency among the Brazilian mills. The quantitative analysis suggests that among the efficient groups, there is a major concentration of larger mills, located in the state of Sao Paulo. Aiming an in-depth analysis, a multiple-case study was conducted in a group of sugarcane mills, and interviews with experts in the sugarcane industry were developed. Therefore, the conclusion is that operational efficiency of sugarcane mills depends on the variable location, as larger mills tend to invest more in technologies that provide major gain in operational efficiency. The operational efficiency depends also on the location of the sugarcane mill, as the state of Sao Paulo provides favorable edaphoclimatic conditions for the juice extraction of sugarcane with a higher level of sucrose content, hence possibly having influence over the operational efficiency.

E-SCM and inventory management: a study of multiple cases in a segment of the department store chain

Inventory management through the supply chains is a theme that has always enticed managers throughout the world. Due to the increase in market competitiveness and complexity, the traditional statistical models of forecasting demand, based on time series, no longer met the needs imposed on businesses to maintain adequate levels of their inventory and supply interruptions. With the intent to meet these market demands, ERP systems appeared in the 1990s. Nevertheless, even if allowing for a more adequate level of inventory and supply interruptions achieved mainly by the optimization of internal processes and the reduction in lead time, ERP systems did not contribute to reach the SCMs desired levels of inventory that were aimed at by the more competitive businesses. This is because ERP limits itself to an internal analysis of the business. By contrast, inventory management depends on the consumption information (which is external to the business). Aiming to improve even further the level of services delivered to the end consumer, new solutions have been developed, among them the e-SCM, which, since it makes consumption information available in real time, ends up being more dynamic and efficient than the traditional demand forecasting models, Therefore, the present study aims to analyze how the e-SCM can collaborate in maintaining adequate levels of inventory and interruptions in the supply chains. The hypothesis made is that the traditional statistical forecasting models, based on time series and isolatedly, are no longer adequate to adjust the demand, as the tools based on these models do not update the demand in real time and this is fundamental in the current business dynamics. The research method used was the study of multiple cases in a segment of a chain involving a large retailer, its Distribution Center and a supplier of home appliances. For the analysis of the data, the content analysis technique was used. As main results, it was observed that, after the integration of the chain segment by the e-SCM, there was a reduction in the level of the inventory (36.8% in retail and 18% in the industry) and in inventory turnover (from 18.3 to 5.1 days in retail and from 19.6 to 3.2 days in the Distribution Center), aside from the variation in the interruption (from 17.3% to 2.6% in retail and from 3% to 0.1% in the case of the Distribution Center). Therefore, the study brings forth strong indication that the integration of the chain through the e-SCM, may contribute to the SCMs competitiveness.

O IMPACTO NAS VARIAÇÕES DAS MATRIZES ENERGÉTICAS E USO DA TERRA: ESTUDO SOBRE A EFICIÊNCIA AMBIENTAL DO G20

O objetivo foi avaliar o impacto na variacao da matriz energetica e da area das mudancas no uso da terra (reflorestamento, florestamento ou desmatamento) na reducao de emissao de gases de efeito estufa entre os paises membros do G20, no decenio 1990-2000-2010. A tecnica de Analise Envoltoria de Dados foi empregada no calculo dos scores para avaliar a eficiencia relativa dos paises do G20. Os resultados evidenciam que as alteracoes na matriz energetica (maior consumo de fontes menos poluentes) influenciam no desempenho em relacao aos demais paises e que as mudancas no uso da terra sao fatores preponderantes no desempenho do pais, em relacao a ele mesmo e aos outros, ao longo do tempo.

PRÁTICAS ESCOLARES E DESEMPENHO DOS ALUNOS: USO DAS ABORDAGENS QUANTITATIVA E QUALITATIVA

The aim of this paper was to interrelate the administrative and pedagogical practices identified in municipal elementary schools that can contribute to student performance in Prova Brasil. To that end, it was applied a methodology in which the qualitative and quantitative approaches in an integrated and collaborative way to study the school efficiency are used. First, it is applied the Data Envelopment Analysis, which, in its quantitative character, ranks schools in efficient and inefficient compared to the study group. In the second stage, qualitative, multiple case studies are conducted in these schools, to understand its internal processes. It is expected, with the results, can contribute to the alignment of practices aiming at assisting in student performance, school management and, above all, provide improvements in the quality of education.

Práticas de gestão e destinação dos recursos financeiros em Secretarias Municipais da Educação e escolas públicas municipais de ensino fundamental: um estudo multicaso

O objetivo foi identificar as melhores praticas que contribuam na gestao dos gastosfinanceiros em Secretarias Municipais da Educacao (SME) e escolas publicasmunicipais, para o desempenho dos alunos na Prova Brasil. Para tanto, foiutilizada a metodologia proposta por Salgado Junior (2013), onde a escolha eselecao das escolas e realizada por meio da tecnica da Analise Envoltoria deDados (DEA), que as classifica como eficientes e ineficientes, ou seja, em“alto” e “baixo” desempenho de seus alunos, dentro de variaveis input-output previamente estabelecidas.Apos, as escolas consideradas ineficientes sao escolhidas por julgamento econveniencia. Na segunda etapa, sao realizados estudos de multiplos casos.Espera-se, contribuir na gestao e destinacao dos recursos financeiros para odesempenho dos alunos de escolas municipais do ensino fundamental.
