The objective of this paper was to explore the potentialities of the Hospital Information System - SIH/SUS for epidemiologic surveillance and monitoring of Notifiable Diseases. The states and regions of Brazil constituted the study area. Data relative to hospital admittances for Notifiable Diseases, during the period from 1984 to 1998, was obtained from the SIH/SUS and data from the National Center of Epidemiology – CENEPI, during the period from 1980 to 1997. Data bases were linked by pathologies, hospital admittances and by place of occurrence - distributed for states and regions of the country. The results of the classification of the states according to the four larger absolute frequencies of admittances and reports and the comparison between the reports and the number of admittances according to the need of admittances for the pathologies, showed a high level of coherence between CENEPI and SIH data. It was concluded that SIH/SUS has a great agility in obtaining the data and shows a good capacity for monitoring the analyzed pathologies, being an important complementary source of information for surveillance of Notifiable Diseases.

This article analyzes the conditions of comprehensive access to health care in Recife in the state of Pernambuco based on the trajectory experienced by users from primary health services through to specialist care. Quantitative and qualitative approaches were combined with triangulation of methods as the research technique. Systemic Arterial Hypertension was chosen as a core condition, as it is an ailment that requires attention at various levels of the citys health network. The research revealed various barriers of access in primary health care becoming more accentuated at other levels of care resulting in delays in timely care and consequently prolonging the suffering of the population. Structural problems such as a shortage of medical professionals in primary care, insufficient access to specialized consultations and exams, together with the inherent dynamics of the health services, are real obstacles that the user faces in the quest for continuous and comprehensive care in the Unified Health System (SUS). In addition to broadening and enhancing the availability of services, especially complementary exams, it is necessary to ensure communication between the departments of the SUS, in order to consolidate an articulated network, thereby improving health care.

Este artigo discute a potencialidade do uso dos Sistemas de Informacao em Saude, em apoio ao processo de tomada de decisao, na gestao da politica de recursos humanos para o SUS. Descreve-se a experiencia da Estacao Pernambucana da Rede de Observatorios de Recursos Humanos das Americas, da Organizacao Pan-Americana de Saude (OPAS), sediada no Departamento de Saude Coletiva, do Centro de Pesquisas Aggeu Magalhaes, no desenvolvimento de metodologias para o manejo dos sistemas informacionais, com o objetivo de identificar areas criticas na oferta de servicos de saude e, consequentemente, carencias de profissionais medicos. A metodologia apresentada pode ser utilizada como um instrumento de gestao para melhorar a distribuicao de profissionais, de forma a atender as necessidades de saude da populacao.

This article intends to approach the incorporation of the oral health to the Family Health Strategy which included the odontology professionals into the primary health care. As the odontology has the work based in a practice of healing with emphasis in restoring activities, the implantation from this new model of attention to the health is questioned in relation to the responsible for the execution of that politics - the human resources. The objective of this article is to characterize the profile of surgeons dentists inserted in the Family Health Strategy in the cities of Pernambuco state connecting it with the specificities of the program. It was used a database of the research Model of Attention in Oral Health and Education of the Surgeon DentisI inserted in the Family Health Strategy in the State of Pernambuco. The results showed that 70.4% of the surgeons dentists are female, with predominance of the age group from 31 to 49 years old, and 65.2% of those were admitted under the contract form. Concerning education, 67.8% have specialization in the Strategy of Family Health, in which 92.3% considered it pertinent, in addition 89.6% of the dentists told to accomplish educational activities.

El articulo caracteriza y evalua el sistema de Finanzas de Brasil (Finbra) y el sistema de informaciones referido a presupuestos publicos en salud (Siops) en las dimensiones de cualidad de accesibilidad, oportunidad y claridad metodologica. Se hace una investigacion descriptiva con abordaje cuantitativo y cualitativo, mediante fuentes bibliograficas y documentales. Se comprobo que Finbra y Siops surgen en el contexto de la descentralizacion de las politicas publicas brasilenas que exigio, ademas del acceso a las informaciones, mayor control de las cuentas publicas. Los sistemas presentaron ventajas similares en lo referido a accesibilidad y oportunidad, pero el SIOPS se mostro con mayor claridad metodologica. Se resalta que hay necesidad de ampliar el conocimiento acerca de esas importantes fuentes de registro contable de las instituciones sub nacionales, en vista a su mejoramiento y perfeccionamiento.The article describes and assesses Finances of Brazil (Finbra) and Information System on Public Health Budgets (Siops) in the dimensions accessibility quality, opportunity and methodological clarity. It was made a descriptive research with quantitative and qualitative approach through bibliographical and documentary sources. It was found that Finbra and Siops arouse in the context of the decentralization of Brazilian public policies, which required, besides the access to information, more control of public accounts. The systems show similar advantages concerning accessibility and opportunity, but Siops proved to have better methodological clarity. It is pointed out that it is necessary to expand the knowledge about these important sources of the accounting register of subnational entities, intending to their improvement and refinement.

Resumo O artigo analisa o papel das Comissoes Permanentes de Integracao Ensino-Servico (CIES) na implementacao da Politica de Educacao Permanente em Saude (EPS). Trata-se de estudo multicentrico de abordagem qualiquantitativa que utilizou questionario on line autoaplicavel e entrevista semiestruturada como tecnica de coleta de dados. Os informantes chave foram os responsaveis pela Politica de EPS das 27 Secretarias Estaduais de Saude (SES) e 7 coordenadores das CIESs das cinco Regioes do Brasil. Os achados apontaram a existencia de setor especifico de EPS na maioria das SES; alta escolarizacao, experiencia e vinculo estavel dos gestores. Quanto as CIESs, constatou-se: existencia na maioria dos estados; diversidade de seu processo de criacao; composicao plural; regularidade de reunioes; boa relacao com instituicoes formadoras; dificuldades na utilizacao e manejo dos recursos destinados a EPS. O estudo apontou avancos demonstrando a importância dessas instâncias como espacos de negociacao, pactuacao e desenvolvimento da EPS. Contudo, desafios ainda precisam ser superados para que se consolidem os projetos nas SES fortalecendo a PNEPS.The article analyzes the role of Permanent Committees of Teaching-Service Integration (CIES) in the implementation of Permanent Education in Health Policy (EPS). It is a multicenter study with a qualitative-quantitative approach which used a self-applied online questionnaire and a semi-structured interview for data collection. The key respondants were the responsible for EPS Policy of the 27 State Health Secretariats (SES) and 7 coordinators of CIESs of the five regions of Brazil. The findings showed the existence of a specific EPS sector in most SES; high level of schooling, experience and stable employment status of the managers. Regarding CIESs, it was verified: existence in most of the states; creative process diversity; plural composition; regularity of meetings; good relationship with training institutions; difficulties in the use and management of resources destined for EPS. The study indicated progress, showing the importance of these instances as spaces of negotiation, agreement and development of EPS. However, challenges still need to be overcome in order to consolidate projects in the SES, strengthening the PNEPS.

RESUMO Os programas de Residencia Multiprofissional em Saude (RMS) provocam reflexoes sobre o cotidiano, as relacoes e o processo de trabalho e tem potencial de modificar nao apenas a perspectiva do individuo formado, mas os proprios espacos em que se desenvolvem, fortalecendo o continuo processo de educacao permanente em saude. Estudos que investiguem como tem se estruturado os programas de residencia multiprofissional apoiados pelo Ministerio da Saude (MS) sao oportunos e relevantes, ante as contribuicoes dessas iniciativas para o Sistema Unico de Saude. Este trabalho analisa as RMS, com o objetivo de identificar de que maneira os programas financiados pelo MS encontram-se distribuidos regionalmente pelo Pais. Realizou-se uma pesquisa documental exploratoria utilizando-se editais e portarias publicados pelo MS no periodo de 2009 a 2015. A maioria dos programas aprovados se concentrou na regiao Sudeste, principalmente em Sao Paulo, seguida pelas regioes Nordeste e Sul. As regioes Norte e Centro-Oeste foram as menos representativas no total de programas selecionados. Ja o Nordeste apresentou um incremento de programas induzido pela prioridade dada nos editais publicados. Observou-se uma tentativa de organizacao na distribuicao e uma tendencia ao aumento dos programas apresentados e aprovados.
