European union policy and the European aerospace industry

Abstract Aerospace is archetypal ‘government‐oriented’ industry with a symbiotic relationship between the state and national companies in terms of research and development funding, procurement and support for civil products. It also entails state involvement in the organization and operation of firms, whether publicly or privately owned. From the 1960s, commercial, industrial and political pressures forced European aerospace firms to collaborate in the development and production of most aerospace products. This ‘internationalized’ the aerospace policy community, but it did not directly involve the institutions of the European Union (EU). Over the last decade, however, the European Commission began to intervene in more aspects of aerospace — mainly in trade and competition issues. More recently, it has expanded its R&D sponsorship functions to aerospace. Abstract Access to space-based systems and services has been acknowledged by the EU as crucial for strategic capabilities and autonomous decision-making. With shrinking defence budgets across the continent, there is much to be gained from deeper European co-operation on military uses of space. Sharing resources with European neighbours, the UK is well placed to take the lead in a partnership developing the next generation of military satellites.

The challenge to the aerospace industry

The Aerospace Industry is facing a difficult and challenging time ahead. In a rapidly changing world, and changing world markets, a number of factors, including the slump in civil sales and the end of the Cold War, have all contributed to a need to reassess objectives and priorities and adapt accordingly. Keith Hayward discusses the post‐Cold War environment and the effect that a sharply reduced demand for military products has now had on the Industry. These challenges apart, Hayward notes the increasing need for European collaboration in the face of inter‐national competition. Without much reform and restructuring, he asserts, Europe is in danger of losing their market position and of falling even further behind the US.
