Abstract In the future, knowledge will manage the world since knowledge gives a power to people/states to direct governmental and non-governmental organisations. Therefore, as starting in the last quarter of 20th century, leaders, bureaucrats, policy makers, education experts, scientists, local managers and people who are in the conscious of this reality have tried to draw the vision of their countries and reduce digital divide. Design of web pages and Internet access can be a bridge between rural and urban people in terms of marketing of agricultural inputs and outputs, supplying extension services for farmers, development of human resources, advertisement of natural, historical and cultural values, etc.

The importance of agricultural sector has been increasing more and more almost in every country. Nevertheless, in spite of this importance of agriculture, the land which is the essential factor in yield cannot be increased, it is even being lost day by day.The reason for the loss is that private and state sectors make their investments on these fertile lands. Universities as a state sector nationalize the land they chose as their campus site. In 1994, the Rectory of Gaziosmanpasa University made a decision to nationalize 32 parsels of an area chosen as the campus site. This nationalization has been completed in 1995. Some disputes have been experienced by both land owners and the university although the nationalization in this area is not great. As a result the case has been brought to the court of judgement. The price of the nationalization to be paid for the land owners has been determined by this court judgement. In this study, the nationalization costs determined for each parcel in the nationalization applications for campus area was investigated. In addition, the problems faced in the subject of the nationalization was tried to determine and suggestions related to the problems was tried to recomend.
