RETRACTED: Neural-network fuzzy control for chaotic tuned mass damper systems with time delays

In 2013 the Editor of Journal of Vibration and Control and SAGE became aware of a peer review ring involving assumed and fabricated identities that appeared to centre around Peter Chen at National Pingtung University of Education, Taiwan (NPUE). SAGE and the Editor then began a complex investigation into the case during the rest of 2013 and 2014. Following an unsatisfactory response from Peter Chen, NPUE was notified. NPUE were serious in addressing the Journal and SAGE’s concerns. NPUE confirmed that the institution was investigating Peter Chen. SAGE subsequently uncovered a citation ring involving the above mentioned author and others. We regret that individual authors have compromised the academic record by perverting the peer review process and apologise to readers. On uncovering problems with peer review and citation SAGE immediately put steps in place to avoid similar vulnerability of the Journal to exploitation in the future. Applying Bayesian belief networks to health risk assessment

The health risk of noncarcinogenic substances is usually represented by the hazard quotient (HQ) or target organ-specific hazard index (TOSHI). However, three problems arise from these indicators. Firstly, the HQ overestimates the health risk of noncarcinogenic substances for non-critical organs. Secondly, the TOSHI makes inappropriately the additive assumption for multiple hazardous substances affecting the same organ. Thirdly, uncertainty of the TOSHI undermines the accuracy of risk characterization. To address these issues, this article proposes the use of Bayesian belief networks (BBN) for health risk assessment (HRA) and the procedure involved is developed using the example of road constructions. According to epidemiological studies and using actual hospital attendance records, the BBN-HRA can specifically identify the probabilistic relationship between an air pollutant and each of its induced disease, which can overcome the overestimation of the HQ for non-critical organs. A fusion technique of conditional probabilities in the BBN-HRA is devised to avoid the unrealistic additive assumption. The use of the BBN-HRA is easy even for those without HRA knowledge. The input of pollution concentrations into the model will bring more concrete information on the morbidity and mortality rates of all the related diseases rather than a single score, which can reduce the uncertainty of the TOSHI.

Hierarchical analytic network process and its application in environmental impact evaluation

Dependence (influence) relationship among criteria in complex decision-making problems is difficult to identify through supermatrices in the analytic network process (ANP) because of the trouble in preserving consistency. To alleviate the complexity in such situations, the first objective of this paper is to propose a hierarchical ANP that synthesises hierarchical structures and networks, where hierarchies are used to represent outer dependency and networks serve to delineate inner dependence. In the ANP applications, expertise is widely applied to assess influence weights; however, in some cases the criteria assessed are all related to measurable attributes, and it is difficult to estimate their dependence due to the lack of relevant knowledge. Therefore, the second objective of this paper is to introduce a statistical method to obtain influence weights based on measurable data rather than subjective judgement. The third objective of this paper is to present a new technique for deriving global weights, which can largely reduce the computational complexity of powering supermatrices. Finally, a real-world case of Taiwan high-speed rail system is used to demonstrate the use of these approaches.

Integrating case-based and fuzzy reasoning to qualitatively predict risk in an environmental impact assessment review

During the preparation of environmental impact statements (EIS) and environmental impact assessment reports (EIAR) for a development proposal, developers have three concerns. First is acquiring similar proposals for reference. Second is to forecast a possible review result for a compiled EIS or EIAR: approval, conditional approval, second-stage EIA, or disapproval. Risk management in accordance with the possible review result is the third issue. With the predicted possible review result, early preparation and revision of environmental management plans can ameliorate in advance highly risky nuisances; thereby the probability of passing review is relatively enhanced. In response to the first concern, Taiwan EPA provides developers an information system to access EISs and EIARs through the Internet. Except that, there is no related system to address these concerns in Taiwan. In this paper, the following suggestions of using artificial intelligence and management science are proposed to assist developers: case-based reasoning (CBR) for retrieval of similar cases, fuzzy reasoning (FR) for qualitative risk forecast, and importance-performance analysis (IPA) for risk management. Finally, a case study is used to demonstrate the use of the proposed system.

Combining risk assessment, life cycle assessment, and multi-criteria decision analysis to estimate environmental aspects in environmental management system

PurposeThe rating of environmental aspects plays a central role in the ISO 14001 environmental management system (EMS) and EU Eco-Management and Audit Scheme because it is the basis for the identification of an organizations environmental targets. The existing methods for the assessment of environmental aspects are grouped into three categories: risk assessment-based (RA-based), life cycle assessment (LCA)-based, and criterion-based methods. The first category accurately determines abnormal, or accidental aspects, as well as the probabilistic causality of aspect–pathway–receptor–impact relationships, but when evaluating environmental impact, it cannot provide a sound theoretical basis. The second category provides a theoretical foundation for the assessment of environmental impact, due to LCA, but cannot adequately represent the probabilistic aspect–pathway–receptor–impact relationship. The third category puts emphasis on the significance criteria, but the scoring methods are too simple. To combine the benefits of these three categories of research, this study proposes an integrated framework, combining RA-, LCA-, and criterion-based methods.Materials and methodsThe integrated framework incorporates LCA techniques for the identification of the causal linkage for aspect–pathway–receptor–impact, uses fuzzy logic to assess aspects, considers fuzzy conditions, in likelihood assessment, and employs a new multi-criteria decision analysis method—multi-criteria and multi-connection comprehensive assessment (MMCA)—to estimate significant aspects in EMS.Results and discussionThe proposed model is verified, using a real case study—a waste-recycling factory. The results show that this method successfully prioritizes the environmental aspects. Compared with criterion-based methods, the case study demonstrates that the proposed method provides a more solid theoretical basis.ConclusionsThis study integrates RA, LCA, and MMCA, to assess environmental aspects. The method identifies the probabilistic causality of aspect–pathway–receptor–impact relationships, enhances the theoretical foundations, and strengthens decision-making.

Hazard management and risk design by optimal statistical analysis

Elicitation methods are used in decision making with respect to risk hazards to allow a researcher to infer the subjective utilities of outcomes from the observed preferences of an individual. A questionnaire method is presented, in this study, which takes into account the inevitable distortion of preferences by random errors and minimizes the effect of such errors. Under mild assumptions, the method for eliciting the utilities of many outcomes is a three-stage procedure. First, the questionnaire is utilized to elicit responses from which a subjective score is defined. Second, individual risk factors are discussed. Finally, the regression model presents individual risk preferences given the overall organizational risk culture, risk management policy, risk identification, and risk analysis. This paper addresses how company managers face risk and their tolerance of risk with respect to risk management.

A new viewpoint of hazard assessment and management for Taiwan’s insurance issues

High rates of urbanization, environmental degradation, and industrial development in disaster-prone areas have all served to increase the extent of damage following catastrophes. Recently, losses from environmental hazards have escalated, which has resulted in a noticeable change in policy, with more emphasis on loss reduction through mitigation, preparedness, and recovery programs. This study focuses on natural disaster management in which the direct risks are posed by the natural disasters themselves. This paper presents a review of issues surrounding natural disaster risk control and insurance in Taiwan. It proposes the use of background information concerning risk control strategies as well as earthquake, typhoon, and flood insurance in Taiwan. Finally, an insurance case study is utilized to demonstrate the feasibility of the proposed methodology.

Incorporating the LCIA concept into fuzzy risk assessment as a tool for environmental impact assessment

Environmental impact assessment (EIA) is a procedural tool for environmental management that identifies, predicts, evaluates and mitigates the environmental impact of development proposals. In the process of EIA, EIA reports, prepared by developers, are expected to delineate the environmental impact, but in practice they usually determine whether the amounts or concentrations of pollutants comply with the relevant standards. Actually, many analytical tools can improve the analysis of environmental impact in EIA reports, such as life cycle assessment (LCA) and environmental risk assessment (ERA). Life cycle impact assessment (LCIA) is one of steps in LCA that takes account of the causal relationships between environmental hazards and damage. Incorporating the concept of LCIA into an ERA as an integrated tool for the preparation of EIA reports extends the focus of the reports from the regulatory compliance of the environmental impact, to determine the significance of the environmental impact. Sometimes, when using integrated tools, it is necessary to consider fuzzy situations, because of a lack of sufficient information; therefore, so ERA should be generalized to a fuzzy risk assessment (FRA). Therefore, this paper proposes the integration of a LCIA and a FRA as an assessment tool for the preparation of EIA reports, whereby the LCIA clearly identifies the causal linkage for hazard–pathway–receptor–damage and then better explain the significance of the impact; furthermore, a FRA copes with fuzzy and probabilistic situations in the assessment of pollution severity and the estimation of exposure probability. Finally, the use of the proposed methodology is demonstrated in a case study of the expansion plan for the world’s largest plastics processing factory.
