Argentina's Turmoil: The Politics of Informality and the Roots of Economic Meltdown

This article argues that Argentinas current economic crisis cannot be fully understood without an analysis of recent political processes. It defines the politics of informality that have characterised Argentinas democracy-building processes. This de-institutionalisation of politics was perceived as the facilitator of democratic consolidation, state reform and economic restructuring. In practice, the politics of informality contributed to the crisis of 2001. The article begins by analysing the scale of the political and economic crisis from 1999. It is followed by an analysis of the politics of informality implemented by the Raúl Alfonsín and Carlos Menems governments and then goes on to explain the consequences of informal politics. Finally, it concludes by outlining the main factors that conspire against democracy and economic stability in Argentina.

La clave sigue siendo el sistema de partidos

Los paises latinoamericanos ofrecen una amplia diversidad de modelos de democracia. Tomando como tipo ideal la poliarquia definida por Robert Dahl, podemos encontrar grandes diferencias entre los paises de la region. Argentina, Ecuador y Uruguay, pese a enfrentar experiencias similares, dieron lugar al surgimiento de experiencias politicas diferentes y la dirigencia reacciono de distintas maneras con consecuencias diversas. En Argentina, la clase politica tradicional supo gestionar la crisis pero se fragmento y el antiguo sistema colapso. Ecuador fue testigo de la desaparicion de su antigua clase politica y una casi completa renovacion partidaria. En Uruguay, la clase politica tradicional sobrevivio a la crisis sin fragmentaciones o desapariciones pero dando lugar al triunfo de la coalicion de centro izquierda que modifico el bipartidismo anterior. ?Cuales son las razones por las cuales las clases politicas de estos tres paises generaron salidas tan diferentes a la crisis? ?Hay algun criterio que permita explicar esas diferencias? En las paginas que siguen presentamos algunas ideas para intentar entender este dilema.
