This article reports on part one of a three-part national survey of provision for pupils aged 14 and older, in England and Wales, who have profound and complex learning difficulties. The survey is part of the Enhancing the Quality of Life (EqoL), a three-year research project jointly awarded to Skill: the National Bureau for Students with Disabilities, and the University of Cambridge School of Education. The aim of the project is to construct a framework for learning which will support improvements in the quality of life for these young people. It is funded by the National Lottery Charities Board.

This article is based on a three‐year research project designed to improve the quality of life of people with profound and complex learning difficulties, particularly during periods of transition. Following a survey of post‐school opportunities, the project adopted an action research approach in four case study sites. The project concluded that it was important not only to support transitions but also to enable individuals to influence and direct change in their own lives. Commitment to increasing local opportunities, combined with a focus on staff development, is fundamental to enhancing the quality of the lives of people with profound and complex learning difficulties and those who support them.

This case-study follows a school as it struggles to prepare for the changes brought about by Curriculum 2000 and the new key skills qualification. It describes the curriculum debate within the senior management team as it balanced the conflicting needs of subject popularity and necessity. It relates how inherent structural flaws were uncovered in the proposed curriculum strategy, how this very failure was used as an opportunity to initiate staff involvement in the design of curriculum structures and how success was subsequently fashioned from the process. It is a story of failure, consideration, reflection and improvement, and offers some insight into the lessons learned by management and teaching staff as they reflect on the process of change and their own participation in it.

This paper traces the impact of the Report of the Further Education Funding Councils committee on learning difficulties and/or disabilities on educational opportunities for people with learning disabilities. Based on the principle of inclusion, the Report made sixty recommendations aimed at improving the quality of further education for people with learning disabilities. While approximately one third of the proposals have now been accepted by the funding council, this paper argues that only legislative reform can achieve the recommended changes to the post‐16 curriculum and to inter‐agency working.
