Regarding the target of greening the value chain, procurement can be considered an important factor. Hence, management of procurement processes towards more green procurement can be seen as a good possibility for improving the whole value chain from an environmental point of view. To support companies in their efforts of changing their procurement process towards being more green, factors that may hamper, decelerate or even block green procurement – so-called hurdles (barriers) – have to be identified and evaluated, and strategies to handle them developed. Therefore, the hurdles analysis method is presented. This method shall enable companies to identify, assess and handle hurdles to green procurement and in this way manage procurement processes more proactively in future. This article contributes to interorganisational environmental management, which is important for bridging industrial ecology research to business, management and organisational studies.

Purpose – The management of procurement processes can be one important factor in achieving an integrated stewardship of resources. This papers purpose is to complete an empirical study to record the current perception of hurdles in German industries.Methodology – The questionnaire‐based survey was conducted with the major 883 large and all medium‐sized companies that are members of the “German Association of Materials Management, Purchasing, and Logistics (AMMPL)” 24 theory and experience‐based questions regarding several areas (legislation, company objectives, knowledge of products and services, costs, motivation) were asked in an explorative design.Findings – The study identified hurdles that are perceived as significantly greater than others. There are differences in hurdles between the industries, but also within a particular industry. With this simple self-evaluation tool and its assessment methods public authorities will be enabled to identify and tackle their hurdles to green procurement themselves, as well as measure and control their success by rerunning the procedure. Consequently, the method can contribute to fostering CRS the following way: Firstly, it makes public authorities aware of their potentials in the area of green public procurement; Secondly, it raises the performance of public authorities in green procuring to help them reach and accept a higher level of responsibility.
